Antecedentes

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Indonesia is currently managing four major programmes/portfolio, namely, Women’s Economic Empowerment (WEE), Elimination of Violence Against Women (EVAW), Governance and Women, Peace and Security (WPS), Humanitarian and Disaster Risk Reduction. UN Women Indonesia Country Office (CO) also hosts the ASEAN liaison office, which extends support to ASEAN and its Member States in advancing Women Peace and Security (WPS) agenda in line with global normative frameworks.

As the specialized UN Agency on gender equality and the empowerment of women, UN Women in Indonesia work with other UN Agencies to ensure that commitments on gender equality and gender mainstreaming are translated into UN works and programmes to achieve Sustainable Development Goals across the country. UN Women programmes in Indonesia are guided by the Strategic Note 2021-2025, that is aligned with UN Sustainable Development Cooperation Framework (UNSDCF) 2021-2025, signed between the Minister of National Planning and UN system in the country. At the global level, UN Women Indonesia programmes in Indonesia are aligned with the UN Women Strategic Plan 2022-2025.

Against this backdrop, UN Women Indonesia seeks to hire a Consultant to develop a monitoring and evaluation for Country Office through the development of monitoring tools and by strengthening the capacities of UN Women Indonesia staff on results-based management (RBM) and gender responsive monitoring and reporting.

 

Objectives of the assignment

With the purpose of implementing an effective Country Level monitoring and reporting, the Consultant is expected to facilitate the development of a monitoring and reporting system, as well as strengthen the capacity of UN Women Indonesia Country Office staff in monitoring and reporting.

The objective of this M&E system is to ensure the accountability and transparency through monitoring and reporting system for tracking the implementation of Country Level programmes and its alignment with the Strategic Note 2021-2025. In developing the M&E system, the consultant is expected to review and analyze the existing UN Women monitoring and reporting system and tools. The Consultant is also expected to develop a framework for the routine data collection and analysis of information at the project level to track progress against the plans and check compliance with established standards. In addition, to ensure the capacity of staff in utilizing the developed monitoring and reporting tool, the Consultant is expected to provide monitoring and reporting training for staff, which extends the principles of results-based and gender responsive.

The main objectives of the assignment are to:

  1. Develop a Result Based M&E and reporting tool for the Country Office, which can be used to integrate all projects indicators; the monitoring system should also be aligned with UNSDCF 2021-2025, UN Women Strategic Note 2021-2025, and UN Women Strategic Plan 2022-2025.
  2. Provide capacity building on results-based management and gender-responsive monitoring and reporting for UN Women Indonesia staff.

Scope of work and tasks

Under the overall guidance of the Head of Programmes and management and supervision from the Monitoring and Reporting Analyst and in close consultation with project managers, the Consultant will undertake the following tasks:

Task 1: Conduct a desk review and submit an inception report including methodology, tools and work plan

  • Conduct a desk review of existing and relevant documents.
  • Conduct preliminary consultation with the Monitoring and Reporting Analyst and the Head of Programmes.
  • Develop and submit a consultancy inception report and should include a consultancy workplan.

Task 2. In collaboration Monitoring and Reporting Analyst, develop a monitoring and reporting tool that should be aligned with all project level indicators, UNSDCF 2021-2025, UN Women Strategic Note 2021-2025, and UN Women Strategic Plan 2022-2025

  • Develop data collection tools.
  • Develop monitoring and reporting tools.

Task 3:  Conduct capacity building for UN Women Indonesia staff results-based and gender-responsive monitoring and reporting

  • Develop training materials/curriculum on results-based and gender-responsive monitoring and reporting.
  • Facilitate capacity building/training for UN Women Indonesia staff on results-based and gender-responsive monitoring and reporting.
  • Mentor project managers to familiarize with the newly-developed monitoring and reporting tool.

Task 4: Prepare and submit a final report of the capacity building activity on results-based and gender-responsive monitoring and reporting for UN Women Indonesia staff. The report should include results achieved (changes in knowledge and capacity), recommendations, and annexes such as means of verification, attendance lists, and pre- and post-test, etc.)

 

Duration of the assignment

The duration of the assignment will be from 16 October until 30 November 2023.

All the deliverables, including annexes, notes and reports should be submitted in writing in English.

Upon receipt of the deliverables and prior to the payment of the first instalment, the deliverables and related reports and documents will be reviewed and approved by UN Women. The period of review is one week after receipt.

 

Inputs

  • UN Women Indonesia will provide the Consultant with background materials relevant to the assignment.
  • The Consultant is expected to work using his/ her laptop.

Competencias

Scope of bid price and schedule of payments

The contract price is a fixed deliverable-based price regardless of the extension of the contract duration. Payment will be made once deliverables detailed in section II are submitted and approved by UN Women.

The lump sum costs should include a consultancy fee, administration costs, communication costs, and expenses related to the consultancy. All prices/rates quoted must be exclusive of all taxes. The lump sum costs must be accompanied by a detailed breakdown of costs calculation using the template in Annex 1.

 

Performance evaluation:

Consultant’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Required experience and qualifications

The Consultant should fulfil the following requirements:

1. Education

Master’s degree in Political or Social Science, Monitoring and Evaluation, Gender and development studies, international affairs is required. A certificate in monitoring, evaluation and reporting would be an advantage.

2. Experience:

  • At least 5 years of relevant experience in monitoring, evaluation, reporting and research, preferably in the area of international development, at the national or international level;
  • Proven experience in conducting developing guidelines and tools on monitoring, evaluation, and reporting;
  • Proven expertise and knowledge on Results-Based Management, with experience in facilitating training sessions on Results-Based Management (RBM);
  • Relevant experience as project/programme manager is an asset; and
  • Illustrated experience and knowledge on gender equality and women’s empowerment in development project is an advantage.

3. Language and other skills:

  • Fluency in English, with the ability to produce well-written reports
  • Excellent facilitation skills
  • Good mastery of information technology is required to ensure well organized and systematized presentations, including statistical and graphical descriptions

Evaluation

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

 

Technical qualification evaluation criteria:

Only the candidates who meet the minimum requirements will be longlisted, and additional documentation may be requested. Candidates with a minimum of 70% of total points will be considered technically qualified candidates and will be shortlisted further. Candidates are encouraged to send writing samples and professional certification on the above required experience and skills. 

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allotted for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technically qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
