Antecedentes

(UN Trust Fund) was established through the UN General Assembly Resolution 50/166 with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund is a global multi-lateral mechanism supporting national efforts to end violence against women, one of the most widespread human rights violations in the world. The UN Trust Fund provides technical assistance and funding to advance the development of innovative models and strategic interventions in the area of ending violence against women.

The UN Trust Fund is currently developing a new online Grants Management System (GMS), in collaboration with the vendor and the UN Women Information Systems and Telecommunications (IST) Section. Major advances have been made to date in the development of the system: 1) the Call for Proposal (CFP) section of the system has been fully developed and rolled-out, as the interface between over 2,400 applicants for its 2012 Call for Proposals; and 2) the Phase I of GMS has been developed and rolled out, and cycle 16th grantees are using the system to prepare their progress reports.

For the launch of the full version of GMS by the first quarter of 2014, the development and roll-out of Phase II and Phase III still remain. Due to the complexity of this system, the development and roll-out of the entire system require significant amount of efforts and time to conduct systematic quality assurance testing. Therefore, the UN Trust Fund needs a full time consultant for 6-months to support the testing and roll-out processes.
