Antecedentes

UNDP Country Programme in Myanmar (2013-15) aims to promote poverty reduction and sustainable development that are rights-based, gender-sensitive, inclusive and equitable by strengthening institutional capacity of national and local governments and non-state actors.  UNDP’s programme in Myanmar focuses on three areas: local governance, disaster resilience and environmental governance and democratic governance.

Pillar II focuses on strengthening capacities at local, regional and national levels to manage and utilize natural resources in a sustainable way, and to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risk of natural disasters.  One of the components of the pillar II is “capacities to sustainably manage natural resources”.

REDD+ is a mechanism proposed under the United Nations Framework Convention on Climate Change (UNFCCC) to achieve significant reductions in anthropogenic emissions of greenhouse gases globally, thus contributing to international efforts to mitigate the impacts of climate change. The UN-REDD Programme was officially launched during the UN General Assembly in September 2008, with the commitment of the three participating Agencies (UNDP, UNEP and FAO) to “Delivering as One”.

With the support of the UN-REDD Programme, the Government of Myanmar (GoM) developed Myanmar REDD+ Readiness Roadmap from July 2012 to August 2013, and prioritized the activities for implementation under the Myanmar REDD+ Readiness Roadmap. With funding support from Norway’s Government through the UN-REDD Programme, the prioritized activities of the Myanmar REDD+ Roadmap will be implemented from 2015. Forestry Department (FD) of the Ministry of Environmental Conservation and Forestry (MOECAF) is the Implementing Partner of the UN-REDD Programmatic support to Myanmar.

UNDP is looking for a National Programme Coordinator to facilitate implementation of “UN REDD Programmatic Support to Implementation of Myanmar’s REDD+ Readiness Roadmap” with the support of Pillar II (Environmental Governance and Disaster Resilience) of UNDP Country Programme.

Deberes y responsabilidades

Under the supervision of UN-REDD Technical Specialist, the National Programme Coordinator will have to facilitate the implementation of “UN REDD Programmatic Support to Implementation of Myanmar’s REDD+ Readiness Roadmap” on a daily basis as summarised below:

Summary of Key Functions:

  • Coordinate between UN and Government Agencies for effective delivery of the programme;
  • Facilitate knowledge building and management;
  • Support the operations of the REDD+ Taskforce Secretariat and
  • Monitor  and report the progress on implementation of UN REDD programme.

Coordinate activities between UN and Government Agencies for effective delivery of the programme:

  • Facilitate and involve in the development of quarterly and annual work plans, budgets, and reports;
  • Coordinate among the participating UN agencies (UNDP, FAO and UNEP) and Government agencies for programme implementation;
  • Facilitate and arrange the consultations and meetings for effective implementation of the programme to secure the inputs from participating UN agencies to achieve project results and maximum synergies between these results; and
  • Support the work of external consultants including operational arrangements, meetings, review the reports and work plans, and translation when required.

Facilitate knowledge building and management:

Facilitate technical consultation for the development of policy options and strategy for the design and implementation of Myanmar's National REDD+ Programme including:

  • Benefit distribution mechanisms;
  • Strategy development;
  • Conflict resolution mechanisms;
  • Other elements of National REDD+ development as required;
  • Share knowledge on REDD+ by documenting lessons learnt and best practices from the UN-REDD Programmatic Support and contributing to the development of knowledge based tools (including policies, strategies, guidelines, etc.; and
  • Provide timely quality information and technical advice to REDD+ Taskforce, UN- REDD Team and other partners to ensure effective development and delivery of the UN-REDD Programmatic Support.

Support the operations of the REDD+ Taskforce Secretariat:

  • Participate in preparation and analysing technical reports including quarterly and annual reports;
  • Ensure dissemination of information and knowledge management for effective programme implementation across the sectors, to keep records of discussion and meetings and to share information and ensure coordination;
  • Support the REDD+ Taskforce Secretariat to organise the meetings, keep records/documents and translate the documents into both English and Myanmar for access by stakeholders; and
  • Participate in the development of Terms of Reference of different technical teams under National+ REDD Taskforce;

Monitor and report the progress on implementation of UN REDD programme:

  • Ensure that data and information are readily available for monitoring and evaluation by the UNDP Country Office, National REDD+ Task Force and other stakeholders;
  • Ensure adequate feedback to/from beneficiaries on data and analyses;
  • Coordinate with UN REDD Technical Specialist and work with project team to ensure project delivery;
  • Monitor and ensure cost-effective use of project resources meeting the achievement of objectives;
  • Monitor the project progress, activity results and outcome and adjustment; and
  • Identify potential critical risks for the project, and in consultation with the UN REDD Technical Specialist, participating UN agencies, the Government and other relevant partners, formulate a risk mitigation strategy, regularly assess risks and updates risk logs.

Expected Impact of Results

The key results have an impact on the success of the programme within the specific areas of cooperation and coordination. It is anticipated that the work of the National Programme Coordinator will have the following impacts:

  • Strong engagement from different Government agencies in the REDD+ development process;
  • Increased understanding of National REDD+ Process amongst key stakeholders within government and outside;
  • Strong coordination between UN REDD Team, REDD secretariat and technical teams to ensure shared learning and programme development
  • Effective operational engagement between the participating UN agencies and Government implementing agencies – through regular submission of reports, updates and balance transfers;
  • Enhanced capacity within Myanmar to further develop and implement a national approach to REDD+.

Habilidades y experiencia requeridas

Education:

  • Master’s degree in Environmental Science, Natural Resource Management, Environmental Economics, Geography or Social Sciences, Forestry, Public Administration, Business Administration and other related fields.

Experience:

  • Minimum 2 years of relevant experience is required in coordination, programme/project management and administrative capacity in the development field of work, natural resource management and environmental conservation;
  • Experiences on networking and leading a team and to plan and organize work productively with the team;
  • Experience in working with government, UN agencies and International Organizations is an advantage;
  • Proficient in using the prevalent computer applications (word processing, presentations, email, etc.).

Language:

  • Good oral and written command of English and Myanmar language.
