UN Women Philippines office is implementing its Country Programme Strategy 2024 – 2025 derived from the newly signed United Nations Philippines Sustainabile Development Cooperation Framework 2024 - 2028. The vision is to achieve gender equality and the empowerment of all women and girls and the full enjoyment of their human rights in the Philippines, aligned to the aspirations of the Philippine Development Plan and the UNSDCF. To aPPOmplish this, we work with our partners across the Philippines to implement targeted programmes that support women, peace and security, women’s economic empowerment, women’s leadership and participation, ending violance against women, humanitarian/DRR and climate change issues.

Philippines remains to be the highest at risk countries to disasters and climate change in the world. With socio - economic factors often determining vulnerability with women and girls, they are disproportionally affected by disasters and climate change impacts due to gender inequality. Women often experience higher mortality from disasters than men, but they also face secondary impacts such as human trafficking and heightened risk of sexual and gender based violence when displaced or have lost the care of their partners and parents. Their high dependence on agriculture, compounded by the high sensitivity of the sector to climate change, particularly make Filipino women highly vulnerable to the impacts of climate change. Furthermore, women, due to their gender roles, are responsible for food security and food production. The impacts of climate change on agriculture, water resources, health and other sectors, therefore, puts an enormous burden on women. Their  lack of access and control over resources such as land, information, finances, also means that they face higher constraints in adapting to climate change. Closing the gender gap through climate informed investments and opportunities that remove these barriers  provides pathways  for women’s empowerment, economic development and societal resilience.

Building on UN Women Philippines’ experience in providing technical support on women’s economic empowerment, gender mainstreaming, support in generating of gender statistics,  as well as gender responsive budgeting, there is demand for expanding knowledge and skills on gender and climate change.

With a regional programme to be implemented in the Philippines focused on increasing  action on gender responsive climate change adaptation and mitigation, ensuring women’s representation as key environmental actors in climate and DRR decision-making and promoting as well as securing climate-resilient livelihoods. The Philippine Programme Office will require a Programmes and Communications Assistant to support effective delivery and visibility of the project.

Under the guidance and supervision of the Operations Associate and working closely with operation team members, the Programme and Communications Assistant works with and provides support to the members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations. The Programme Assistant provides programme, administrative, and logistical assistance to the team for the smooth programme implementation.


Deberes y responsabilidades

1. Provide support to management of ongoing programs focusing on achievement of the following results:

  • Support programme team in coordinating with IPs especially on reporting and support Logistics etc.
  • Assist in minutes taking for program/operation meetings
  • Provide operational inputs for the programme annual report.

2. Ensures effective Finance, procurement, administrative and logistical services, focusing on achievement of the following results:

  • Maintenance of records/ documents/ files relating to the programmes/operations in a user-friendly manner and using Quantum
  • Responsible for assigned correspondence and other admin tasks including creating E-requisitions;
  • Assist in checking supporting documents for payments and financial reports;
  • Check FACE forms delivered by implementing partners for completion before submitting to the Finance Assistant for verification;
  • Coordinate the receipt of goods and services;
  • Follow up partners with advance to be liquidated on time
  • Prepare of routine correspondence, faxes, memorandum and reports to partners;
  • Extracting, inputting, copying and filing data from various sources as required;
  • Maintain a proper filing system for financial records;
  • Assist in the preparation of budget, provision of information for audit.
  • Assisting in organizing, executing and coordinating logistical requirements by drawing up an event time-line, programme schedule and checklist fir successful holding of events.

3. Ensures effective administrative and logistical support, focusing on achievement of the following results:

  • Receiving different Memo’s from units and forward to relevant focal person
  • Administrative support to conferences, workshops, retreats;
  • Ensure all requests are in line with checklist and advise requester accordingly
  • Collection of information for DSA, travel agencies and other administrative surveys, support to organization of common services;
  • Alternate focal person for arrangement of vehicle transportation, regular vehicle maintenance and insurance;
  • Custodian for management of office stationery supplies including maintenance of stock list of stationery, distribution of stationery as required by staff and keeping a log of distribution;
  • Maintenance of the filing system ensuring safekeeping of confidential materials;
  • Follow up on deadlines, follow-up actions and coordination of collection and submission of the reports to head of unit;

4. Provides support to office maintenance and assets management, focusing on achievement of the following results:

  • Act as a backup to the Asset Focal point in the maintenance of records on assets management;
  • Maintenance of files and records relevant to office maintenance;

5. Support communications, visibility and programme results distribution through knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:

  • Participation in programme and project review and stakeholder engagement
  • Documentation and generation of impactful stories and cases studies
  • Generation of marketing and communication materials to broaden project engagement and vibility
  • Participation in the training and knowledge exchanges;
  • Sound contributions to knowledge networks and communities of practice.

6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
