Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Cambodia Programme Office focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, WPS, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for GEWE commitments.  The second area of focus is Ending Violence Against Women where CCO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections.  Thirdly, we work to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR).  A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme.

Cambodia office has been implementing Safe & Fair: Realizing women migrant workers’ rights and opportunities in the ASEAN region (2018/2022) (“Safe and Fair”), is part of the EU-UN Spotlight Initiative to eliminate violence against women and girls, a global, multi-year initiative between the European Union and United Nations. Safe & Fair is implemented through a partnership between the ILO and UN Women with the overriding objective of ensuring that labour migration is safe and fair for all women in the ASEAN region. The project aims to address women migrant workers’ vulnerabilities to violence and trafficking, strengthen rights-based and gender-responsive approaches to violence against women and labour migration governance and support access to essential services.

Safe & Fair works in close cooperation with governments and social partners, including women organisations, to achieve three inter-linking specific objectives: (1) Women migrant workers are better protected by gender-sensitive labour migration governance frameworks; (2) Women migrant workers are less vulnerable to violence and trafficking and benefit from coordinated responsive quality services; and (3) Data, knowledge and attitudes on the rights and contributions of women migrant workers are improved.

Additionally, with the support from the Elsie Initiative Fund (EIF), UN Women in Cambodia is responsible for managing the fund and support the implementation of the Measuring Opportunities for Women in Peace Operations (MOWIP) assessment for the Royal Cambodian Armed Forces (RCAF) in support of its current effort to increase women’s participation in UN peace operations. Through MOWIP framework, the assessment seeks to further understand and address specific barriers in the ten issue areas with the aim to promote and increase the meaningful participation of women in UN operations. It will quantitatively and qualitatively analyze the issue areas using data from the three collection methods namely fact-finding form (FFF), key decision-maker interviews, and a minimum of 380 surveys will be conducted (50% M and 50% F).

UN Women’s EVAW Programme in Cambodia is aligned with UN Joint Global Programme (JP)—the Essential Services Package for Women and Girls Subject to Violence (ESP). The strategy for Phase IV (2023-2025) of the Cambodia Joint Programme (JP) is to support government through women machinery to incorporate lessons learnt as well as recommendations of the final evaluation of the 3rd National Action Plan to Prevent Violence against Women (NAPVAW) into the next NAPVAW. Additionally, the strategy is to institutionalize and implement Minimum Service Standards (MSS) in cooperation with the Ministry of Women’s Affairs. The approach is to build on current progress to fill gaps resulting in national MSS more aligned with good practices and applying survivor centred approaches. A key element of the approach is technical support and guidance to ensure alignment with international good practices and frameworks, for both government and CSOs providing services and response to survivors of VAW, including CEDAW Concluding Observations on the sixth periodic report of Cambodia. The Essential Package of Services developed under the JP will continue to guide the development and implement of improved essential services.

Deberes y responsabilidades

1. Provide administrative and logistical support to the formulation and management of programmes

  • Provide administrative and logistic support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;
  • Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of programme supported activities and finances;
  • Provide administrative support for the audit of programmes/ projects and support implementation of audit recommendations; 
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the Programme team.

2. Provide administrative support to the financial management of the Programme Unit

  • Create projects in Quantum, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms;
  • Prepare non-PO vouchers for development projects;
  • Process payment for consultants, as deleaged;
  • Create requisitions in Atlas for development projects; register good receipts in Atlas.

3. Provide administrative support to the Programme Unit

  • Undertake all logistical, administrative and financial arrangements for organization of meetings, workshops, events, and missions;
  • Make travel arrangements for the Programme Team, including travel requisitions and claims;
  • Draft minutes in meetings, as delegated;
  • Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme team;
  • Organize and coordinate filing of documents; maintain mailing lists.

4. Provide administrative support to resource mobilization and knowledge building and knowledge sharing

  • Organize, compile, and process documentation and information from donors, and programme team as inputs to various databases and documents.
  • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

  • Timely and accurate administrative and logistical support to events, workshops, and travel/missions;
  • Full compliance of administrative activities with UN Women rules, regulations, policies and procedures;
  • Timely and accurate tracking of data for project management and donor purposes;

Language Requirements:

  • Fluency in English and Khmer is required;
  • Knowledge of the other UN official working language is an asset.
