The United Nations Office on Drugs and Crime (UNODC) is the guardian of the United Nations Convention against Corruption (UNCAC), which Ukraine is a party to, and provides technical assistance to states in their efforts to implement the Convention, including during times of emergency response and recovery. The UNODC Programme Office for Ukraine (UNODC POU) is located in Kyiv, Ukraine. UNODC is a member of the UN Country Team and builds on its ongoing presence in Ukraine to support the Government of Ukraine in line with the UN Transitional Framework in Ukraine. UNODC is delivering various technical assistance programmes in Ukraine including supporting the Government of Ukraine and civil society partners to strengthen their anti-corruption and rule of law response. In Ukraine, the Agency for Restoration and Infrastructure Development of Ukraine (the Agency) was established in January 2023, based on the legacy of former Ukravtodor and Ukrinfraproect – and under the Ministry of Infrastructure. The Agency is responsible for managing the current and future infrastructure recovery projects in Ukraine, beyond the transport infrastructure and including also the reconstruction of residential, medical, social, and public facilities, utilities, energy infrastructure, protective structures, etc. The Agency is building its capacity by strengthening its core team and expert support to enhance internal capacities to mitigate corruption risks in the reconstruction processes and ensure transparency and accountability through the Agency’s anti-corruption section, which will form a component of the Capacity Building office.

Purpose of the assignment: UNODC is seeking two (2) legal/anti-corruption Consultants who will work within the Agency’s anti-corruption section of the Capacity Building Office and will support the Agency to mainstream anti-corruption internally and develop robust internal processes and procedures, particularly as related to procurement and with consideration to international good practices. Specific tasks to be performed by the Consultants: Under the overall supervision of the Head of the Office and the Chief, FSS/CEB, with the guidance of and in regular consultation with the Crime Prevention and Criminal Justice Officer and in coordination with other UNODC officers, the Agency and consultants as necessary, the consultant will:
Dates and details of deliverables/payments:
UNODC will provide payments upon provision of deliverables duly certified by UNODC in accordance with the table above. UNODC will be the ultimate authority to control the quality of work results and assess the Contractor’s performance during the assignment. The satisfactory completion of each of the deliverables shall be subject to the endorsement of the Crime Prevention and Criminal Justice Officer. Payments are made in seven tranches as per the successful completion of each deliverable, as indicated in Part 4 above. Monitoring / Reporting Requirements The Consultants will work under direct guidance of UNODC Crime Prevention and Criminal Justice Officer, and in close day-to-day coordination with other staff and consultants. Work-progress reporting / monitoring meetings will be held with the Crime Prevention and Criminal Justice Officer on a regular basis. UNODC will be the final authority to control the quality and evaluate the work. No reports or documents should be published or distributed to third parties without approval of UNODC. The Consultants will duly inform UNODC of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them. All reports and results are to be submitted to the UNODC in electronic form (*.docx, *.xlsx, *.pptx, and *.pdf or other formats accepted by UNODC). All reports shall be submitted in Ukrainian and English. Consultant’s performance All outputs should meet the satisfaction of the Crime Prevention and Criminal Justice Officer who will consult other substantive experts within UNODC and senior staff at the Agency. Consultants should demonstrate a high quality of work and timeliness of delivery, while demonstrating a cooperative working relationship and openness.

Evaluation Method Cumulative analysis Contract award shall be made to the incumbent whose offer has been evaluated and determined as:
Technical Criteria weight: 70% Financial Criteria weight: 30% Only candidates obtaining a minimum of 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation. The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will be equal to 30. All other price proposals will be evaluated and assigned points, as per the formula below: 30 points (max points available for financial part) x (lowest of all evaluated offered prices among responsive offers) / (evaluated price). The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract. Maximum available technical score – 70 points Documents to be Included when Submitting the Proposals Applicants shall submit the following documents:
Financial Proposal The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e., whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e., upon delivery of the services specified in the TORs. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and a number of anticipated working days). Travel costs Travel is not envisaged for this assignment. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed. BSAFE course must be successfully completed before the commencement of travel. Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are required to comply with the UN security directives set forth under https://dss.un.org/dssweb/.
