Office/Unit/Project Description
UNDP is a founding cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund to Fight AIDS, TB and Malaria (Global Fund,), a signatory of the WHO-led SDG3 Global Action Plan for Healthy Lives and Well-Being for All, and a co-sponsor of several other international health partnerships. UNDP’s work on HIV, health and development leverages UNDP’s core strengths and mandates in sustainable development, governance, poverty reduction and climate. UNDP delivers support to countries in three areas of HIV and health: reducing the inequalities that drive disease, promoting effective and inclusive governance for health and building resilient and sustainable systems for health. UNDP helps countries to mainstream attention to HIV and health into action on gender, poverty, governance, financing, and the broader effort to achieve and sustain the Sustainable Development Goals. UNDP works with partners to address the interactions between governance, human rights, and health responses, especially for those left behind. UNDP also supports countries in effective implementation of complex, multilateral and multisectoral health projects, while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time. The UNDP/Global Fund partnership is an important part of this work, facilitating access to resources for action on SDG 3 by countries that face constraints in directly receiving and managing such funding. UNDP partners with countries, WHO and other partners in responding to health emergencies and HIV and health dimensions of crisis/post-crisis situations.
Institutional Arrangement
The Programme Specialist will work under the direct supervision of the Programme Manager PEPFAR, based in New York, USA.

Scope of Work
Reporting to the Programme Manager PEPFAR, the Programme Specialist will be responsible for:
Policy Advice and Programme Support Delivery with the following key responsibilities:
- Support the Programme Manager in providing guidance and input to teams in country offices and Regional Hubs in their provision of programme and technical advisory policy support to country offices on creating enabling legal environment for key populations, helping them to ensure relevance of the services provided to country and regional context, and in line with UNDP regulations, rules and procedures, UNAIDS and Global Fund procedures and corporate agreements with PEPFAR.
- Provide research support for the delivery of technical policy advice and programme support on key population-led responses that responds to regional and country office needs.
- Support the mainstreaming of human rights and gender interventions in Global Fund grants throughout the grant lifecycle and other health and development programmes in coordination with the HIV and Health Group, governments, community and civil society organizations, technical partners, and private sector.
- Provide programme and technical advisory policy support, guidance and advocacy to country offices in the development of capacity support strategies aimed at assisting governments and national entities in the implementation HIV and health projects in coordination with partners.
- In collaboration with the BPPS teams and the Regional Hubs, provide programme support that responds to country office needs.
Partnership-building, Communications and Knowledge Management with the following key responsibilities:
- Support the Programme Manager to maintain effective partnership and working relationships with initiative partners, UNDP country offices and other relevant stakeholders.
- Support communications on key results of the UNDP-PEPFAR initiative.
- Contribute to the development of knowledge products, tools and trainings.
- Support the Programme Manager in recruitment processes and the maintenance of expert rosters.
- Contribute to Community of Practice iniatitives.
- Support the Programme Manager in cross-country and cross-regional exchange of knowledge by collaborating with policy teams in Regional Hubs to research, develop and share knowledge-based tools and guidance to help influence/advance policy dialogue on HIV, key populations and human rights.
Programme Management Support with the following key responsibilities:
- Support development and formulation of budgets and work plans and technical assistance mapping.
- Coordinate project implementation with PEPFAR initiative partners, UNDP Country Offices and other stakeholders.
- Provide substantive and administrative support to the preparation of meetings and other consultations, and country missions if applicable.
- Initiate and process low value grants for key population groups in line with UNDP rules and policy.
- Prepare various written outputs, as may be required (e.g. case studies, draft background papers, concept notes, briefing notes and talking points).
Results Reporting, and Monitoring and Evaluation with the following key responsibilities:
- Support results reporting (e.g., progress reports, donor reports, annual reports, etc.).
- Support the development and implementation of M&E policies and strategies, including preparation and quality control of M&E data.
- Collaborate and coordinate with the PEPFAR initiative partners on results and M&E reporting.
- Support specific programme evaluations and/or reviews, including preparation of terms of reference, participation in consultant selection and technical feedback on evaluations.
- Coordinate and follow-up on the implementation of evaluation recommendations, ensuring the optimal use of evaluations by initiative partners.
- Perform any other duties as may be assigned by the Programme Manager PEPFAR
