Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women (UNW) will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Senior Advisor will work in the Bureau for Intergovernmental support, UN Coordination and Strategic Partnerships and report directly to the Deputy Executive Director/Assistant Secretary General. The Senior Advisor is as part of the team of the Office of the Deputy Executive Director and works closely with all team members, in particular the Special Assistant to the Deputy Executive Director. She/he interacts with all divisions, including the Executive Director’s Office, and with field offices as appropriate.

Deberes y responsabilidades

The Senior Advisor will assist the ASG in building advocacy and substantive support on intergovernmental and other processes and partnerships including in connection with CSW.

The Senior Advisor will also support the ASG’s work in building strong relationships with government and non-government partners, offer substantive support in any other areas as requires and build strategic partnerships including resource mobilization.

S/he will work closely with other relevant UN Women divisions and units at Headquarters and in the field on matters pertaining to UN Women’s global mandate, especially with the Regional office for Arab States.

The Advisor will support the Deputy Executive Director (ASG) as follows:

  • Support the ASG in her engagements related to normative processes, mainly the Beijing Platform for action, as well as the CSW, with particular attention to building and sustaining political support for UN Women priorities from a wide range of countries and regions;
  • Support the ASG in developing and sustaining strong relationships with governments, intergovernmental institutions, parliamentarians, media, civil society, academic institutions, the private sector, and other stakeholders, with a focus on the Arab region, in support of UN Women and its mandate;
  • Provide expert policy advice and substantive inputs to the ASG on a broad range of gender equality issues and report on international debates on gender equality and women’s empowerment and their implications for UN Women and its mandate;
  • Proactively engage in policy dialogue among Member States and intergovernmental dynamics, tracking key changes over time in policy thinking on gender equality and women’s empowerment, and provide substantive and well informed feedback to the ASG;
  • Support the ASG in her engagements related to normative processes, such as the CSW, with particular attention to building and sustaining political support for UN Women priorities from a wide range of countries and regions'
  • Support efforts to mobilize resources for UN Women from the public and private sectors in the Arab region;
  • Develop, review or contribute to organizational strategies, policies and other documents related to the areas of responsibility of the ASG, especially on political advocacy, strengthening linkages between normative and operational work, and targeted resource mobilization;
  • Contribute to the preparation of high quality briefs, speeches, statements and messages for the ASG and to the preparation of official reports and other documents as required;
  • Develop strong working relationships with other divisions of UN Women and ensure effective internal coordination;
  • Perform any other duties and implement special projects and initiatives, as required by the ASG.

Habilidades y experiencia requeridas

Education:

  • Master degree (or equivalent) in gender equality issues, political affairs, international relations, social sciences or related fields.

Experience:

  • 10 years of progressively responsible experience in multilateral affairs, international development, policy analysis and related areas;
  • Extensive experience in intergovernmental processes, preferably with a focus on gender equality and women’s empowerment and knowledge of the UN system;
  • Experience in managing, supporting and overseeing policy-making, resource mobilization and partnership building;
  • Experience in building and leveraging a network of contacts in the Arab region and with delegations in New York;
  • Excellent negotiating and communication skills and ability to mobilize support from a wide range of internal and external partners (public, private, academic, civil society, business community leaders);
  • Strong interpersonal skills and ability to communicate and work well with diverse groups.

Language:

  • Written and oral proficiency in English is required;
  • Knowledge of Arabic and/or another UN working language is desirable.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
