Antecedentes

The Integrated Household Living Conditions Assessment (IHLCA) was one of the five projects of UNDP’s Human Development Initiative (HDI) Programme in Myanmar. The IHLCA-1 project was completed during 2004-2005 with two rounds of nationally representative household surveys covering a sample of 18,660 households in both rural and urban areas. [1] The project was conducted under the supervision of Steering Committee which consists of Directors-General under the Ministry of National Planning and Economic Development (MNPED) and a representative from UNDP. It was technically supported by Project Technical Committee and Project Technical Unit comprising of national professionals. The Government of Myanmar has requested UNDP to implement a second phase of the IHLCA project to update the information on living conditions five years after the first survey and to provide the ability for trend analyses. In addition, the government also wishes to calculate PPP GDP and private consumption. The PPP for private consumption will be used to establish international poverty lines for Myanmar from the IHLCA surveys with the weights obtained from PPP GDP.

Myanmar GDP calculation still uses the 1968 production method although most countries in the ESCAP region have been using the 1993/2008 System of National Accounts (SNA) in calculating national GDP. In calculating GDP for Myanmar in 1993/2008 format, Supply and Use Tables (SUT) are needed at the initial stage. The SUT describes in details the supply and use of goods and services and most importantly the use of goods and services and other production factors in every economic activity in the economy as well as the use of goods and services for final consumption, investment and exports. Myanmar will need to implement a programme of economic censuses and surveys before it can construct a supply and use table that will serve the foundation for the national accounts statistics. The international SNA consultant, Dr Viet Vu recommended Integrated Economic survey (covering all non-farm activities) for the formal sector and Unincorporated Enterprises with at least some Market production (HUEMs) for the Informal sector as the highest priorities at present to construct SUT. [2] Myanmar keenly felt the need to change the system of GDP calculation from 1968 production method to 1993/2008 expenditure method which has been used by most countries especially in the ESCAP region. The statistical system based on administrative reports used in a centrally planned economy, would not be adequate when the economy is liberalized and open to private businesses because a large segment of the economy is outside the scope of administrative reporting system.

Purpose
  • Planning Department and UNDP will conduct the GDE survey in 2013 using various type of GDE survey questionnaires such as construction, Manufacturing and nonfinancial services, Trade, Banks, Insurance, Pension and Government services, therefore it need to develop the data entry and validation programs to process the survey questionnaires data;
  • After finishing the survey data entry processing its need to produce necessary outputs tables, intermediate inputs and gross capital formation, Supply and Use output tables and national accounts to serve as the benchmark of SNA for Myanmar.
Therefore the main purpose of the assignment will be developing data entry, validation and processing programs.
 
Deliverables
  • Develop a data entry and validation program and data entry manual/ data supervisor manual using user friendly software (SPSS or Microsoft Access) to process various type of GDE survey questionnaires such as construction, Manufacturing and nonfinancial services, Trade, Banks, Insurance, Pension as well as Government services and production households;
  • Construct the querying module, tabulation and report generating modules using GDE survey data to process and compile into basic nation account data by MCPC and MSIC aggregated level to produce required outputs tables, intermediate inputs and gross capital formation, Supply and Use output tables and national accounts tables.

Habilidades y experiencia requeridas

Education:
  • Bachelor degree, (Master/PhD Degree preferred) in Computer science/ IT/ Database.
Experience:
  • Sound knowledge and proven experience (at least 5 years) in developing economic surveys data processing using SPSS or/ and Microsoft Access Database;
  • Relevant experience with compilation of survey data to produce SUT tables, GDP calculation in 1993/2008 System of National Account format;
  • Relevant experience with government departments and agencies;
  • Proven record of academic, economic and statistics backgrounds;
  • Previous work experience in Myanmar or other south Eastern Asian countries preferred.

Language:

  • Fluent in written and spoken English.
