Antecedentes
UN Women, the UN Entity for Gender Equality and the Empowerment of Women (UN Women) has been created to accelerate up the process of meeting the needs of women and girls across the world. Since 2014, UN Women Tajikistan, in partnership with the Committee on Emergency Situations and Civil Defense under the Government of Tajikistan (CoES) and UN agencies and partners, has been actively involved in humanitarian work, in particular, disaster risk reduction (DRR) and management.
In previous years, UN Women has supported CoES in gender mainstreaming of its Action Plan on implementation of the Mid-term State Program for the Protection of the Population and Territories from Emergency Situations for 2023–2028. It continued rendering technical support to CoES and stakeholders on the introduction of gender sensitive approaches, taking into account the engagement of women and girls in the work to improve the effectiveness of humanitarian activities and recovery; reducing vulnerability and managing risks to protect women and girls; meeting their needs and protecting their rights in relation to various vulnerabilities and real opportunities. UN Women pays a close attention to the engagement of the underserved groups of population, including people with disabilities and the seniors. It integrates inclusive development considerations into the planning and implementation of activities, including their presence in the decision-making structures.
Currently CoES and development partners jointly implement the Early Warning for All (EW4All) Initiative in Tajikistan, and the Medium-term State Programme for the Protection of Population and Territories from Emergency Situations for 2023–2028.
UN Women intends to provide technical support in the implementation of gender-sensitive activities of the Action Plan for 2023–2025 of the Mid-term State Program for the Protection of Population and Territories from Emergency Situations for 2023–2028, including training of trainers from among community leaders at the local level based on the peer-to-peer principle for individual and group work with women, the elderly, and people with disabilities.
In this regard, UN Women intends to hire 2 (two) Local Gender Trainers to support capacity building of stakeholders for reducing vulnerability and increasing the capacity of the community leaders (including CSOs, organizations of people with disabilities, heads of relevant departments), taking into account gender issues and vulnerable groups.
Objective of the consultancy:
- At least 50 leaders of the target local communities of the 2 regions (Kulyab/Khatlon; Khujand/Sogd) demonstrate improved knowledge on how to conduct individual work with women, vulnerable groups, and people with disabilities on reducing vulnerability to disasters and increasing the capacity of local communities.
Deberes y responsabilidades
The Local Gender Trainers, in close cooperation with UN Women’s Gender and DRR Consultant and in consultation with UN women, will:
- Take the instructional session (ToT) in Dushanbe based on the existing module and handouts “Reducing vulnerability to disasters and increasing the capacity of local communities, taking into account gender issues and vulnerable groups”, to be conducted by Gender and DRR Consultant.
- Identify, in cooperation with Gender and DRR Consultant and CoES, 50 participants of the two training sessions in 2 provinces (Kulyab/Khatlon; Khujand/Sogd) – community leaders, activists, relevant CSOs and departments of CoES, CoWFA (to be confirmed).
- Jointly conduct two 2-day training sessions for community leaders in Khujand/Sogd and Kulyab/Khatlon regions of Tajikistan (by 25 participants each) with support of Gender and DRR Consultant.
Please, note: UN Women will cover trainings arrangements, i.e., logistics, (hall rent, meal and handouts), travel costs and accommodation for participants as per local market prices.

Functional Competencies:

Habilidades y experiencia requeridas
Language: Fluent in written and spoken Tajik language; knowledge of Russian language is desired.
Education: University (diploma) degree in social sciences, ecology, public policy/administration, economy, or development studies relevant to this ToR.
Knowledge and professional experience:
- 3 years of experience on mainstreaming gender through DRR and/or Climate Change programming;
- 2 years of experience in capacity building/ training of state and non-state partners on gender and inclusion, including Leave No One Behind principle;
- 2 years of experience in drafting learning materials and/or in adjusting them for different categories of audience, including grass-root level.
