General Background and Organizational Context:
The United Nations Development Programme (UNDP) is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience, and resources to help people build a better life. On the ground in 176 countries and territories, UNDP works with national level partners to seek solutions to global and national development challenges.
 
UNDP Environment and Energy Group (EEG) is based in UNDP’s Bureau for Development Policy and is responsible for providing leadership and technical support toward delivery of the Environment and Sustainable Development pillar of UNDP’s Strategic Plan. Its main focus is to help countries develop capacity to manage and mainstream environment into national, local, global, and regional policy and practice in support of sustainable development. The principal areas of work are in policy development and support, market mechanisms, adaptation to climate change, and local governance of resources, including energy.
 
While many developing countries recognise these fundamental arguments, they often face significant institutional and technical capacity challenges in making informed investment choices. Launched in 2011, the Low Emission Capacity Building Programme is a collaborative initiative between the European Commission (EC), the Government of Germany (BMU), the Government of Australia, AusAid and the United Nations Development Programme (UNDP). The Programme’s overall objectives are to strengthen institutional and technical capacities in participating countries in order to:
  • Develop national GHG inventory systems
  • Identify and formulate Nationally Appropriate Mitigation Actions (NAMAs)
  • Prepare Low-Emission Development Strategies (LEDS)
  • Facilitate the design and adoption of mitigation action plans by select industries
  • Design systems for the measuring, reporting, and verification (MRV) of the proposed mitigation actions.

Deberes y responsabilidades

Purpose and scope of Assignment
  • Contribute on behalf of the LECB Programme to UNDP publications, presentations, newsletters, and other outreach products on climate change, as required;
  • Contribute to the web communication through the Programme website, as well as the Programme teamworks group and Programme UNDP page in terms of providing substantial information and Programme news;
 Tasks and outputs

 With guidance from senior project team members, the Climate Policy Specialist will:

  • Analyse ongoing work in countries in the thematic areas of National Communications, GHG inventories, NAMAs, LEDs, MRV, Mitigation action plans;
  • Contribute to an umbrella article on the characteristics of UNDP’s methodologies in the area of financial assessments relating to climate change, namely the Climate Public Expenditure and Institutional Review (CPEIR) and the Investment and Financial Flows (I&FF) methodology;
  • Analyse experiences and best practices from the LECB Programme and synthesize them for continuous distribution among participating countries;
  • Provide input to the development of the following global products: Guidance to countries on the preparation of lessons learned, Global Stakeholder Brochure, Thematic Brochures/Fact Sheets, National Fact Sheets/Case Studies, Global Lessons Learned Tri-fold, Powerpoint Presentation on General Information and Templates, Communication Toolkit, National Level Toolkits, Regional Workshops;
  • Provide input to the development of material to increase visibility of Programme activities on the national and global level, particularly on the national level;
  • Provide input to the development of a guideline for participating countries on including gender aspects in their national projects;
  • Review the NAMA guidebook, which is developed under the Programme;
  • Undertake reviews of project documents prepared by countries;
  • Support the project team with results monitoring, including substantive analysis of project indicators;
  • Establish and maintain a Roster of Experts for national project teams to consult
  • Provide research and technical support services, as required.

Habilidades y experiencia requeridas

Education:
  • Masters degree in environment, geography, economics, or a closely related field
Work experience:
  • At least 5 years of experience on climate change, preferably in a developing country environment.
  • Broad understanding of all thematic areas of climate change.
  • Good understanding and experience with UNDP rules and regulations, particularly as they relate to project development and implementation.
  • Good understanding of ongoing initiatives and projects of the Environment and Energy Group, as well as on green Low Emission Climate Resilient Development (LECRD) strategies
  • Good understanding of ongoing initiatives and projects of the Environment and Energy Group, as well as on green Low Emission Climate Resilient Development (LECRD) strategies
  • Good understanding of climate change groundwork in countries, particularly National Communications.
  • Experience with UNDP finance methodologies, such as CPEIR and I&FF.
  • Experience with the partner organizations of the programme, including the European Commission (EC), the Government of Germany (particularly BMU and BMZ), the Government of Australia, AusAID, is a distinct asset.
  • Experience in collecting and analyzing lessons learned from UN projects and programmes.
  • Proven experience to plan and conduct technical trainings to address climate change.
  • Proven working experience in diverse cultural working scenarios comprising different cultural and professional backgrounds.
  • Experience and understanding of UNFCCC international climate negotiations.
  • Experience in maintaining a Roster of Experts
  • Excellent writing, presentation and communication skills in English.
Languages:
  • Excellent knowledge of English is essential. A good working knowledge of other UN languages (especially French and Spanish) is a distinct asset.
Duration of Work:
  • The consultant will report to Ms. Allison Towle, Programme Analyst - LECB Programme
Duty Station:
  • The consultant will be home-based with travel as deemed necessary.
Scope of Price Proposal and Schedule of Payments:
  • Financial proposals must be all inclusive and must be expressed on the basis of a daily fee in USD;
  • Payments will be made based on the agreed upon daily rate and released upon submission of a certificate of payment request, indicating outputs achieved and days worked to be verified and cleared for payment by the supervisor
Criteria for Selection of Best Offer:

The selection will be based on a combined Scoring method – where the qualifications will be weighted 70% and combined with the price offer which will be weighted 30%. The 70% rating will be based on how well the applicant meets the minimum qualifications/competencies described above.
