Antecedentes

In the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM waste management has been identified as critical risks in the region, exacerbated by the poor enforcement of environmental laws and policies and lack of capacities of local governments to implement laws. This growing risk problem poses a risk not only to its environment but also to the fragile peace in the region more generally and the legitimacy of the new Bangsamoro government specifically. The transition government of BARMM has recognized the need to strengthen waste management in the region. The challenge also provides an opportunity for the region to put in place a sustainable economic milieu which not only ingrains environmental sensitivity in its development trajectory but also puts to fore social cohesion, community resilience, and inclusion of all.

Circular economy models and solutions are starting to gain ground nationally through, among others, the National Plan of Action on Marine Litter and the Philippine Action Plan for Sustainable Consumption and Production. The pursuit of circular economy strategies has the potential to support the achievement of moral governance that uplifts the lives of the Bangsamoro people in a way that improves ecological integrity, as enshrined in the Bangsamoro Development Plan. In particular, circular economy strategies may allow the region to promote new industries that extract and consume fewer materials from nature, increase value retention and cycling back into the economy, and reduce waste and emissions across sectors and serving societal needs (https://www.circularity-gap.world/2021).

Responding to this challenge not only requires putting together a consolidated value proposition that presents a systems perspective to various Government partners, but also bringing together the resources, tools, processes, and partners across the UNDP Country Office. With support from the Portfolio Initiation Framework (PIF), the CO will design a portfolio-based approach to circular economy in the BARMM. This entails engaging the CE ecosystem in BARMM through the systemic design approach, which has been piloted in Pasig City and codified alongside other countries’ experiences.

The initiative also entails an internal review of the various projects, resources, and partners of the UNDP Philippines across its three Programmes—Climate Action, Peace and Stabilization, Institutions and Partnerships—and its policy and innovation work. This portfolio sensemaking process could look at how various projects and their elements could be leveraged to pursue circular economy in the Bangsamoro.

In preparation for a planned portfolio sensemaking workshop in Cotabato City involving key UNDP staff, UNDP requires the services of an individual consultant who will conduct a desk review-based content analysis of project documents, reports, and knowledge products produced under the current Country Programme for interventions, knowledge resources, and partnerships that could be relevant for the design of a portfolio on Circular Economy as a whole and particularly for the Bangsamoro region.

C. Scope of Work and Outputs

Generally, the consultant shall conduct content analysis of key artifacts—at the minimum, project documents, work plans, reports, and evaluations—of all current UNDP Philippines projects under the Country Programme 2018-2022 to answer the following questions:

1. How do the current projects under the UNDP PH Country Programme support the twin goals of promoting a Circular Economy and Development in the Bangsamoro?

1. Which capabilities, resources, and partnerships have the most potential to support UNDP in achieving impact in these twin goals?

1. What other relevant or interesting patterns and connections emerge when looking at from the lenses of promoting circularity and inclusive development in the Bangsamoro?

Specifically, the Consultant shall perform the following tasks:

1. Scope and Approach Definition
   1. With the UNDP Accelerator Lab (ALab PH) and Results and Quality Team (RQT), conduct an inventory of all projects, project documents, annual work plans, progress reports, evaluations, and other knowledge products, to be subjected to the content analysis.
   2. Collaborate with ALab PH and RQT to revisit existing Project Templates and Presentations for sensemaking for the purpose of (a) updating their content, together with the project teams; (b) updating the templates specifically in the context of answering the research questions and other points of inquiry; (c) translating these into a structured database.
   3. The above shall be conducted during this contract’s inception phase but may be revisited as new information or developments warrant such.

1. Thematic Analysis
   1. Define with ALab PH and RQT and implement a methodology for the thematic coding of each project, including but not limited to (a) scoring the relevance of projects to Circular Economy and to the Bangsamoro; (b) categorization of capabilities, resources, and partnerships; (c) capturing connections, synergies, and lessons across projects.
   2. Said methodology for thematic coding shall balance deductive (i.e., starting from set rubrics and codes) and inductive (i.e., recognizing emerging patterns). Ideally, the consultant shall make use of computer-aided approaches and, when relevant and feasible, machine learning-aided methods.
   3. Once all projects have been thematically coded, the consultant shall synthesis the results of the thematic analysis with descriptive statistics, pattern analysis and descriptions, and other relevant tools.

   1. The consultant shall propose and implement other qualitative data analysis methodologies. This may include but are not limited to”

1. The consultant shall implement at least one (1) of these methodologies in answering the research questions stated above as well as other points of inquiry agreed at inception.

In performing the above, the Firm shall consult with key officers and other relevant personnel within UNDP, key partners, as well as with external stakeholders, as may be recommended.

D. Timetable of Deliverables and Expected Duration of the Contract

The Consultant is expected to complete the deliverables between 16 October 2022 (or earlier) until latest 31 December 2022. The Consultant shall deliver his or her outputs following this schedule: (Tentive Dates)

E. Governance and Accountability Including Duty Station

1. The UNDP PH Accelerator Lab (ALab PH) directly supervises this consultant. All outputs and communication of the Firm shall be submitted and coursed through the UNDP PH Accelerator Lab Head of Experimentation (main approver) and the Heads of Solutions Mapping and of Exploration (alternates), and the Social Innovation Analyst for Circular Economy (for coordination). ALab PH shall ensure internal consultation within UNDP and with contractors and stakeholders, as may be necessary, prior to approval of outputs.

1. In undertaking his/her work, the consultant will need to coordinate closely with the Results and Quality Team (RQT) as it serves as the repository of all UNDP project documents, reports, and other such information on all of UNDP’s projects. Though some summary materials are available online through open.undp.org, the full repository is available with RQT through the Portfolio Country Office Management Solution (POCOMAS).

1. To coordinate its Circular Economy portfolio, UNDP has convened a Circular Economy Working Group which is led by the Climate Action Programme (CAP) Team Leader and supported by the CAP Team and the Accelerator Lab at its core, and involving the Institutions and SDG Partnerships Programme Team, Peace and Stabilization Team, Impact Advisory Team and Cotabato Field Office as necessary. The consultant may be requested to seek guidance from the working group or individual members as needed.

1. Considering the COVID-19 pandemic, all work and travel shall be done within the guidelines and protocols set by the local and national government. UNDP and the consultant shall assess based on community quarantine guidelines set by government when it is safe and necessary to have in- person meetings and trainings.

1. The consultant is expected to have its own working premises, equipment, internet connectivity, cloud hosting, among others. A working space in the UNDP Philippines office and access to shared cloud assets will be arranged to facilitate access to needed data.

       1. The consultant shall consider at least five (5) working days lead time for UNDP to review outputs, give comments, certify                     approval/acceptance of outputs, etc.

F. Professional Qualifications of the Successful Consultant and Selection Criteria

Assessment of best offer will be via Combined Scoring method—where the qualifications will be weighted 70 points, and the financial proposal (price offer) will be weighted 30 points. The CV and Portfolio will be reviewed using the criteria in the table below. Only offerors who will obtain a minimum of 70% or 49 out of 70 obtainable points will be considered qualified and considered for evaluation of financial proposal.

1. Duly accomplished Offeror's Letter to UNDP Confirming Interest and Availability for the IC that indicates the all-inclusive lumpsum contract price, supported by a breakdown of costs, as per template provided; If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;
