Antecedentes
Partners for Prevention is an Asia-Pacific regional joint programme including Indonesia for gender-based violence prevention, especially the prevention of violence against women and girls (VAWG), emphasizing on male involvement and behaviour change. The implementing partners are UNDP, UNFPA, UN Women and UNV. Currently those agencies are defining the framework of the joint effort for the P4P phase 2.
P4P Phase I was implemented from 2008 – 2013 in Indonesia. P4P phase II (20142017) builds on the successes and learning of Phase I. P4P phase II will be implemented from 2015 – 2017, focusing on using the evidence and data generated from Phase I to enhance and implement prevention interventions, multi-agency collaboration and policy advocacy at national level and at a the selected site in Jayapura, Papua. It will support the design, implementation, monitoring and evaluation of localized VAWG prevention interventions in Indonesia, and builds on the strong partnerships established during the previous phase.
P4P is led by the P4P Country Team based Jakarta, consisting of UNDP, UNFPA, UN Women and UNV and advised by the P4P team in the regional UNDP office in Bangkok. P4P aims to work closely with organizations focused on VAWG and male involvement, and involving relevant governments and other civil society counterparts in Indonesia.
Organizational Context:
As mentioned above, the P4P programme in Indonesia is a joint programme on gender-based violence prevention participating by UNDP, UNFPA, UN Women and UNV. The programme brings together the strengths of each agencies related to this thematic area: gender based violence prevention and response, male involvement and volunteerism to incorporate a strong community involvement. The Indonesian P4P Country Team is on behalf of this programme closely working together with a wide range of thematic partners, in a concerted effort to prevent gender-based violence.
Deberes y responsabilidades
The aim of the position is to support and to ensure the smooth and timely implementation of evidence-based prevention and interventions in Indonesia, with strong cooperation and collaboration among the relevant partners. The National UNV P4P Coordination Officer will report to the P4P Joint Country Team in Jakarta. A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
Under the direct supervision of the Male Involvement Officer (UNFPA) and in close collaboration with the Indonesian Country Team, the UN Volunteer will support the development a selected evidence- and research-based prevention and intervention implementation plan undertake the following tasks:
1. Supporting effective and strategic coordination and monitoring of the implementation of P4P interventions in Jayapura.
• Support coordination and facilitation of the timely and successful implementation of a selected evidence based Violence against Women & Girls (VAWG) prevention and intervention in Jayapura.
• With technical support from the P4P UN joint country team in Jakarta and the P4P team in Bangkok, coordinate and monitor the implementation of the selected prevention and intervention, and support capacity development activities to enhance implementation at the site.
• Coordinate reguler coordination amongst various stakeholders including government, UN, civil society and other programme partners, and facilitate regular meetings with these groups. Liaise with other relevant working groups and networks present in the country addressing VAWG.
• With technical support from P4P Programme Specialist – Learning and M&E in Bangkok - monitor the implementation of a rigorous and ethical M&E research framework.
• Support the development and dissemination of knowledge products based on learning from the implementation and M&E of the selected intervention
• Liaise with and report to P4P Country Team in Jakarta at a regular basis for the implementation of prevention and interventions, and the M&E processes.
• Any other programme related office support upon request.
2. Capacity development and coordination
• Coordinate and liaise with various stakeholders – including and beyond sub-national Working Group members in Jayapura – to keep them informed of and ensure involved in the process of intervention and implementation as needed.
• With selected national partners, attend regional Community of Practice meetings and share learning from national-level implementation and M&E research
• Support the dissemination of research results at national and sub- national level, particularly aimed at promoting policy and programmatic enhancements for VAWG prevention
• Support national level capacity development activities through formalized partnerships and capacity development plans based on capacity needs assessments with selected partners
• Support, increase and nourish volunteer support on behalf of VAWG and male involvement, by providing capacity building support (in close collaboration with the P4P joint agencies in Jakarta.
3. Promotion of volunteerism and support
• Strengthen and expand existing networks or contribute to shaping new coalitions related to volunteerism, and work with the networks to strengthen capacity in terms of volunteerism advocacy and to collect evidence about volunteerism’s contribution to VAWG through regular meetings, knowledge management and creating opportunities for exchanges.
• Plan and Implement capacity building activities on nurturing volunteerism and volunteer management.
• Capture, document and distribute lessons learnt and good practices on the contribution of volunteerism to prevent VAWG.
• Produce knowledge products on the contribution of volunteerism to VAWG.
• Strengthen knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications, and taking part in UNV activities (for instance in events that mark International Volunteer Day).
• Become acquainted with and building on traditional and/or local forms of volunteerism in the host country.
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.
• Contribute articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc.
• Promote or advise local groups in the use of online volunteering, or encouraging relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Output:
The National Programme Officer will act as one of the P4P focal point for the activities. The primary task will be to support the country offices in the preparations of defining the programme as well as to facilitate the timely and successful implementation of selected VAWG prevention and interventions in Papua. The incumbent will liaise, work together and advise relevant national partners from civil society and government agencies to establish and foster partnerships, capacity building and ownership of the intervention and results, in close coordination with technical support from P4P Country Team in Jakarta. The incumbent will also manage local volunteers and support efforts to foster volunteerism for the prevention of VAWG and transformation of harmful social norms.
Habilidades y experiencia requeridas
Qualifications/Requirements:
• University degree in gender and development or a related field such as social science, social work, public health, international development.
• At least 2-5 years substantial professional experience in programme development and/or policy advocacy in the field of prevention and intervention in violence against women and girls (VAWG), preferably in Papua.
• Working experience working with male involvement in combating violence against women and girls is a strong asset
• Excellent interpersonal skills and ability to work with minimal supervision: demonstrated ability to plan and organize work to deliver results, consistently approaching work with energy and a positive, constructive attitude, demonstrated strong oral and written communication skills, and focus on impact and results and responding positively to critical feedback.
• Demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective work relations with people of different national and cultural backgrounds with sensitivity and respect for diversity.
• Experience in capacity development and training delivery is an asset.
• Basic understanding of quantitative and qualitative M&E research methods.
• Demonstrated capacity to build effective partnerships and promote multi-sectoral collaboration, expertise in coordination and collaboration across a wide-range of stakeholders.
• Previous experience with the United Nations would be an asset.
• Language skills: English up to working level is a strong asset.
Living Conditions:
The position will be based in the capital of Papua, Indonesia, where basic living needs, including accommodation, banking facilities, medical facilities and telecommunications/internet services are available. All staple foods can be found in the markets, e.g.: rice, meat, vegetables, fruit, cooking oil, salt, etc. Some imported goods are available. Jayapura has some good restaurants and modest accommodation available though general a bit expensive: a good search and collegial support will however help. Health standards are limited. The most used means of transportation are local busses. Mobile phones are functional as well as internet facilities to be in-touch with colleagues and friends, though sometimes challenged.
Conditions of Service
A 12 months contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to IDR 4,420,000 per month; settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable) and resettlement allowance for the monthly satisfactory service.
