Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

Since 2002/3 interventions in the DRC have been focused on promoting gender equality; advocating against Violence Against Women and Girls; curbing HIV and AIDS; ensuring women's active participation in peace processes; supporting women's participation in governance. The necessity to advance gender equality and women's human rights in the DRC has been enhanced by the heightened incidences of sexual and gender based violence in conflict zones of the country, and the relatively low participation of women in politics and decision-making organs.

Deberes y responsabilidades

The incumbent will report directly to the Regional Programme Director (RPD) and work closely with the UN Country Team as well as with the Ministry of Gender and other national and international partners.

The specific tasks include:

Strengthen the UNWOMEN team in the DRC - including making recommendations on key actions needed to build both the human and technical/operational capacity of the team to deliver on the Country Strategy:
  • Assess the team's capacity assets and needs;
  • Formulate a Capacity Development Response;
  • Develop a Country Office work plan and individual work plans in line with the country strategy;
  • Kick start the Implementation of the capacity development response.
Ensure political representation and initiating strategic partnerships to ensure UNWOMEN is adequately represented in ongoing processes (election processes, UNCT developments frameworks, inter agencies programming processes; government policy dialogues etc...)
  • Represent UNWOMEN to the Government, UN agencies, Development partners, ensuring coordination, constructive working relations and attendance at relevant technical, sectoral and security coordination networks as necessary;
  • Forge viable partnerships with regional and national institutions and development partners;
  • Device a resource mobilization strategy for UNWOMEN's work in the DRC.
Technical and policy advice and leadership
  • Guide and lead the implementation of the Country Strategy;
  • Ensure high impact implementation and vibrant partnerships especially with local community leaders;
  • Ensure implementation of UNWOMEN's capacity development strategy for the UNCT.

Impact of Results:

The Country Programme Manager will have an impact on the success of the efforts to formulate and implement the UN Women Programme Strategy at the country level to promote and advance gender equality and women's empowerment issues.

Habilidades y experiencia requeridas

Education:
  • Master's degree (or equivalent) in a social sciences, economics, gender issues, or other development-related fields.
Experience:
  • Minimum 10 years of proven strategic planning, leadership, project management experience and people management experience;
  • Strong familiarity with UN inter-agency cooperation would be an asset.

Language Requirements:

  • Excellent command of French and fluency and good writing and verbal communication skills in English are essential; knowledge of another UN official language is an asset.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
