Antecedentes

At the beginning of 2011, the Tunisian interim Government requested the United Nations to provide technical and financial support for the electoral process. In response, UNDP Tunisia, in coordination with DPA-EAD, set up the project “Support to the Electoral Process in Tunisia” (SEPT), which provides technical assistance to the national authorities responsible for managing the electoral process as well as support to civil society organizations for public outreach activities and support for the political participation of women. The project uses an electoral cycle approach designed to provide support to both first and second-generation elections.

From April 2011 onwards, the project supported the holding of the elections for the National Constituent Assembly (NCA), including through technical assistance to the election management body responsible for organizing them, the Instance Supérieure Indépendante pour les Elections (ISIE).

SEPT continues to make technical support available to the Tunisian institutions in charge of electoral processes, including to the NCA as it designs the new electoral architecture and to the electoral management body that being established to organize the next Tunisian elections. SEPT also continues to provide support to civil society and for the political participation of women.

The SEPT Project is directly executed (DEX) by UNDP-Tunisia, in consultation with its partners. It uses the basket fund modality whereby partners operationalize their contributions to the basket through third-party cost-sharing arrangements or trust fund agreements.

UNDP is hiring a Project Officer for the SEPT Project for a period of one year.

Deberes y responsabilidades

Under the guidance and the direct supervision of the Programme Specialist (Elections), the Project Officer supports the technical management and ensures smooth operating of the SEPT project and of the Election Basket Fund.

Functions:
Planning and monitoring
  • Participate to the  drafting of annual work plans, budgets, disbursement, procurement, recruitment and monitoring plans as well as necessary updates
  • Supports the monitoring of  the implementation of the plans
  • Ensures project plans and status are accurately reflected in ATLAS

Resource mobilization and Donor Relations:

  • In coordination with the Programme Specialist support the project donors’ relations
  • Provide secretariat services for the project’s Basket Fund Steering Committee
  • Contributes to product accurate and timely reporting to donors, on financial issues and, with the support of other project staff, on project activities
Operations Management:
  • Assists the Programme Specialist in managing the project’s finances, human resources, assets, procurement, logistics and administrative matters, ensuring effective use of resources and compliance with UNDP rules and procedures as well as with donor or fund requirements
  • Supports briefings and trainings for project management and staff on applicable rules, procedures, good practices and the use of standard formats and systems
  • Monitors leave and absences of project staff
  • Liaises with relevant UNDP Country Office departments and units, notably those responsible for Operations, project management, project support and quality assurance, to ensure adequate provision of services, flow of information and the project’s compliance with its obligations
  • Ensures the smooth functioning of project office, including through liaison with providers of services such as cleaning, information technology and security
Supervision:
  • Guides, supervises and manages the performance of staff assigned to him/her by the Programme Specialist

Knowledge Exchange and Information Management

  • Provides regular updates and reports on progress in areas or responsibility
  • Keeps himself/herself informed about project activities and the context in which the project operates
Other:
  • Performs any other tasks requested by the Programme Specialist (Elections), the Technical Advisor (Elections) or the Chief Technical Advisor
Key Results:

The performance of these functions will produce the following results:

  • The operational, administrative and finance support is provided in a timely mannerand of the quality required
  • The support team functions effectively
Information and knowledge regarding operational, administrative and finance issues is available as required
All of the key results are critical for the project to operate and to be able to implement its activities effectively and efficiently. In the absence of these results the project would neither comply with UNDP rules and regulations nor be able to meet its objectives.

Habilidades y experiencia requeridas

Education:
  • Master Degree in management, administration, economics, international relations, development or a related discipline
Experience:
  • Minimum of seven years of professional experience in project administration and support with at least two years involving management responsibilities, preferably with the United Nations or other international organizations and in the field of elections, humanitarian assistance, democratic governance or development;
  • Ability to communicate effectively, verbally and in writing with a wide range of people within UNDP, Governments, donors, and UN agencies;
  • Hard-working and ability to deliver on conflicting demands within tight deadlines;
  • Knowledge of UN/UNDP operations and programs; familiarity with UNDP program execution rules and regulations is an asset;
  • Excellent IT skills, including knowledge of Microsoft knowledge and ERP software. Knowledge of Atlas would be an advantage;
  • Able to handle confidential and sensitive issues in a responsible and mature manner.

Language Requirements: 

  • Fluent in Arabic, French and English and able to draft and edit program documents and proposals in both English and French and correspondence and briefings in all three languages.
