783 million people lack access to safe drinking water and 2.5 billion people lack access to basic sanitation. Sub-national institutions, such as local authorities and water utility companies, play a key role in responding to this challenge. Their leadership, together with an active coalition of stakeholders facilitated by concrete cooperation mechanisms, is needed to achieve universal access in water and sanitation. Local governments in both developed and developing countries share a common interest to lead efficient, accessible and reliable water and sanitation services. They are close to the service users and are knowledgeable about local conditions and needs.

UNDP HUB for innovative partnerships founded in 2011 the Global Water Solidarity (GWS) International Platform with a mandate to advocate globally for the development, replication and scaling up of decentralized solidarity mechanisms (DSMs) at national, universal access to water and sanitation services. GWS is a global coalition of local, regional and national governments, public and private institutions and civil society organization.  The platform provides a series of advocacy services, including an “International Charter for the promotion of DSMs”, a “Global Water Solidarity Recognition” granted to DSMs, an on-demand technical network fro the identification and facilitation of technical cooperation opportunities, an online community of practice for the facilitation of technical exchanges and an active promotion of the role and contribution of DSMs to achieving universal access to water and sanitation services at major national and international fora. The GWS also seeks to enable local governments from developing countries to better fulfil their potential in water and sanitation services provision by facilitating access to complementary funding. The leverage effect of these funds provides a solid basis for local governments to local to have access to funds that are currently beyond their reach from various international financial institutions, such as Development Banks or through Public-Private Partnerships. The Secretariat of the GWS is hosted by the United Nations Development Programme.  Global Water Solidarity is a thematic platform of the ART Initiative.

Global Water Solidarity Secretariat is supervised by its Coordinator who is in charge of the Secretariat relations with wide range of its members, partners and donors.  The GWS Coordinator ensures high level leadership in advocacy, promotion of the platform, outlining of the strategic priorities and steering implementation of its programme.
