Antecedentes

Background:
The radioactive fallout from the Chernobyl nuclear disaster has affected human security in three key ways. Firstly, it has created significantly destabilized income security by disrupting agricultural production. Secondly, it has created health risks – mostly relating to the consumption of radioactively contaminated foods. Thirdly, many people still lack the necessary knowledge, skills and attitude to live safely in conditions of low-dose radiation exposure.
The project covers five administrative districts of twenty one affected by radioactive contamination: Slavgorod, Chechersk, Bragin, Stolin and Luninets. These target districts are broadly representative of the Chernobyl-affected areas of Belarus. They have a total population of over 220,000 - mostly rural and relying on agricultural employment and smallholdings for their livelihood.
Objectives:
The overall goal of the project is to enhance human security in the Chernobyl affected communities of the Slavgorod, Chechersk, Bragin, Stolin and Luninets Districts. Residents will be given the means to improve income security, minimize radiation exposure and practice healthy lifestyles. The project focuses on specific communities to develop and test new approaches; these can later be extended to cover other Chernobyl-affected areas in Belarus.

Deberes y responsabilidades

In close coordination with and supervision of the Project Manager, Administrative and Finance Assistant is responsible for liaison with UNDP, donors, as well as project reporting, financial and administrative matters.

  • Prepare project progress reports, as well as any other reports requested by UNDP and the National Implementing Partner;
  • Provide financial monitoring over project commitments and expenditures, assist in assuring proper project delivery;
  • Prepare payment documents, compose financial reports, maintain project’s disbursement log;
  • Draft project budget revisions;
  • Organize and coordinate the procurement of services and goods under the project;
  • Liaise with UNDP, international project partners, donors to provide timely updates on project development and ensure donors’ co-financing contributions are provided within the agreed terms;
  • Provide general administrative support to ensure the smooth running of the project;
  • Assist the Project Manager and local consultants in conducting different activities within the project (training, seminars, procurement of tickets, rent of premises, arrangements on study tour, etc.);
  • Keep files with project documents, expert reports;
  • Control the usage of non expendable equipment (record keeping, drawing up regular inventories);
  • Draft correspondence and documents; finalize correspondence of administrative nature; edit reports and other documents for correctness of form and content;
  • Taking part in preparation of mid-year and final project report according to the established procedure for evaluation of international technical assistance projects as approved by  of Ministers of Belarus as well as progress reports requested by the UNDP;
  • Provide interpretation and/or translation as requested;
  • Arrange meetings, both internal and external, and take minutes/notes;
  • Respond to queries relating to the area of responsibility;
  • Undertake any other duties in connection with project activities to ensure effective implementation of the project, which are within his/ her competence as Project Administrative and Finance Assistant.

Habilidades y experiencia requeridas

  • University degree in economics, management, or related area
  • At least 2 years experience of administrative and financial work related to international/foreign cooperation
  • Work experience with international technical assistance projects and/or other international initiatives would be a strong asset
  • Knowledge of UNDP rules and regulations is an asset
  • Fluency in English and Russian
