Antecedentes

UNDP APRC supports Asia-Pacific countries in various development agendas. Following to the 4th High Level Forum on Aid Effectiveness held in Busan in 2011 and series of UNFCCC meetings, dimensions and circumstances of Global Development Effectiveness architecture has changed with significantly increased importance of Climate Change Finance. UNDP APRC proactively takes a global leader role in shaping up Climate Change Finance and Development Effectiveness. In Asia-Pacific, UNDP APRC also supports countries in Climate Change Finance and Development Effectiveness issues at regional level, country levels and local level.

To respond to the growing demands, in 2009 APRC established a multi-disciplinary team composed practical cross-practice working team (Environment and Energy and Democratic Governance) under the Asia Pacific Regional Governance Programme (ARGP) and the Asia Regional Climate Change (ARCC) Programme to provide support to improve governance of climate change finance for Asia-Pacific countries though the multi-donor Capacity Development for Development Effectiveness (CDDE) facility and Aid Effectiveness programme under UNDP APRC’s Asia Regional Governance Programme (ARGP). Objective of this team’s establishment is to deliver services which can support governments develop comprehensive approaches to govern the challenge of climate change in ways that support their overall development, particularly in the context of Rio+20 follow up and post 2015 development agenda. This team works across practices within UNDP and HQ, APRC, UNDP country offices and in partnership with a range of development partners at the regional level, to deliver this support.

The “Strengthening the Governance of Climate Change Finance in South Asia to benefit the poor and vulnerable” programme is developed with financial support from United Kingdom’s Department of International Development (DFID) and UNDP to support to South Asia-Countries in Climate Change Finance and Development Effectiveness issues. The Regional Programme Associate will enhance and maximise the efficiency of programme delivery and programme management to meet the requirements according to the APRC’s Governance of Climate Change Finance’s proposal to DFID and to be in line with UNDP practices, rules and regulations.

Deberes y responsabilidades

The Regional Programme Associate will provide programme operational support to the Governance of Climate Change Finance cross-practice team. S/he will report to the Governance of Climate Change Finance and Development Effectiveness Advisor and will work closely with members of the UNDP APRC Governance of Climate Change Finance cross-practice team especially the Regional Communications and Programme Analyst with key functions as follows;

Summary of key functions:

  • Support the team’s operations management by providing effective and efficient support in administrative and financial management, procurement process, Human Resource management, protocol process, travel arrangements, registry and IT support.
  • Support the team’s workplan development and implementation as well as support the team’s advisory service to Asia-Pacific countries.
  • Support the resources management, mobilisation, planning and reporting of APRC’s Governance of Climate Change Finance programme.
  • Support the implementation of communication strategy as well as ensure strong partnership and promote team’s knowledge management products.

Details of the key functions

1. Support the team’s operations management by providing effective and efficient support in administration and financial management, procurement process, Human Resource management, protocol process, travel arrangements, registry and IT support focusing on the achievement of the following results;

  • Provide administrative support for team members’ official obligations in official financial payments, official travel arrangements, goods and service procurements including consultants’ contracts process, payments for consultants and venders, official HR-related activities, office workspace and equipment, UNLP, working visa and stay permit in close collaboration with UNDP APRC operational team namely Finance, HR, Procurement, IT Administrative Unit using ATLAS programme as well as other online application.
  • Well-Updated Procurement plan of Governance of Climate Change Finance programme.
  • Well-updated APRC’s event calendar, knowledge products plans, Service Trackers for advisory services provided to Asia-Pacific countries and staff movement.
  • Build and maintain good internal relationship with all UNDP country offices and APRC’s practice teams especially with the Operation Support Team to ensure the smooth coordination and proper operational process to ensure that all activities are undertaken in full compliance with UNDP rules, regulations and policies.
  • Other relevant tasks as requested by the Governance of Climate Change Finance cross-practice team.

2. Support the team’s workplan development and implementation as well as support the team’s advisory service to Asia-Pacific countries focusing on the achievement of the following results;

  • Provision of support to a smooth workplan development of the Governance of Climate Change Finance programme’s in both regional and country levels in close collaboration with Climate Finance cross-practice team members as well as with UNDP Country offices, Asia-Pacific governments, CSOs and other development partners.
  • Effective implementation of the Governance of Climate Change Finance programme’s workplan especially at key milestone of activities and ensure efficient production of progress reports and financial report based on the raw data from UNDP’s ATLAS system. This includes arrangements support of national, regional, international and multi-donor workshops in full compliance to UNDP’s practice, rules and regulations.
  • Monitor the team’s multi-donors budget in the multi-annual workplan and consolidate the data from multiple ATLAS financial reports to update the delivery of each activity in the workplan. This includes expenditures and commitments monitoring and tracking.
  • Ensuring the efficiency of programme’s budget utilisation and process budget revisions, expenditures correction, and other such necessary functions requiring regular use of ATLAS financial programmes with close collaboration with APRC Management Support Unit and Operation Support unit.
  • Presentation of information for audits, accommodate audit process and supports implementation of audit recommendations.
  • Development of project report (quarterly and annually) by providing the information on project progress, operational issues and disbursement and budget obligation.
  • Support in multilateral collaboration between UNDP and other international partners i.e. OECD, WB, ADB and other development partners in the regional and global platform via various approaches i.e. teleconference, emails, letters as well as face-to-face meetings.

3. Ensure effective resources management, mobilisation, planning and reporting of APRC’s Governance of Climate Change Finance programme focusing on the achievement of the following results:

  • Support in drafting high quality proposals to development partners for the team’s resource mobilisation especially to provide inputs in the financial proposal.
  • Support in drafting high quality donors’ administrative agreements for their contributions and ensure the efficient process of receiving and allocating the contribution to the programme as well as efficiently monitoring of key financial milestone and ensure the donor financial reports are well prepared and successfully submit in a timely manner in collaboration with APRC Management Support Unit.
  • Efficient and smooth collaboration and effective communications with UNDP COs and APRC colleagues across all practice teams especially DG, E&E, UNDP HQ as well as other development partners and Asia-Pacific member countries in order to secure good practice in resources management and mobilisation.
  • Efficient and professional communications with donors including preparing narrative and financial reports development and submission.

4. Ensure good communication strategy implementation as well as ensure strong partnership and promote team’s knowledge management products focusing on the achievement of the following results; 

  • Support in process of publications and advocacy materials development as well as facilitate its production and liaise with APRC’s Management Support Unit and Knowledge Management units to ensure all material are updated in UNDP system and properly produced and widely launched in compliance with APRC guideline.
  • Support to update and monitor the Governance of Climate Change Finance programme’s website (www.climatefinance-developmenteffectiveness.org) and UNDP’s Climate Finance Teamworks space including efficient distributions of E-Newsletters and other relevant knowledge products leading to efficient outreach to governments, UNDP Country Offices, CSOs, UNDP HQ , development partners, private sector and other related practitioners.
  • Monitor and update Community of Practice (CoPs) list of Asia-Pacific Climate Change Finance and Development Effectiveness and ensure the efficient communications with the practitioners in the region. This includes supporting the facilitation of the knowledge transfer and expertise across Asia-Pacific with linkage to other possible global stages.

Habilidades y experiencia requeridas

Education:

  • Thai national with Bachelor's degree in Development Studies, Social Science, Public Administration or other related fields

Work experience:

  • Minimum of five years of progressively responsible experience in regional/international programme and programme management, administration and financial management or related field is required.
  • Experience in communications, capacity building and technical assistance is desirable. Experience in fund raising, donors and high level stakeholder engagement is desirable.
  • Proven experience in arranging international/regional workshops is desirable. Experience in managing website is an asset.
  • Extensive knowledge of UNDP’s policies, procedures and practice including familiarity of ATLAS operational system is an asset.
  • Ability to work as a part of a team, sharing information and coordinating efforts within the team.
  • Ability to take lead and/or process the tasks with least supervision.
  • Full computer literacy in internet searching and Microsoft Office programmes i.e. MS-Word, MS-Excel and MS-Power Point. Website management experience is an asset.

Language requirement:

  • Proficiency in Thai and English with advanced command of speaking and writing. Working knowledge of other UN official language is an asset.
