Antecedentes
Under the guidance and supervision of the Deputy Country Director (Operations), the Finance Analyst ensures effective execution of financial services and processes, transparent utilization of financial resources and supervision of the Budget and Finance Unit (BFU). The Finance Analyst promotes a client-oriented approach consistent with UNDP rules and regulations.The Finance Analyst supervises and leads the staff in BFU. He/she works in close collaboration with the operations, programme and projects, other UN Agencies, UNDP/UNHQs staff and Government officials ensuring successful Country Office (CO) performance in Budget and Finance.

- Implementation of operational strategies
- Management of Multi-Donor Trust Fund (MDTF) and projects’ budgets and organization of the cost-recovery system
- Control of CO accounts
- Control of CO cash management
- Delivery of CO’ responsibilities for supporting UN system
- Facilitation of knowledge building and knowledge sharing
b. CO Budget and Finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance, control in the workflows in BFU in consultation with the direct supervisor and office management.
c. Continuous analysis and monitoring of the financial situation, presentation of forecasts for management projects and funds administered by UNDP.
d. Elaboration of the framework and conditions of contributions within the CO resources mobilization efforts.
e. Elaboration and implementation of cost savings and reduction strategies.
f. Routine monitoring of financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Informs supervisors and other UNDP/UN Headquarters staff of the results of investigation when satisfactory answers are not obtained.
b. Available backup system for preparation and monitoring of budgets.
c. Establishment of the management and MDTF project budgets preparation, modification, monitoring system; control budgetary status versus ASL and budgets delivery levels.
d. Sending project budget to KK (as authorized by Senior Management).
e. Elaboration of proper mechanisms to eliminate deficiencies in budget management.
f. Establishment of the tracking system for donor contributions for AIJP, OPF and other resources relating to One UN Initiatives.
g. Preparation of cost-recovery bills in Atlas for reimbursement of payments and services provided by UNDP including monitoring of income and expenditures.
b. Approving Manager Level 2 in Atlas if authorized by Senior Management.
c. Control of accounts closure
d. Timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Timely response to HQ, MDTFO requests to resolve financial data issues.
e. Control of Accounts Receivables for UNDP and MDTF (CO level) projects and follow up with partners’ contributions, maintenance of the General ledger.
b. UNDP participation in One Plan Fund Mobilization and allocation committee meeting as required
c. Presentation of researched information to various stakeholders for planning, allocation and reporting of status of funds for One Plan Fund Initiative and AIJP.
b. Monitoring of financial exception reports for unusual activities, transactions and investigation of anomalies or unusual transactions. Provision of information to supervisors and other UNDP staff at HQ on the results of the investigation when satisfactory answers are not obtained.
c. Daily review of zero-balance account bank statements in Atlas to monitor imprest level; identification and record of contributions.
d. Primary contact with local bank management on routine operational matters including negotiation of exchange rate on replenishments.
e. Transaction and stop payment approval on internet banking systems
f. Approval and submission of monthly UN exchange rate reports to Treasury
g. Timely and accurate approval of bank reconciliation, including documented review of exceptions.
h. Initiation of bank transfers and deals, selecting bank transfers and deals for approval and settlement.
i. Performing Paycycle manager role in Atlas
j. Timely preparation of monthly cashflow forecast for use by senior management. Liaison with UN Agencies to obtain estimate of their cash requirements.
b. Synthesis of lessons learnt and best practices in Finance.
c. Sound contributions to knowledge networks and communities of practice.

Habilidades y experiencia requeridas
Education:
- Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field.
Experience:
- Minimum 2 years of relevant experience at the national or international level in providing management advisory services and/or managing staff and operational systems.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language Requirements:
- Fluency in English and Vietnamese
