Antecedentes

The UNDP Multi-Country Office (MCO) based in Apia, Samoa serves four Small Island Developing States (SIDS) – the Cook Islands, Niue, Samoa and Tokelau, by co-designing and implementing innovative and impactful policy and programming solutions in line with global, regional, national and local priorities, and advocating for their issues and positions. The MCO works closely with its sister MCO based in Fiji to implement the outcomes on Planet, Prosperity and Peace of the new UNDP Multi-Country Programme Document (MCPD) for the Pacific Island Countries and Territories 2023-27, and deliver on the corporate UNDP Offer to Small Island Developing States (SIDS), UNDP Strategic Plan 2022-25 and the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs).

Under the overall supervision of the Deputy Resident Representative in close cooperation with the Assistant Resident Representative (ARR) for the Environment and Climate Change Unit, relevant Project Management Units (PMU) and Accelerator Lab, the Liaison and Administrative Support Consultant will support the effective coordination and timely implementation of the MCO’s ongoing Japan-funded portfolio of projects, including substantive interpretation, translation, reporting and administrative matters.

The Consultant will provide direct support to the following 2 Japan-funded projects:

1.       Climate Action Pathways for Island Transport (CAP-IT): Accelerating the Decarbonization of Samoa’s Land and Maritime Transport Sectors

CAP-IT, funded by the 2022 Japanese Supplementary Budget (JSB), aims to promote urgent and inclusive transformation of the land and maritime transport sectors towards decarbonization by

accelerating the uptake of electrical vehicles and low-carbon propulsion systems in support of the achievement of Samoa’s enhanced NDCs for the energy and transport sector by 2030.

2.       Japan Innovation Challenge (JIC): 100% Fish Use

UNDP Acc Lab Samoa won the 2023 SDG Japan Innovation Challenge, and in collaboration with Think Sea Corp (Tototo), a Japanese social enterprise, the project aims to build local capacity on 100% fish utilization by creating leather from fish skin waste to generate value-added products from fish waste and create sustainable livelihoods in Samoa. The JIC project will involve community based and private sector engagement during its experimentation and prototyping phase.

Deberes y responsabilidades

• Japanese language support through English-Japanese/Japanese-English translation of project-related documents, including but not limited to correspondence, press releases, project briefs, factsheets, reports, terms of reference, script-writing and subtitles.
• Japanese language support through virtual and in-person interpretation during meetings and/or missions of Japanese stakeholders to Samoa.
• Build and maintain strong relationships, and regularly communicate with the Embassy of Japan and other Japanese stakeholders to support effective implementation and collaboration.
• Assist the preparation, logistics and facilitation of project-related meetings, consultations, workshops, trainings and/or events, including minute-taking.
• Coordinate and assist in making travel arrangements for participants of events, projects staff in connection with their domestic and international project-related travels.
• Support knowledge management, including but not limited through systematic documentation and filing of all project-related matters and corporate requirements.

DELIVERABLES AND PAYMENT PROCESS:

A monthly progress report against the scope of works with supporting evidence annexed will be required by the submission deadline for each deliverable listed below. The payment will be made after certification by the UNDP of satisfactory performance and submission of expected deliverables and in accordance with the signed contract and as per schedule below. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, and any other applicable cost to be incurred by the IC in completing the assignment.

Competencias

• Experience working in Samoa, other Pacific countries or SIDS globally.
• Excellent knowledge of coordination, organizational and interpretation skills, and ability to action best practices.
• Excellent people management skills including networking and stakeholder engagement.
• Excellent reporting, writing and communication skills, and advanced knowledge of computer office software packages.

Habilidades y experiencia requeridas

Education:

• Secondary education

Experience:

• At least 4 years of cumulative experience working in administrative and English-Japanese and Japanese-English interpretation roles.
• At least 4 years of cumulative experience working for a development and/or diplomatic organization.

Languages:

• Fluent in oral and written English and Japanese are essential.
• Knowledge of Samoan is desirable.
• Knowledge of any other official UN language is advantageous.

Other Consideration:
