Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

The UN Women Multi-Country Office (MCO) based in Fiji covers 14 Pacific Island Countries and Territories (PICTs): Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of the Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu. The Fiji MCO current focus countries for programming are Fiji, Kiribati, Samoa, Solomon Islands, Tonga and Vanuatu.

 

The UN Women Fiji Multi-country office has four main thematic areas:

  • Ending Violence against Women and Girls (EVAWG);
  • Women’s Economic Empowerment (WEE) which includes the Markets for Change project (M4C);
  • Gender and Protection in Humanitarian Action; and
  • Governance and Participation in Public Life.

Objectives of the assignment

The key objective of this assignment is to record a range of high-quality photographs of events/activities and photographs that portray lives of women and girls covering UN Women Fiji MCO Programme areas: Governance and Participation in Public Life, Women’s Economic Empowerment, Ending Violence Against Women and Girls, Gender and Protection in Humanitarian Action.

It will include but is not limited to images of front-line workers, market vendors, women in leadership; women at work etc; primarily horizontal shots; dramatic angles; close up, midrange and wide-angle shots.

Scope of Work/Duties and Responsibilities

 

Under guidance and direct supervision of the UN Women Fiji MCO Media and Communications Specialist and support of Country Programme Coordinator – UN Women Vanuatu Field Office, the consultant will perform the following tasks:

 

Meet with UN Women staff and identify areas and/or stakeholders to be documented, review the filing and consent requirements, and confirm travel dates (if necessary);

 

Field work - record a range of high quality, ‘exhibit ready’ photographs of events/activities and photographs that portray lives of market vendors; women in leadership; women’s economic empowerment etc; primarily horizontal shots; dramatic angles; portraits, close up, midrange and wide-angle shots.

 

The Consultant shall:

  • The final submission must include the entire take of all photographs from the Assignment via external hard drive (supplied).
  • The final submission will include UN Women Photo Consent Forms signed by individuals featured in portrait images (consent not required for public event/groups shots).
  • A selection of a minimum of 100 best photographs edited and optimized in high resolution with metadata[1]; This selection should accompany a word documented report, with photo’s categorised into thematic areas, and include the caption, photo credit and reference to consent and jpeg number (estimate 100 photos as above).
    • Thematic areas such as women on the frontline; market vendors; women in leadership, women economic empowerment, women at work;
    • Provide caption information including: [Describe the information needed in captions, e.g. full names of participants and businesses/projects; city/town/village/district; country; date; relevant to UN Women’s work];
    • Provide photo credit such as the Consultant’s name and details using the following credit format: “Photo: UN Women Country Name/ Photographer First Name Last Name” (Example: UN Women Fiji/Iliesa Ravuci);
  • Deliver photographs on external hard drive (supplied) at highest resolution as jpeg or raw files (minimum requirements: 300 dpi at 8 x 10 inches) as well as low resolution format for web page use.

 

Duration of the assignment

The total duration of the contract assignment will be 15 working days within a four-month period, to be completed before end of March 2023, including all field work, travel and editing time.

The assignment envisages work in Port Vila as well as one mission to an additional location in Vanuatu (location to be determined).

The final submission at each interval must include a selection of a minimum of 100 best photographs (in total – split into two batches of 30-50 photos or a variation of this breakdown over the duration of the contract) edited and optimized in high resolution from the Assignment via external hard drive (supplied).

 

This selection should accompany a word documented report, with photo’s categorised into thematic areas, and include the caption, photo credit and reference to consent and jpeg number (estimate 100 photos as above).

 

  • Deliver photographs at highest resolution as jpeg or raw files (minimum requirements: 300 dpi at 8 x 10 inches).
  • Low resolution format for web page use.
  • Meet the filing/caption requirements.
  • Provide signed consent forms for portrait images (consent not required for public event/groups shots).

All the deliverables should be agreed with UN Women and be provided in English in an electronic copy.

 

Upon receipt of the deliverables and prior to the payment of the deliverables, related reports and documents will be reviewed and approved by UNWOMEN within one (1) week of submission.

 

Note that all materials, including any video footage and images, will remain property of UN Women and cannot be used without UN Women’s permission.

 

Inputs

 

UN Women shall provide:

  • The Consultant with background materials on the project/programme information and editorial guidance to the Consultant to enable him/her to understand the Deliverables required and generate captions to embed in the photographs (metadata).
  • Copies of the UN Women Photo Consent Forms (digitized).
  • Copy of the UN Women Photo Policy and Guidelines.
  • A UN Women country office staff member to accompany the Consultant to the selected project site.
  • An external hard drive for photo storage will be supplied.

 

The Consultant shall:

  • The consultant is expected to work remotely using her/his own computer and cameras, editing software etc., but may access the UN Women office for printing of relevant documents or should he/she be required to work on-site at any point during the assignment.
  • Abide by the UN Women Photo Policy and Guidelines.

Management Arrangements

  • The National Consultant will work under the overall supervision of UN Women Fiji MCO Media and Communications Specialist and the Country Programme Coordinator for the UN Women Vanuatu Field Office.

Travel

  • No travel outside of Port Vila duty station may be expected.
  • In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, by UN Women and the National Consultant, prior to travel.
  • Travel process will follow the existing UN Travel Rules and Guidelines.

 

Performance evaluation

Contractor’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

 

Financial Arrangement

  • Payment shall be disbursed upon submission and approval of deliverable, reports with indication of progress timesheets with actual days worked certified by UN Women.
  • Payment will be made within 1 week after receipt and acceptance of the aforementioned documents, but UN Women have certified that the services have been satisfactorily performed by the National Consultant.

 

The global UN Women Photo Policy requires photos to have captions and credits, with these and other details documented as part of UN Women’s online photo storage process (documentation or online ‘metadata’). The photographer will be assisted with this UN process by the UN Women Fiji MCO Communications Unit – the initial training is compact and once the process is understood it takes 10-15 minutes to complete metadata per photo album.

  1. Evaluation

 

Initially, individual candidates will be short-listed based on the following minimum qualification criteria:

 

  • Completion of secondary education is required.
  • Bachelor’s degree in Communications, Public Relations or Journalism is an asset.
  • At least 5 to 7 years of proven work experience in audio-visual recording, photography, editing, and media production.

The short-listed individual candidates will be further evaluated based on a cumulative analysis scheme, with a total score being obtained upon the combination of weighted technical and financial attributes.  Cost under this method of analysis is rendered as an award criterion, which will be 30% out of a total score of 100 points.

 

Evaluation of submitted offers will be done based on the following formula:

  1. Financial Evaluation Criteria: In this Second Stage, the financial proposal of candidates, who have attained minimum 70% score in the technical evaluation (at least 245 points), will be compared.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Annex A

 

Price Proposal Guideline and Template

 

The prospective Individual Consultant should take the following explanations into account during submission of his / her price proposal.

 

1.Daily fee

 

The daily price proposal should indicate a "lump sum amount" which is "all-inclusive".  All costs (professional fees, communications, consumables, etc.) that could possibly be incurred by the Consultant needs to be factored into the proposed price.

 

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties, or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

 

2.Travel costs

 

UN Women will not cover transportation cost within Port Vila, Vanuatu.

 

Any mission travel related costs outside Port Vila, Vanuatu – as envisaged in this TOR, the UN Women will cover for the Consultant, for the agreed upon routing and in conformity with UN Women applicable travel rules and regulations.

 

 

3.Daily Subsistence Allowance

 

Not applicable.

 

Will only be paid for approved travel-related mission/s outside of Port Vila (duty station), per this TOR.

 

 

4.Currency of the price proposal

 

The applicants are requested to submit their price proposals in VATU.

 

In case of proposals in other currency, these shall be converted into VATU using the official UN exchange rate for currency conversion at the date of applications’ submission deadline.
