- Design a rigorous review methodology in line with the Terms of reference for the review, in particular ensuring inclusiveness, with the participation of DGD key stakeholders and DGD donors, and comprehensiveness. For this purpose, prepare a work plan, organise a division of labour commensurate with the skills profiles of the individual team members, prepare a preliminary findings report for initial validation, deliver a high quality substantial review report.
- Assess the overall project performance in terms of relevance, effectiveness, efficiency, and sustainability of the support provided to recipient institutions and organizations. This substantive review of DGD will be based on the conduct and outcome of the 2011 general elections, achievements made by the project from its inception to the end of the phase 1 work plan, effectiveness of the management and implementation systems.
- Suggest measures to address actual and potential shortcomings, identify new risks and associated risk mitigation strategies.
- Propose recommendations to refocus programme activities, outputs and expected outcomes in the light of evolving political and institutional conditions, especially considering the outcome of the 2011 general elections. The review report should be comprehensive enough to consider the options for substantially reconfiguring DGD, and how an enlarged financial envelope might be used if additional ODA becomes available for the period 2012-2015.

- Extensive knowledge in the field of democratic governance, well-informed on both electoral and broader democratic governance issues such as legislative development, the role and potential of mass and community media, civil society in emerging democratic societies, and the participation and role of women in politics.
- Ability to lead a team with a view to achieving high-quality results within a given timeframe.
- The selected consultant is expected to be independent and should have no prior involvement in the DGD programme.
Habilidades y experiencia requeridas
Education:
- Master’s Degree or equivalent in Development, Public Administration, Political Science, Social Science, Law or a related field.
Experience:
- Minimum of 10 years work experience with at least 4/5 years experience conducting international development evaluations and reviews.
- Broad knowledge of technical assistance to elections and democratic governance, with at least 5 years experience of capacity development in electoral management bodies.
- Demonstrated strong understanding of international electoral standards and principles; good knowledge of electoral law preferred.
- Demonstrated strong knowledge of Monitoring and Evaluation methods for development projects; knowledge of UNDP’s results-based management orientation and practices.
- Demonstrable knowledge of key gender and governance issues in Nigeria and/or sub-Saharan Africa.
- Familiarity with project implementation in complex multi donor-funded arrangements.
- Prior experience from Sub-Saharan Africa preferred. Prior experience of working in Nigeria will be an added advantage.
Language:
- Fluency in written and spoken English.
