Antecedentes

The United Nations Development Programme (UNDP) operates in over 170 countries and territories, helping to achieve the eradication of poverty, to reduce inequalities and to increase sustainability. One of its critical priorities is to support countries to accelerate ambitious action on climate change. The global response to this challenge must be just, inclusive, and leave no one behind, while seeking the most efficient climate solutions that advance multiple Sustainable Development Goals at once.

Cambodia’s development focus is on poverty reduction and stable economic growth as part of the drive to become an upper-middle-income nation by 2030, as enshrined in the National Strategic Development Plan (NSDP). Cambodia is highly vulnerable to the impacts of climate change. At the same time, Cambodia’s total greenhouse gas (GHG) emissions are increasing as the country develops.

The country has made remarkable progress in terms of climate change policy, particularly in mainstreaming climate change into national and sub-national planning. The Royal Government of Cambodia has developed the Cambodia Climate Change Strategic Plan 2014 – 2023 (CCCSP) (2013) and each relevant ministry has developed associated action plans (CCAPs). Cambodia’s first Biennial Update Report (BUR) was submitted in 2020, and the Third National Communication (TNC) work is underway. The National Monitoring and Evaluation (M&E) Framework for the response to Climate Change has also been developed and regular climate public expenditure reviews have been undertaken.

In addition, Cambodia recently (2020) published an updated Nationally Determined Contribution, with targets for climate change action until 2030 and submitted its Long-Term Low Strategy for Carbon Neutrality (LTS4CN) in December 2021. LTS4CN ensures the coherence of short-term climate action with long-term climate goals and suggests that Cambodia could achieve carbon neutrality in 2050.

UNDP Cambodia provides support to the National Council for Sustainable Development (NCSD) for the coordination of the climate change response, through the Cambodia Climate Change Alliance - Phase 3 (CCCA3) programme. There is a need for development of an approach for the new Climate Change Strategic Plan (2024-) to mainstream Cambodia’s climate commitments into the sectoral work and to analyze the short- mid and long-term policy pathways, that should guide Cambodia in meeting its commitment under its NDC and towards net zero emissions by 2050. The approach should take a systematic top-down and bottom-up approach to analyze the current sectoral work, analyze gaps and map opportunities to strengthen the practical implementation of the climate change commitments through the CCCSP.

The present TOR is focused on support required for the development of an approach for the new CCCSP and on analyzing of the gaps and opportunities related to the national capacity to achieve the goals selected.

Deberes y responsabilidades
