UNDP has been operational in Somalia since 1991. UNDP’s strategy in Somalia focuses on making progress towards peace and meeting people’s humanitarian and recovery needs by addressing gender issues, boosting access to social services, improving livelihoods, reducing poverty, promoting democratic governance and improving human security. UNDP Somalia Country Office works with the Federal Government of Somalia as well as authorities in various states and regions. Its programme priorities are aligned with the Vision 2016 and the peacebuilding and state-building goals (PSG) and priorities stipulated in the Somali Compact as follows, inclusive politics, security, justice, economic foundation and revenue and services. UNDP Somalia is involved in the implementation of the Compact commitments within the Integrated Strategic Framework of the UN. In joint collaboration with UNWOMEN, UNSOM and other UN entities, UNDP’s current work relates to all PSGs and all cross-cutting issues including the mainstreaming of gender.

The project  aims at strengthening women’s representation and participation in political and public policy making processes making them more inclusive and gender responsive; removing the barriers of existing gender-power relations, obstacles of clan based structure and addressing challenges of limited capacity and insecurity all of which adversely affect women’s ability to voice their concerns, put forward their agenda and negotiate in favour of their interests and claim their rightful space in society, public sphere; at the core of the project remains the support to strengthening women’s agency, voice and role, a shift in the culture of politics and policies; building alliance and strengthening networks of women groups, and networking with elders and capacity building of women’s groups, leaders will be among major strategies. The project will be implemented in newly emerging states and recovered areas in the regions and at national level.

Deberes y responsabilidades

Under the overall supervision of Head the of Gender Unit, UNDP Somalia and day-to-day guidance of the UNV Project Coordinator, the National UN Volunteer (NUNV) Gender and Peace Building Specialist will undertake the following tasks:

  • Under direct supervision of the Head of UNDP Gender Unit and in close collaboration with the Project Coordinator on Gender and Peacebuilding, the national Gender and Peace Building Specialist will play a key role in ensuring the implementation of the project and achievements of results in accordance with the Results Framework;
  • Implementation of the project will be monitored and feedback/review provided in a timely manner and effective measures will be undertaken for effective implementation of the project and delivery of expected results;
  • Timely delivery of project progress and implementation and monitoring and evaluation reports;
  • Enhanced capacity of project implementation partners in effective monitoring and evaluation;
  • Report and final statement of achievements towards volunteerism for gender equality and women’s empowerment during the project implementation period.

Monitoring of Project Implementation:

  • Develop a Project M&E Plan in line with the approved Work Plan and ensure monitoring and review of the effectiveness ad timeliness of the project implementation;
  • Undertake monitoring visits to various project locations prepare report and share findings with all stakeholders, including the Project Board Members;
  • Provide support and guidance to the Project Implementation Partners to strengthen their M&E mechanisms, tools and guidelines;
  • Support periodical review and evaluation of the project and assist project implementation partners and stakeholders to prepare for review and evaluation exercises;
  • Prepare  and  submit  M&E  inputs  as  per  the  Results  Framework  to  the consolidated quarterly/ annual project implementation progress reports meeting the deadline as per the requirement of project;
  • Provide quarterly M&E reports to Project Board and other relevant parties and stakehodlers;
  • Prepare consolidate progress reports for project management to submit to the relevant stakeholders, in accordance with approved reporting formats and schedule.

Coordination and partnerships building:

  • The Project M&E Specialist will work in close collaboration with all project partners and stakeholders and will be responsible for all data collection and reporting arrangements on progress in accordance with the approved work plan and the project Results Framework;
  • Maintain effective dialogue and coordination with the representatives of relevant ministries and agencies, CSOs and donor representatives as regards the timely implementation of the project and delivery of results vis-à-vis the indicators as outlined in the Results Framework;
  • Attend,  participate  and  provide  necessary  inputs  for  preparation  of  and  during  project meeting, Workshops and trainings; Support monitoring and evaluation missions commissioned by the PBF and/or UN entities;
  • Maintain close coordination with project partners, and provide them with information relevant to effective M&E and help strengthen their internal M&E capacity;
  • Ensure wide dissemination and visibility of project achievements and establish and manage mechanisms for communication, exchange of information, experience and lessons learned at the local and national level;
  • Ensure adequate information flow, discussions and feedback among the various stakeholders of the project;
  • Contribute to the review of reports and studies prepared by implementing partners in the framework of the project’s implementation and in accordance with the Results Framework;
  • Identify and share best practices in implementing and managing the PBF project at  national level;
  • Participate in preparation of project-related publications and articles for the consideration of the project steering committee and, upon approval, disseminate widely.

Knowledge-management:

  • Draw good practices and knowledge emerging from the implementation of the project and document them for lessons learned; Produce and disseminate new knowledge products based on lessons learned;
  • Identify scale up opportunities and disseminate them to inform adaptation of ongoing project,  inform new projects/activities;
  • Coordinate/liaise with the relevant Government bodies, civil society, other development partners in gender and peace-building sectors.

Furthermore, UN Volunteers are encouraged to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Promote volunteerism for the advancement of gender equality and women’s rights;
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; network and build relationships with local organizations, groups or individuals, and support and/or participate in local volunteering initiatives; reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; initiate and/or participate in local volunteer groups, including assisting them in submitting stories and experiences to the World Volunteer Web site;
  • Promote or advise local groups on the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible;
  • Encourage, mobilize and support co-workers, fellow UN Volunteers and members of the local community to play an active part in peace and development activities on a voluntary basis;
  • Discuss with supervisors how volunteerism for peace and development can be mainstreamed in the assignment and integrate activities promoting volunteerism for peace and development into work plans;
  • Assist with the UNV “buddy programme” for newly arriving UN Volunteers.

The incumbent must be a dynamic, multi-functional person, who supports implementation of the project with professionalism, dedication and client orientation.

Habilidades y experiencia requeridas

Education:

  • University degree in social sciences, gender/women’s studies or any other relevant field.

Experience:

  • A minimum of 3 years’ experience, preferably in a conflict setting;
  • Demonstrated experience in working in gender-related and/or peacebuilding projects, with a focus of project implementation and/or coordination, project monitoring and reporting;
  • A minimum of 2 years’ experience in gender mainstreaming and coordinating activities in implementing partners, including government ministries, and NGOs;
  • Experience in working in teams and coordinating with project/programme personnel from other Agencies/organizations
  • Experience with the UN system is an asset.

Language:

  • Written and oral proficiency in English is required;
  • Knowledge of Somali language is a requirement.
