The mission of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors to i) alleviate human suffering and disasters in emergencies; ii) advocate for the rights of people in need; iii) promote preparedness and prevention; and iv) facilitate sustainable solutions.
As part of its operations, OCHA Philippines produces and delivers several public information products and services which inform the humanitarian community in their response to the humanitarian situation in the region. OCHA is seeking a Public Information Officer to assist in the production and delivery of Public Information products and services. The incumbent will be part of the OCHA Philippines, working in close relationship with colleagues in other units as well as our humanitarian partners in the region.

A.Scope of Work Within delegated authority, the Reports and Information Consultant will be responsible for the following crisis response communication and preparedness activities:
B.Expected Outputs and Timetable of Deliverables
The above-mentioned outputs shall be delivered during the following timeframe of 6 months:
C.Institutional Arrangement The Reports and Information Consultant will work under the overall guidance of the Head of Office for OCHA Philippines. The Admin Associate will be providing certificates of acceptance for the outputs and deliverables of the IC to UNDP based on existing guidelines and agreed schedules. UN-OCHA will provide access to available data and materials.
D.Duration of the Work
The expected duration of the Technical Consultant is 6 months between 13 February to 30 June 2023, unless revised in a mutually agreed upon timetable between the Consultant and UN-OCHA.
E.Duty Station
The duty station is Metro Manila, with possible travel to Cotabato, Legazpi, CARAGA and Southern Leyte. If travel outside Manila is required, all related costs will be covered by UN-OCHA, with prior agreement per consultant and as per UNDP Guidelines.
F.Scope of Price Proposal and Schedule of Payments
Financial proposals must be expressed as an all-inclusive lump sum amount. Said amount shall include all professional fees (daily fees X number of person-days, travel within duty station, communications, consumables, and other costs that could be incurred by the consultant and shall be indicated in the financial proposal. The contract price is fixed regardless of changes in the cost components.
Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance valid during contract duration.
The IC will receive the total amount indicated in the proposal in tranches and upon satisfactory completion of the agreed outputs and deliverables by the Team Leader of Institutions and Partnerships, based on the following table:

The Combined Scoring Method shall serve as basis for evaluating offers. The technical qualifications will be weighed 70% and combined with the price offer which will be weighted 30%. The Offers received will be evaluated using a combined scoring method - where technical proposal will be weighted 70 points and combined with the price offer which will be weighted 30 points. The CV will be reviewed using the criteria in the table below. Only offerors who will obtain a minimum of 70 % or 49 out of 70 obtainable points will be shortlisted and considered for evaluation of financial proposal.
Recommended Presentation of Offer 1. Duly accomplished Offeror's Letter to UNDP Confirming Interest and Availability for the IC that indicates the all-inclusive lumpsum contract price, supported by a breakdown of costs, as per template provided; If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP; 2. Financial Proposal (Annex 2 of Offeror's Letter to UNDP Confirming Interest and Availability)- use UNDP Template 3. Personal CV or P11 Personal History Form, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references; Offerors must upload in one (1) file the documents mentioned above.
