Antecedentes

The Ministry of Water and Environment through the Uganda National Meteorology Authority (UNMA) and the Directorate of Water Resources Management (DWRM) in collaboration with other partners is implementing a UNDP-GEF supported project on ”Strengthening climate information and early warning systems in Africa for climate resilient development and adaptation to climate change – Uganda”. The project will i) establish a functional network of meteorological and hydrological monitoring stations and associated infrastructure to better understand climatic changes; ii) develop and disseminate tailored weather and climate information (including colour-coded alerts – advisories, watches and warnings – for flood, drought, severe weather and agricultural stresses, integrated cost-benefit analyses and sector-specific risk and vulnerability maps) to decision makers in government, private sector, civil society, development partners and local communities in the Teso and Mt Elgon sub-region; and iii) integrate weather and climate information into national policies, annual work plans and local development including the National Policy for Disaster Preparedness and Management, and district and sub-county development plans in priority districts in the Bukedi, Busoga, Elgon, Teso, Acholi, Karamoja and Lango sub-regions.

The project responds to priority adaptation needs and actions identified in Uganda’s National Adaptation Plan of Action (NAPA). More specifically, project activities aim to address NAPA priorities (strengthening meteorological services, including expanding weather observation infrastructure (networks) and promoting a multimedia approach to weather and climate information dissemination); and (climate change development and planning project, including  reviewing existing relevant policies and laws/regulations in relation to climate change and sensitizing and training decision makers, planners and implementers on impacts of climate change).

Consultancy Rationale

UNDP is seeking to engage a consultant to develop an M&E framework for the project as part of implementation support. The consultant will among other tools use Random Control Trials (RCTs) to analyze project impact. Although some baseline data is available in the project document that can be used for this purpose, this needs to be elaborated and mechanisms for collecting and analyzing data developed in order to be able to demonstrate results from the beginning of the project.

Scope of Work:

Consultancy Objectives:

He / She is responsible for guiding the overall M&E strategy and implementation of related activities within the project. This entails close communication with all partners involved in M&E design and coordination including: core project and partner M&E staff; representatives from the steering committee or similar unit; representatives from primary stakeholder groups, and the project manager.

The specific objectives of the consultancy are:

  • To set up the M&E system and ensuring that it is implemented effectively by the key stakeholders, namely the primary stakeholders and implementing partners;
  • To facilitate key stakeholders to value and undertake their own M&E activities, that will link to the overall evaluation of the impact;
  • To apply Randomised Control Trials (RCTs) in monitoring the impact of the project activities.

Detailed Consultancy Activities:

  • Guide the process for identifying and designing the key indicators for each component and review the quality of existing social and economic data in the project document, the methods of collecting it and the degree to which it will provide good baseline statistics for impact evaluation;
  • Develop the overall framework for the project impact monitoring and evaluation using RCTs for annual project reviews, midterm review and terminal evaluation;
  • Guide staff and implementing partners in preparing their progress reports.

Consultancy Final Deliverables:

  • Updated project baselines and indicators;
  • Framework for project impact evaluation using RCTs;
  • M&E project plan;
  • Three project briefs (1-2 pages publications).

Consultancy Timetable:

  • Review of documentation and production and presentation of Inception Report 3 working days;
  • Update baseline in the project document 10 working days;
  • Update indicators in the project document 10 working days;
  • Framework for the project impact evaluation using RTCs (M&E plan and integration of indicators in the annual progress report for the project) 10 working days;
  • Three project briefs (1-2 pages publications) describing the indicators for key sector areas and support to develop yearly progress reports 10 working days.

All deliverables will be reviewed and approved by the Executive Director, UNMA.

Consultancy Implementation Arrangements:

The consultant will be under the overall supervision and guidance of the Executive Director, UNMA in close collaboration with DWRM on all technical aspects of the assignment, and to the Country Director UNDP on all contractual obligations.  Coordination of the consultancy activities will be conducted with the project management unit, to ensure appropriate communications about the project and easy access to stakeholders. The contractor shall be invited to present the milestone results of the consultancy at selected workshops or meetings of the project. Costs for any such participation are not included in this tender or contract.

Habilidades y experiencia requeridas

Education:

  • An advanced post-graduate university degree in a subject related to climate change and/or environmental management,

Experience:

  • At least 7 year’s experience in M&E;
  • Experience in RCT in developing countries.

Language:

  • Fluency in English.

Price Proposal and Schedule of Payments:

Payment shall be by the lump sum modality in the following 3 instalments. These shall be all inclusive and the contract price is fixed regardless of changes in the cost components.

Upon signature of contract by both parties and presentation of an approved inception report (1 week after signing of contract) - 20%.

Presentation of acceptable and approved Draft report – 30%.

Submission and acceptance of Final Report – 50%.

Evaluation Method and Criteria:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight; - 70%;
  • Financial Criteria weight; - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

Criteria                          

  • Education (Advanced degree) - 10;
  • Knowledge of the RTC and M&E - 15;
  • Relevant experience in conducting similar assignments - 1;
  • Relevance of experience in report writing and drafting - 10;
  •  Description of approach/methodology to assignment -  20.

The consultant is required to submit an on line application with the  documents/information in one single PDF document.

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (Annex II);
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Technical proposal:

  • Brief description of why the individual considers him/herself as the most suitable for the assignment;
  • A methodology, on how they will approach and complete the assignment;
  • Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (Annex II).
