Antecedentes

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Economic empowerment is one of the priority areas of UN Women. UN Women works with Governments and multilateral partners (UNDP, ILO, World Bank, regional development banks) to promote women’s economic empowerment and increase their access to economic opportunities, especially for those who are most excluded.

Around the world, a record number of women are now migrating to seek work and better lives. For many, migration yields these benefits; for others, it carries dangerous risks, such as exploitation in domestic jobs, and vulnerability to violence. Migration policies and practices have been slow to recognize these risks and take steps to make the process safe for women. This consultancy responds to the imperative to make migration safer and to preserve and protect the rights of migrant women workers.

The consultant will work under the supervision of the Economic Advisor – Economic Institutions.

Deberes y responsabilidades

The objective of this consultancy is to provide key analytical and methodological support to the UN Women project on Promoting and Protecting Women Migrant Worker’s Labour and Human Rights:
  • Engaging with International and National Human Rights Mechanisms to enhance Accountability funded by the European Union. DCI-MIGR/2013/282-939.
This project focuses on three case studies:
  • Mexico, Moldova and the Philippines. These countries were selected for the strategic opportunities that they present: a high proportion of out-going migrant workers: requirements to report to TBs and UPR during the project period (2014-2016): significant government and stakeholder need, interest and ownership: precedent-setters that are strategically positioned to influence change. These countries also reflect current trends in international migration being key sending countries, and in the case of Mexico a sending, transit and destination country;
  • The consultancy will involve developing the methodological framework for and providing guidance to the national consultants developing the three case studies in in Mexico, Moldova and the Philippines. We envision that this guidance will be provided in online fora in a participatory fashion using video conferencing to ensure that the approach, situational analysis, baseline analysis and analysis of engagement with national and international human rights mechanisms is developed collectively and coherently;
  • The consultant will also produce three overview reports of 30-45 pages in length that distil findings from the country case studies providing: a situational analysis of women migrant workers; a review of migration, labour and trafficking laws and programmes in the three countries from the perspective of CEDAW: and an overall review of gender migration and development. We expect that these reports will be contextualized by global trends and build upon the findings from the three case studies and are shared and critiqued collectively by the national consultants to ensure that the final products reflect the collective expertise at national and international levels.

Expected Outputs/Deliverables:

A methodological framework to guide the development of policy research outlined in the UN WOMEN EU proposal at the country level. This will include the development of appropriate baselines and monitoring and evaluation approaches in consultation with national consultants and UN WOMEN staff at Headquarters and in the field. The methodology, which includes the development of baselines, the different knowledge products and monitoring and evaluation instruments and approaches, will need to be shaped to the three national policy and social contexts, and take into account the national data and existing research available in each country.

An overview report providing a situational analysis of women migrant workers globally and highlight the case of women migrant workers in the three pilot countries. This will build on the situational analyses developed in each of the three countries.

An overview report on migration, labour and trafficking laws and programmes covering all stages of migration from the perspective of CEDAW. This will include findings developed through the three case studies that address engagement with national and international treaty bodies, UPR, Special Procedures mandate holders, national oversight institutions, and parliaments etc.

An overview report on gender, migration and development using the three country case studies and embedding the findings in a broader context based on academic and policy research literature.

Habilidades y experiencia requeridas

Education:  

  • University Master’s degree or higher in economics, international development, social science or related field.

Experience:

  • A minimum of 15 years of related experience;
  • Demonstrated experience in data analysis;
  • Publications in academic and policy fora on gender and migration and gender and labour markets;
  • Experience with UN highly desirable;
  • Experience of international development institutions and well developed networks of international migration and gender experts.

Language Requirements:

  • Fluency in oral and written English is required;
  • Knowledge of another official UN language is desirable.

Selection criteria:

The candidates will be evaluated on the basis of the following criteria:

  • Educational background and work experience as reflected in their CV and relevant publications;
  • The short substantive and financial proposal;
  • A telephone interview. 

Remuneration:

The applicant is requested to submit a short substantive and financial proposal of no more than 5 pages with honoraria listed against products and deliverables tied to an explicit time-frame. These honoraria may include support to research assistants and data analysts where the overall responsibility for the final products is assumed by the consultant.
