Antecedentes

UNDP and the GAP RDA (Southeast Anatolia Project Regional Development Administration) are jointly implementing the “Organic Agriculture Cluster Development in Southeast Anatolia Project” (The Project). The Project is funded fully by the Government of Turkey. The purpose of the Project is to increase the competitiveness of the organic agriculture sector in the Region (especially in Sanliurfa) through activating the regional organic agriculture cluster and improving the local business environment by establishing an innovation and information centre, establishing best practices (pilot and demonstrative actions), and building local capacities and by promoting the Region nationally and internationally.

In order to improve the competitiveness of the organic agriculture sector in the Region in a sustainable way, production and marketing capabilities should be developed. Presently, there is no institution in the Region which mainly provides business development services to organic producers and organic processors. In this sense, the cluster development roadmap foresees establishment of an Organic Agriculture Consultancy and Dissemination Center in the Region (aka OTADAM), which would provide business development services to the economic actors of the organic agriculture sector in the Region and (in cooperation with the line institutions) facilitate initiation of projects and studies which could improve the competitiveness of the sector in a holistic approach. In parallel there is also a need to develop marketing capabilitiesof GAP OAC through a systemic and complementary approach to other parallel activities within the scope of the Project.

In this sense, UNDP will initially procure “Consultancy services for scoping of the activities on Marketing Management for GAP Organic Agriculture Cluster.” (the Assignment).

Deberes y responsabilidades

The objective of the Assignment is to analyze the current status of OAC in terms of marketing management and marketing capabilities and propose a detailed activity plan to support development of the marketing management capabilities of the Cluster. The specific objective is the scoping of the activities on marketing with a view to improve current capacities and to contribute establishment of sustainable and replicable mechanisms/tools for the Cluster in the long run.

In doing so, the Assignment targets to benefit from previously completed studies, current state of the affairs, expected trends in the global organic markets, vision adopted by the cluster members, feedback from the cluster members and Project Management Unit etc.

The scope of the work indicatively includes provision of consultancy services for (i) assessment and analysis of the current needs on marketing capabilities of the OAC and (ii) development of a scoping document for marketing/branding and promotion activities for GAP OAC.

DELIVERABLES

The deliverambles of the Assignment are as follows;

  • Fact Finding Report (Please see section 4.1/Estimated Date of Submission: Late June 2013)
  • Scoping document on Marketing activities for GAP OAC (Please see section 4.2/Estimated Date of Submission: Late July 2013)
  • Complementary Reports (Please see section 4.3/Estimated Date of Submission: to be determined)

All reports should be submitted in English or Turkish. In case of a need, translation costs will be borne by UNDP. All relevant documentation about the Assignment should be submitted to the UNDP.

The IC will report to the Programme Specialist and Coordinator at UNDP or to a member of UNDP Project Team to be identified and formally communicated to the ICs by the Programme Specialist and Coordinator. The ICs will work closely with the Project Management Units at the GAP RDA and the UNDP.

TIMING AND DURATION

The Assignment is expected to be launched in the second fortnight of June 2013 and be completed by early September 2013. The contract will be issued until 31 December 2013 with a view to mitigate unforeseen delays in development of deliverables which might mainly originate from the unavailability of the stakeholders involvement of whom is critical for the Assignment. In any case, the estimated time frame for the submission of deliverables detailed in Section 6 shall be taken into consideration.

PLACE OF WORK

Place of work for the assignment is Ankara and the provinces of the Southeast Anatolia Region.

ESTIMATED INPUTS BY THE INDIVIDUAL CONSULTANT

In order to complete required activities as defined in section 4 and for development of deliverables listed in section 6, the estimated number of days to be invested is 30 working days for IC

The figures given above is UNDP’s estimation based on the scope of the work as well as the minimum requirements and qualifications of the IC, defined below in Section 8.

This estimation is provided merely to facilitate provision of lump sum price proposals by the applicants.

The IC is expected to hold missions to one or more of the following provinces of the Southeast Anatolia Region (eg. Sanliurfa, Diyarbakir or Gazianteptogether with relevant parts of Turkey, due to needs of the Assignment(e.g. Ankara, Istanbul and/or Izmir). The estimation on the allocation of days to be spent on missions is presented in the below;

  • Expected number of days in the Region (10 w/d's)
  • Expected number of missions to the Region (3 w/d's)
  • Expected number of other missions (2 w/d's)
  • Expected number of days for the other missions (5 w/d's)

The travel and accommodation costs of these missions will be borne by the ICs. In case of a need for additional missions, subject to the pre-approval of the UNDP, related travel and accommodation costs will be borne by the Project.

Habilidades y experiencia requeridas

Education

  • University degree in relevant fields (business administration, economics etc.)
  • Asset: advanced degrees in relevant field.

Professional Experience

  • A minimum of 10 years of professional experience is required.
  • Professional experience of more than 15 years is an asset.
  • International professional experience of more than 5 years is an asset.

Specific Experience

  • At least 10 years of specific experience in marketing management.
    Asset: At least 5 years of specific experience in related sectors; organic food/agriculture, organic textile, food etc.
  • Specific experience in programme level scoping and planning of marketing strategies and plans for companies/organizations/clusters etc.
    Asset: Specific experience in organic sector.
  • At least 5 marketing strategies developed for companies/clusters/organizations etc.
    Asset: Leading role at least in 2 assignments in relevant sectors
  • Specific experience in providing consultancy and training services on marketing management and implementation of marketing plans.
    Asset: Specific experience in organic sector.
  • Previous experience in managing participatory processes and experience in working with public sector institutions, private sector companies, farmers, NGOs, Universities etc.
  • Previous experience in EU countries is an asset.

Note:

PAYMENTS

Following presents the estimated payment amounts and related deliverables in accordance with Section 6 of these Terms of Reference. Payments will be made upon the approval of the corresponding deliverable by the UNDP and GAP RDA.

  • Fact Finding Report (Late June 2013 - 20% of the Contract Value without the contingency)
  • Scoping Document (Late July 2013 - 80% of the Contract Value without the contingency)
  • Complementary Reports (to be determined - Up to 20% of the Contract Value without the contingency)

EVALUATION

The evaluation will be based on cumulative analysis (i.e. technical qualifications and price proposal). The weight of the technical criteria is 70%; the weight of the financial proposal is 30%. Candidates that obtain a minimum of 70 pts out of a maximum 100 pts will be considered for the financial evaluation. Candidates that do not meet the minimum requirements will be disqualified.
