Antecedentes

UNORCID (United Nations Office for REDD+ Coordination in Indonesia) is the UN System focal point for REDD+ in Indonesia, and serves as a coordinating body and knowledge institution. Building on the competitive advantage and domain expertise of nine UN Partner Agencies (UNDP, UNOPS, ILO, FAO, UNEP, UNESCO, WFP, UNU, and UNODC), UNORCID provides decision-makers and stakeholders at the national and local levels with relevant information and tools to support successful REDD+ implementation. UNORCID was inaugurated on 17 November 2011 by the UN Secretary General, following the signing of a Memorandum of Understanding (MoU) between the Republic of Indonesia and the UN System.

UNORCID coordinates UN System expertise relating to on-the-ground activities undertaken by the Government of Indonesia and other stakeholders, and works closely with Government counterparts at all levels to strengthen implementation.

Gender mainstreaming in REDD+

Gender is deeply entrenched in environmental rights of control, access and responsibility. Poor, rural women in developing countries are generally considered to be the most vulnerable to climate change due to socio-economic, cultural and political norms surrounding physical mobility, the gendered division of labour, as well as access to and involvemnet in decision-making. Women have much greater responsibility in terms of family and household care which, in rural areas, translates into a high dependence upon the services provided by forests. Access to these services is threatened not only by climate change but by the lack of good land governance in relation to LULUCF (Land Use and Land Use Change Forestry) sources.

The obligation to mainstream gender within REDD+ approaches is clear in international and national policies and commitments.  On the international level, gender mainstreaming for REDD+ is rooted in the social and environmental safeguards in the Cancun Agreements, particularly Decision 1 CP/16 which requests developing country Party to address gender considerations when developing and implementing their national strategies or action plans.

Indonesia’s REDD+ National Strategy (Stranas) specifies five principles, upon which REDD+ implementation must focus: effectiveness, efficiency, fairness, transparency and accountability. The commitment to fairness specifies ‘including for women and communities vulnerable to socio-economic and environmental change’.

Stranas explicitly calls for a change in paradigm and working culture to help ensure ‘gender sensitivity, through attention to equality in roles, needs and responsibilities of men and women’. PRISAI, the national safeguards system developed by the National REDD+ Task Force, specifically devotes its fifth principle to ‘full and effective stakeholder participation, with consideration of gender equality’.

Integrating gender considerations into the REDD+ programme is key to engendering a wider transformation in forest governance. Gender mainstreaming is not merely a matter of counting the numbers of men and women engaged in particular activities- it is about ensuring that both women and men are meaningfully involved and whose strategic needs are met both in terms of being able to access and influence the design and implementation of REDD+ at the national and sub-national level. Based in the UNORCID Head Office in Jakarta, the gender senior specialist will work directly under the supervision of the Head of Strategy and Policy Section and in close collaboration with all colleagues at the Head Office and Provincial Offices.

Objectives of Assignment

The consultant will undertake a stakeholder mapping analysis in order to identify the location, activities and objectives of public (e.g. government) and private entities, development partners, non-profit organisations, companies, academic institutions and indigenous peoples, ethnic minority, civil society, community and women’s groups and networks, etc., working on matters relating to gender equality, women’s issues and natural resource management within Indonesia, both nationally and locally. The main output will be a report, using an agreed methodology,  detailing its findings, and providing recommendations for equitable engagement of women and men stakeholders to help support gender responsive REDD+ action in the country moving forward as well as the later production of gender mainstreaming strategy for REDD+.

Expected Travel during his/her assignment:

  • Jakarta – Palangka Raya (return):  1 time for 5 days;
  • Jakarta – Riau (return):  1 time for 5 days;
  • Jakarta – Jambi (return):  1 time for 5 days;
  • Jakarta – Aceh (return):  1 time for 5 days.

Scope of work, responsibilities and description of the proposed work

Specifically, the analysis and this assignment will include the following:

  • Propose and draft an outline for the stakeholder mapping analysis that includes methods, steps, and detailed activities;
  • Review and analyze relevant policies, laws, regulations and guidelines that discuss and/or promote full, inclusive and effective participation within the country;
  • Conduct a brief desk review on the roles of women, in indigenous and local communities, in the forest sector within the country, in order to give context to the analysis and the gender dynamics within the country;
  • As the mapping analysis will cover the whole country, the consultant may undertake field work to gather information. The exact location and timing of the fieldwork will depend upon the preliminary analylsis undertaken by the consultant, but it is likely that at least one week will be spent in at least three locations: Papua, Nusa Tenggara Timor, Sumatra. Field work will involve engaging with NGOs and CSOs, academic institutions, and other relevant institutions;
  • Compile a detailed report on the findings, detailing the stakeholders and their work, at national and levels;
  • Investigate and report on any capacity building needs or other barriers of the identified stakeholders in actively participating in matters related to REDD+, including decision making processes;
  • Development of a draft framework, including suggestive gender sensitive indicators, for collecting data on the effectiveness of the full, inclusive and effective stakeholder participation in REDD+;
  • Identify possible opportunities for knowledge sharing, synergies and partnerships with the stakeholders identified in the analysis to help facilitate gender sensitive REDD+.

Help design and implement meetings, workshops and other events on gender and REDD+ related topics to support the drafting, validation and finalization of the stakeholder mapping analysis as well as other related activities of UNORCID and BP REDD+.

Expected results

Output 1: to be accomplished by Week 2. Preparation of workplan, including a detailed outline and methodology for the stakeholder mapping analysis and timeline and proposed sites for fieldwork. Submitted to supervisor for appproval.

Output 2: to be accomplished by Week 8. Draft of stakeholder analysis finished. Submitted to supervisor, and for peer review.

Output 3: to be accomplished by Week 12. Final draft of stakeholder analysis prepared. Submitted to supervisor.

Output 4: ongoing. Support provided to UNORCID and BP REDD+ in designing, facilitating and implementing meetings/roundtable discussions/workshops as part of broader gender mainstreaming in REDD+ activities. This work and discussion will help inform the stakeholder analysis.

Output 5: to be accomplished between Week 8 and Week 11. Presentation of stakeholder analysis at a UNORCID Dialogue Series event, collection of feedback from participants, preparation of report from event, and incorporation of feedback into final draft of stakeholder mapping analysis report.

Expected Deliverables:

  • Workplan submitted, including a detailed outline and methodology for the stakeholder mapping analysis and timeline and proposed sites for fieldwork;
  • Draft of stakeholder analysis finished and submitted for supervisor and peer review. Final draft of stakeholder analysis submitted for  supervisor’s review;
  • Report on support provided to UNORCID and BP REDD+ in designing, facilitating and implementing meetings/roundtable discussions/workshops as part of broader gender mainstreaming in REDD+ activities. A proof that these works and discussions has contributed a shared information in the the stakeholder analysis;
  • Report on presentation of stakeholder analysis delivered at the UNORCID Dialogue Series event.  It includes collection of feedback from participants, preparation of report from event, and incorporation of feedback into final draft of stakeholder mapping analysis report.

Competencias

  • Knowledge and experience of working in Indonesia or the region preferred.

Habilidades y experiencia requeridas

Education:

  •  A Master degree in social science, environmental sciences or another REDD related subjects.

Experience:

  • At least 5 (five) years;
  • Draft of stakeholder analysis finished and submitted for supervisor and peer review;
  • Final draft of stakeholder analysis submitted for  supervisor’s review. in environmental services, REDD+, Climate Change or sustainable management of natural resources relevant roles;
  • Experience in REDD+ and environmental sciences related research;
  • Good inter-personal skills and oral and written communication skills;
  • Excellent writting skills in English, some understanding or willingness to learn Indonesia is desirable;
  • Proven experience in delivering high quality written communications.

Language:

  • Fluency in written and spoken English and Bahasa Indonesia is a must.
