Antecedentes

Background Information on the Project:
United Nations Development Programme, in the framework of the Community Based Approach to Local Development Project (CBA) is recruiting professional with relevant experience and track record for above position for Community Development Officer.
 
CBA Project is financed by European Union and co-financed and implemented by UNDP. Its overall objective is to create an enabling environment for long-term self-sustaining social-economic and community development at local level by promoting local self-governance and community-based initiatives throughout Ukraine including 25 regions, 200 rayons, 900 village/city councils and 900 local communities. The project period is for 4 years. Key activity of the Project is to support local communities in carrying out community projects. Organizational Context:

CBA Project aims to build capacity of rural communities and local authorities for joint decision-making on local development agenda, implementation of community priorities and delivery of communal services. To this end, social mobilisation tool is used for changing the mindset of community members and local authorities to recognize the value of participatory governance and community based local development and adopt these principles at their own level. To materialize these principles into a set of support structures (local development forums or LDFs, regional coordination councils or RCCs, community resource centers or CRCs, and community organisations or COs) are developed as a platform to engage local authorities and citizens in dialogue on local development issues across Ukraine. The Project has regional implementation unit (community resource centre) established jointly by the Project and the regional authorities. A community development officer, placed at this unit/centre, implements vision of CBA Project in close coordination with oblast authorities, rayon authorities, local councils and target communities

Under the supervision of Community Development Specialist and overall supervision of project management team, the incumbent will scale up the application of the community based local development methodology.

Deberes y responsabilidades

Duties and Responsibilities
 
 1. Co-manage regional implementation unit (community resource centre) and coordinate with local and regional stakeholders for achieving objective of the Project.
 2. Work directly with communities of the region to promote community led development including preparation and prioritization of community development plans for local improvement.
 3. Work directly with community organisation (CO) members to facilitate the implementation of community projects and design of sustainable strategies for operation and maintenance of resulting services.
 4. Work to expand partnerships and cooperation between COs and levels of government of the region for the implementation of local community projects and to have local needs, priorities and initiatives integrated into higher level of development planning in the region.
 5. Work on conducting community based experimentation in the areas of alternative energy, energy efficiency, environment improvement and SME development in the Project area;
 6. Work with CO-members to initiate social and economic/environmental development strategies in community sites of the region.
 7. Work as a trainer and resource person in the trainings organized for the communities and other partners in the region.
 8. Support establishment/strengthening of rayon/regional level networks in the CBA project area.
 9. Prepare progress reports, and other reports as required by the organization.
10.Promote project through stories, articles and other PR activities, ensure implementation of EU visibility strategy;
11.Organize special events based on key UN days or UN/UNDP themes in particular region;
12.Assist with donor visits, provides services of a guide during donor visits and events

Sustainable socio-economic development promoted at local level through participatory governance and community-based initiatives.
 
Performance Indicators for evaluation of results:
(a) No. of community organisations developed/strengthened;
(b) No. of LDFs, RCCs and CRCs developed/strengthened;
(c) No. of community development plans mainstreamed;
(d) No. of persons trained;
(e) No. of micro-projects supported;
(f)  No. of media events and media coverage;
(g) timeliness and quality of reporting.

Habilidades y experiencia requeridas

Minimum qualifications and experience
·       University degree in social science, environmental science or equivalent
·       Three years working experience with communities for development activities;
·       Experience in working with government and non-government organizations
·       Fluency in Ukrainian/Russian language;
·       Knowledge of English is an asset
