Antecedentes

The joint UNDP/EC Action “Support to Environment and Sustainable Development in Belarus” launched 6 November 2009. The overall objective of the action is to promote environmental protection and sustainable development at central and local levels by supporting (i) institutional capacity (ii) active involvement of communities in local decision-making and (iii) public awareness raising initiatives.
 
The first component of the action, UNDP/EC Project #00062795 “Sustainable Development at Local Level”, is aimed at developing capacity for preparation and implementation of Local Agenda 21 (LA21) in the regions of the Republic of Belarus. The project activities include arrangement of informational and educational seminars, research, elaboration of printed materials, exchange of expertise with neighboring countries, support to the development of LA21 and Greenways and dissemination of this experience throughout Belarus, provision of legislative support to state institutions in the area of local sustainable development. The Ministry of Natural Resources and Environmental Protection of the Republic of Belarus (Ministry of Environment) is a National Project Implementing Agency.
The Monitoring and Evaluation Assistant should provide thematic, organizational, operational and procedural support to implementation of selected initiatives on sustainable development at local level in Belarus as well as establishing and operation of Informational Centers on sustainable development and eco-tourism.

Deberes y responsabilidades

The incumbent will be based in Minsk. He/She will work under direct supervision of the Task Coordinator (LA21-Greenways) in close cooperation with Thematic Consultants on Local Agenda 21 and Greenways, and overall guidance of UNDP and the Ministry of Environment.
The selected Monitoring and Evaluation Assistant shall:
  • Provide detailed evaluation of the applications for mini-grants, including both thematic, financial and operational issues;
  • Develop a detailed plan for monitoring, evaluation and control of implementation of mini-grants initiatives within the project activities and submit it to the Task Coordinator (LA21-Greenways) for approval by UNDP and the Ministry of Environment;
  • Develop in cooperation with the Thematic Consultant on Local Agenda 21 and Thematic Consultant on Greenways and submit to the Task Coordinator (LA21-Greenways) a set of indicators for monitoring of mini-grants implementation in the pilot areas;
  • Provide consultations to local stakeholders regarding mini-grants implementation, monitoring and reporting;
  • Monitor duly submission of required narrative and financial reports by local stakeholders on implementation of mini-grants initiatives in line with the approved indicators;
  • Provide regular information update on implementation of mini-grants initiatives to the Task Coordinator (LA21-Greenways) and PR Coordinator for the project web site and mass media;
  • Prepare and deliver presentations, related to practical issues of implementation of mini-grants initiatives, during awareness-raising seminars and trainings;
  • Provide documented consultations to local stakeholders regarding implementation of mini-grants initiatives and their integration into Local Agenda 21 within work of the Mobile Expert Group;
  • Ensure general monitoring and evaluation of mini-grants implementation process;
  • Submit regular monitoring and evaluation reports in Russian and, if necessary, in English, on mini-grants implementation process to the Task Coordinator (LA21-Greenways) for notification of UNDP, Ministry of Environment and EU Delegation;
  • Advise the project team on potential participants for the project training activities (seminars, workshops, study tours) and assist the Task Coordinator (LA21-Greenways) in preparation of invitations for these activities;
  • Participate in selection of pilot regions for Informational Centers on sustainable development and eco-tourism establishing (Info Centers) and provide written recommendations;
  • Assist the Task Coordinator (LA21-Greenways) in development of detailed Terms of Reference for volunteers of Info Centers;
  • Ensure periodical monitoring and reporting of the Info Centers work, provide written evaluation and recommendations;
  • Provide documented consultations to the Info Centers regarding efficient implementation of their activities and work of volunteers;
  • Assist the project team in organization of the kick-off meeting, final partnership conference and final project workshop;
  • Provide the Task Coordinator (LA21-Greenways) with relevant written information in Russian and, if necessary, in English, on mini-grants implementation, Info Centers work and Mobile Expert Group monitoring for project reports to UNDP, EU Office and the Ministry of Economy;
  • Assist the project team in regular contacts with local communities regarding mini-grants implementation;
  • Support the Task Coordinator (LA21-Greenways), thematic consultants and the project team in preparation and implementation of PR Actions;
  • Identify and share the best practices of mini-grants implementation at local level;
  • Undertake any other actions related to the project implementation as requested by the Task Coordinator (LA21-Greenways).

Habilidades y experiencia requeridas

Minimum Requirements, Qualifications, and Experience:
Qualifications:
  • University degree, preferably in the field of Economics, Law, Sustainable Development or related field;
Experience:
  • At least, 3 years of work experience in economics, jurisprudence, social sciences;
  • Experience in working with the civil society and with participatory approaches;
  • Excellent analytical, planning and reporting skills, outstanding communications skills;
  • Familiarity with the concepts and principles of sustainable development and capacity building;
  • Computer literacy;
  • Experience in international technical assistance projects and cooperation with international organizations, preferable within UN, and state institutions in Belarus would be a strong asset.
Language requirements:
  • Fluent spoken and written Russian;
  • Good spoken and written English.
