UNDP Belarus is seeking to further develop and expand its activities in the area of entrepreneurship and business development, especially in the area of eco-tourism. A number of projects are ongoing in this area, and more are planned to follow.
Objective of the assignment:
The objective of this assignment is to ensure effective development and start up of entrepreneurship and eco-tourism activities.
 
Since 2004 UNDP has been the Principal Recipient of GFATM financed grants. A special Grants Implementation Unit (GIU) was established to effectively manage grants processing. At the moment, GIU is implementing three GFATM grants on HIV and TB that are aimed to reduce the two diseases’ burden in Belarus.
 
Being a Principal Recipient, UNDP is responsible for the financial and programmatic management of the GFATM grant as well as for the overall monitoring of the programme and supervision of the procurement of health and non-health products. In all areas of implementation, it provides capacity development services to sub-recipients and implementing partners.

Objectives of the assignment:
 
The UNDP Head of Business Unit will be responsible for ensuring operational management of the GFATM grants at the level of efficiency expected by UNDP and the Global Fund to Fight AIDS, ?? and Malaria. The Head of Business Unit ensures execution of transparent and efficient procurement services and processes within the grants on HIV and tuberculosis. The Head of Business Unit promotes a client-focused, quality and results- oriented approach among the staff.
Head of Business Unit supervises a unit consisting of 10 or more staff working in procurement and financial management of the grants. Head of Business Unit reports directly to the Grants Manager and works in close collaboration with Senior Advisers on HIV and ?? and other staff. The initial assignment is for 12 months subject to further extension based on annual performance evaluation.
  • Full compliance of operations with UNDP/GFATM rules, regulations and policies, establishment of management targets and monitoring of achievement of results;
  • Supervision of operational staff of the GIU according to the approved organigram;
  • Constant monitoring and analysis of the operating environment, timely readjustment of the operations, advice on legal considerations and risk assessment.
  • Coordination and substantive contribution to the Annual Work Plans and Budgets, Procurement Plans for the grants and monitoring of their implementation along with the financial performance;
  • Daily supervision, guidance and quality assurance of all operational services provided by the GIU, such as procurement activities to ensure the efficient operation of the systems and the timely implementation of the approved procurement plans; and finance management to ensure timely and efficient expenditures against planned activities for all grants;
  • Management of supply chain cycle, including planning and monitoring of alignment of programmatic performance with timely procurement and supply of goods to avoid interruption of programmatic activities (SCM of pharmaceuticals, health products/consumables, educational activities);
  • Monitoring of cash balance along with Finance Manager and planning of future expenses;
  • Management of reports in Atlas within the scope of his/her authority;
  • Coordination and quality review of the timely preparation of the progress reports, Enhanced Financial Report, disbursement requests to GFATM and LFA in compliance with UNDP/GFATM requirements;
  • Presentation of the grants in the areas assigned by the Grants Manager and UNDP Programme Officer, preparation of presentations, inputs and information;
  • Oversight of recruitment processes in accordance with UNDP rules and regulations, appropriate use of different contractual modalities, contracts management, provision of regular feedback to staff;
  • Oversight of proper management of UNDP assets, facilities and logistical services;
  • Advising the Grants Manager and the UNDP of the programme implementation and delivery and suggesting modalities to achieve planned results;
  • Applying continuous improvement principle to the operations processes to ensure smooth financial and procurement delivery and development;
  • Knowledge building and sharing with regards to management and operations among the GIU staff, organization of staff trainings, synthesis of lessons learnt/best practices.

Competencias

Habilidades y experiencia requeridas

  • University degree in economics, public administration, business administration, law, international relations or other related field;
  • 3 years of relevant experience in administration or/project management,
  • Experience in team management;
  • Experience in financial analysis;
  • Experience in projects funded by international donors is desirable;
  • Fluent English and Russian.
