1. BACKGROUND

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Cambodia Programme Office focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and civil society engagement in accountability for GEWE commitments.  The second area of focus is Ending Violence Against Women where CCO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections.  Thirdly, CCO works to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR).  A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme.

UN Women in Cambodia office has empowered LGBTIQ persons/communities, especially LBT Women through feminist principles to strengthen networking and advocacy for policy and institutional transformation. Over years, UNWOMEN has contributed to promoting LGBTIQ right and increasing engagement of LGBTIQ communities/activists with social media campaign (LoveIsDiversity-LID), dialogues/platforms both at national and sub-national level to discuss top three priorities (legal recognition of gender identity, discrimination and employment, and social and family exclusion). 

Building on our lessons learnt, UNWOMEN in Cambodia continues to support the LGBTIQ community to engage with policy dialogues, activism campaigns such as Pride Week and 16 Days of Activism and to capacitate LBT Women to apply feminist transformative leadership to enlarge networks, including for the purpose of advocacy.   Therefore, the programme is looking for a national LGBTIQ Right and women’s leadership Facilitator to work with programme staff to establish a space for dialogue between government and LGBTIQ and women activists/organisations to utilize social media safety to advocate for LGBTIQ rights and gender equality.

2. DUTIES AND RESPONSIBILITIES

The purpose of the assignment is to expand space for LGBTIQ persons, especially LBT Women, to dialogue with policy makers and gender advocates to address the top three priorities that they have identified (legal recognition of gender identity, discrimination and employment, and social and family exclusion) and to capacitate LBT and women activists to apply feminist transformative leadership to address negative social norms affected young women and LBT women. A LGBTIQ Rights and women’s leadership facilitator will work closely with UNWOMEN’s Programme Team and under the supervision and guidance of the National Country Coordinator to perform specific tasks below:

                                                                                                                                          

Provision of technical inputs: (1). to facilitate and mobilise LGBTIQ persons, particularly LBT Women, to engage with national policy dialogues, including CEDAW COB implementation and Human Rights Framework through collaboration with CSO and other UN Agencies; (2) to coordinate and strengthen the LGBTIQ movement, including LBT Women Networks, to echo their voice to public audiences and policy makers.

 

  • Mobilize LGBTIQ participation and engage with national policy dialogues, including consultation for formulating CEDAW national periodic report;
  • Create social media/digital/creative art campaigns to advocate for LGBTIQ persons’ rights during special occasion such as IDAHOT, 16 Days activism, and human right day;
  • Expand and strengthen LBT Women Network to voice their story and concern by creating a friendly and safe space for regular peer-to-peer support and capacity development for transformative leadership;
  • Continue to enhance contents and media products for LoveIsDiversity social media movement that based on community story of LGBTIQ as well as the key advocacy messages such as gender identification, equal marriage, non-discrimination against LGBTQ persons/communities, especially LBT Women;
  • Lead in conducting key event and Campaign to raise awareness on LGBTIQ movement and human rights via using LoveIsDiversity social media platform and in person forums where it is appropriate/relevant.

4. SUPERVISION

 

The consultant will work in close collaboration with the UNWOMEN personnel in Cambodia under the direct supervision of the country programme coordinator. A workstation will be provided to the consultant to ensure effective consultation and support. The Consultant will bring his/her own personal computer to conduct this assignment.

 

5. CONTRACT PERIOD

 

The assignment is part-time from 12 June 2023 to 31 July 2024.

 

6. DUTY STATION

 

Phnom Penh, Cambodia. The consultant may be required to travel outside of Phnom Penh as needed for the purpose of the assignment where required by UN Women-Cambodia. The standard UN Daily Subsistence Allowance (DSA) will apply to any travel outside duty station that may be required in the fulfillment of this assignment.

7. REQUIRED SKILLS AND EXPERIENCE

Education and certification:

  • Master’s degree in development studies, law, international relations, human rights, and other relevant disciplines. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 4 years professional experience in designing and implementing community mobilization, campaign and advocacy for promoting gender equality and human rights.

 

Language Requirements:

  • Fluency in English is required.

 

8. EVALUATION

 

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  •  Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

 

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payment

 

Payments for this consultancy will be based on the achievement of deliverable and certification that each has been satisfactorily completed. Payment will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes on satisfactory completion of task.
