Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Training Centre (TC) in Santo Domingo is. dedicated to supporting the UN and other stakeholders to realize commitments to gender equality, women’s empowerment and women’s rights through transformative training and learning. Its gender capacity-development programmes will range from basic and introductory levels to specialized and advanced levels for diverse audiences with different backgrounds. In terms of capacity-development strategies and techniques, the TC will make maximum use of on-line training techniques, paying special attention to e-learning courses and an active learning approach.

The Training Centre will also promote articulation and knowledge exchange among gender training specialists and other relevant groups and the development of tools and materials in the area of training for gender equality. In addition, it will support the documentation of existing good practices and innovative processes, as well as discussion and analysis of training methodologies and approaches directed towards contributing to ongoing capacity development as a concrete means for achieving gender equality and women’s empowerment.

Toward this end, the Centre has convened the Training for Gender Equality Expert Group (TGEEG). In its first meeting (September 2013), the group generated a work plan which aims to:
  • Produce and disseminate knowledge on Training for Gender Equality (TfGE) linking theory and practice;
  • Promote a process of quality assurance in TfGE; and
  • Consolidate the TGEEG group as a resource for informing and providing guidance on UN Women Training Centre work.
As part of the first output of this work plan, the TC plans to promote an informed discussion on conceptual and methodological approaches to TfGE, for which it will commission a series of working papers. These papers, listed below, will feed into the TC conceptual and methodological approach to TfGE and will follow a human rights-based approach and be built upon the international framework for development, including, CEDAW, the Beijing Platform for Action, the post 2015 Development Framework and the Beijing +20 context.
  • Thought piece on theory of change in TfGE;
  • Paper on politics of knowledge regarding the production of TfGE;
  • Pedagogical paper on the transformative learning process in TfGE.
The objective of this consultancy is to produce the three working papers, which includes tasks such as conceptualizing, writing, revising, ensuring coherence across papers, and coordinating the input of other experts, including participants from the Training for Gender Equality Expert Group, as needed. These papers will enable the UN Women Training Centre to advance its conceptual and methodological approach to its work as the UN’s leading centre for training for gender equality.

Deberes y responsabilidades

Under the supervision of the Training Programme Coordinator, the consultant will identify and coordinate with other experts and specialists on training for gender equality in the development of the working paper series within the given time frame. S/he must develop a work plan detailing distribution of labor and deadlines, followed by outlines and proposed length for each paper. A description of each paper will be provided through a concept note.

Specifically, s/he will be responsible for the following activities:
  • Developing a work plan detailing distribution of labor among TfGE experts and respective deadlines based on the general timeline required by the Training Centre;
  • Developing detailed outlines of each paper and any suggested changes in content, length or approach, for discussion and approval by UN Women Training Centre;
  • Preparing the first draft of working papers individually and/or in consultation with expert colleagues;
  • Ensuring the working paper on Monitoring and Evaluation of Training for Gender Equality (to be prepared through another consultancy) is in line with this series;
  • Incorporating any requested revisions and present final drafts;
  • Ensuring coherence in format and approach across papers. Completing copy editing and bibliographic formatting;
  • Completing the quality assurance process in line with TC guidelines;
  • Submitting final versions of the three papers to the TC. The papers, written in English, should be presented in Word format, approximately 25 pages in length (subject to negotiation). All assertions in the papers should be backed up with references to the relevant literature, which should be presented in a full bibliography in a format to be determined.

Habilidades y experiencia requeridas

Education:
  • Advanced degree (PhD preferred) in education, gender or women’s studies, human rights, international development, social sciences or related area.
Experience:
  • Senior-level consultant with a minimum of 10 years of experience working on or researching topics related to social change, training for gender equality, feminist theories, politics of knowledge, gender mainstreaming, gender and development, diversity and/or intersectionalities;
  • Experience in working in a multicultural and web-based environment;
  • Demonstrable experience in training for social change and training for gender equality required;
  • Demonstrable experience in research in education, social issues, training for gender equality, gender mainstreaming;
  • Familiarity with the UN system and specifically on gender equality and women’s empowerment within the UN system.
Language Requirements:
  • Excellent skills in oral and written English.
