Antecedentes

The United Nations Entity for Gender Equality and Women’s Empowerment (UN Women) mandate provides for support to catalytic and innovative programmes which promote gender equality, women’s empowerment and human rights. One of the programme priorities of UN Women for Ethiopia is Ending Violence against Women and Girls. In this area, UN Women works with key partners from government and civil society to address legal gaps and strengthen policy frameworks with regards to protecting women survivors of violence and their rights; to expand the provision of legal and protection services to women; and to provide awareness raising initiatives on legal instruments and mechanisms and sexual and gender based violence targeting among others, religious institutions, law enforcement agencies, young boys and men.

UN Women works closely with the other UN organizations and key government line ministries within the framework of a joint UN-Government Gender programme that includes response to violence against women and girls, and promotions of their human rights.

UN Women plays a central role in the national –level implementation of the Secretary General’s Africa-UNiTE campaign with the overall objective to mobilize and support the government in fulfilling its commitment to ending violence against women and girls.

To implement its 2015 Annual Work Plan, UN Women is seeking to hire a Programme Officer to strengthen delivery of its programme on Ending Violence against Women and Girls (EVAWG) and advancing women’s right and coordination of broad-based national partnerships in this area. While the position is based in the UN Women Ethiopia office in Addis Ababa, the role encompasses travel requirements within the different regions of Ethiopia.

Deberes y responsabilidades

Under the overall oversight of UN Women Representative, and direct supervision by Programme Specialist-Human Rights and EVAWG, the Programme Officer will:

  1. Support in monitoring the implementation of UN Women’s supported EVAW related programmatic activities under the UN Joint Programme on Gender Equality and Women’s empowerment;
  2. Support with the rolling out and implementation of UN Women’s programme on preventing and responding to violence against women and girls in Ethiopia;
  3. Assist in gathering information on identified donors, plan and arrange for meetings towards resource mobilization to foster the Office’s work on EVAW and HR;
  4. Support federal and regional women’s machineries, women’s organizations and other implementing partners to develop and successfully implement priority activities focusing on quality control from design to implementation, establishment of targets and monitoring the achievement of results;
  5. Coordinate, provide technical assistance and support capacity building of key partners for effective implementation;
  6. Maintain regular contact with implementing partners through periodic meetings for continued update on field activities, challenges and results;
  7. Analyse reports from partners for quality control, undertake field missions, identifying challenges, suggest possible solutions and provide advice and support;
  8. Contribute to development and strengthening of networks and broad-based partnerships at national, regional and local levels to ensure collective knowledge of gender equality, advocacy and lobby for ending violence against women;
  9. Coordinate sharing of good practices and dissemination of lessons learned;
  10. Participate in office programme-operation, staff meetings and joint activities with other colleagues in Ethiopia including technical working group and UN agencies joint events;
  11. Perform other duties as may be directed by the supervisor.

Habilidades y experiencia requeridas

Education:

  • Master’s Degree in Law, Social Sciences or other relevant field.

Experience:

  • Three years relevant experience at the national level in programme implementation, with specific emphasis on women’s rights, gender, human rights and ending violence against women and girls, a minimum of five years of experience with a bachelors degree
  • Hands-on experience in resource mobilization, development & monitoring the implementation and evaluation of development projects and programmes will be an advantage
  • Experience in results-based and rights-based development approaches and management of multi-stakeholder programmes.
  • Good interpersonal, networking and communication skills
  • Strong familiarity working with UN agencies or other agencies in the development sector
  • Proven advocacy, analytical and writing skills
  • Computer skills (i.e. Word, Excel, PowerPoint, social media, and others)

Learning expectations:

Learning and development are a central part of the UN Women’s assignment and take place before, during and after his or her assignment in the field.
