Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

As the UN agency with the mandate to work on gender equality, UN Women is responsible for leading and coordinating United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world and at the country level. UN Women is also expected to provide strong and coherent leadership in support of countries’ priorities and efforts, building effective partnerships with civil society, the nodal government agency, private sector and other relevant actors.

The Intergovernmental Processes & Inter-Agency Coordination Unit in UN WOMEN MCO plays a central role to deliver on UN Women’s normative support functions and strengthens linkages between normative work and operational activities. It contributes to the Entity’s support for the development and strengthening of a comprehensive set of global norms, policies and standards on gender equality and women’s empowerment that is dynamic, responds to new and emerging issues, challenges and opportunities and is applied through action by Governments and other stakeholders at all levels. The Unit also has special responsibility for the coordination of substantive servicing of intergovernmental and expert bodies as mandated in relevant legislative documents.

The Division focuses on three broad areas of work: (i) engage with and service intergovernmental bodies related to gender equality and women’s empowerment, as well as managing India MCO’s participation in regional and international policy discourse on gender equality; (ii) support and coordinate interagency coordination and its smooth running and follow-up; (iii) plan, organize and support in building partnerships with the private sector and the civil society in the MCO countries.

Under the guidance and direct supervision of the Deputy Representative, UN WOMEN MCO the Programme Analyst for Intergovernmental Processes & Inter-agency Coordination analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio. S/he is responsible for planning, organizing and effectively supporting participation of Government & Civil Society Organisations in normative intergovernmental processes including intergovernmental negotiations. Assist in the preparation of resolutions and policy briefs;  facilitation of the participation of civil society representatives, experts, and other stakeholders in intergovernmental meetings, preparation of reports and other documentation; engage in dialogue with UN Agencies officials and international/regional representatives; and provision of briefings and orientation to delegates.

The Programme Analyst may supervise and lead support staff. The Programme Analyst works in close collaboration with the operations team, programme staff in other UN Agencies, UN WOMEN HQs/RO staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UN WOMEN programme implementation.

Deberes y responsabilidades

Summary of Key Functions:

  • Ensures implementation of the MCO intergovernmental processes on gender equality and the empowerment of women with SAARC (South Asia Associate for Regional Cooperation) and on the CEDAW (Convention on the Elimination of All Forms of Discrimination against Women) reporting in the region;
  • Ensures effective management of the MCO led Civil Society Advisory Group (CSAG);
  • Support coordination on greater coherence and accountability of UN Systems work in the MCO;
  • Provision of top quality policy advisory services and facilitation of knowledge building and management.

Ensures implementation of the MCO intergovernmental processes on gender equality and the empowerment of women with SAARC (South Asia Association for Regional Cooperation) and on the CEDAW (Convention on the Elimination of All Forms of Discrimination against Women) reporting in the region:

  • South Asia Association for Regional Cooperation (SAARC) partnership: Establish a regular communication channel with SAARC around the on-going initiatives including SAARC gender info base (SGIB), Gender Policy Advocacy Group, migration programme;
  • Coordinate partnership with the High Level Committee on the status of women in India: this involves coordination with the programme units to provide technical support to the HLC as required. Drafting reports to High Level Committees (HLC) as requested;
  • Manage the MCO Beijing 20+ review processes : Coordinate with programme units and civil society partners to organize a consultation on Beijing 20+. Based on inputs received during the conference, draft a report that will shared with UN Women regional office for the Beijing 20+ process. Coordinate with regional office for regional consultation.
  • Manage the MCO CEDAW (Convention on the Elimination of all Forms of Discrimination against Women) review process: Follow up on the regional review processes for CEDAW and UN Women’s support for the CEDAW processes in Bhutan, India, Maldives and Sri Lanka;
  • Coordinate the MCO CSW (Commission for the Status for Women) participation: In coordination with programme units, identify the participants that UN Women will support to attend the CSW. Organize pre-departure and post-conference briefings;
  • Coordinate CSOs (Civil Society Organisations) and UNCT (United Nations Country Team) reports on all inter-governmental processes ie., CEDAW and the Universal Periodic Review (UPR);
  • Support Governments‘ to participate effectively in the CEDAW review sessions.

Ensures effective management of the MCO led Civil Society Advisory Group (CSAG) in the region:

  • Manage, support and coordinate the CSAG activities;
  • Set up and organize regular meetings ensuring that gender concerns are clearly reflected and mainstreamed in the process;
  • Prepares substantive inputs and other documents thoroughly analyzing and researching the political, social and economic situation in the region;
  • Focal point for communications between UN Women MCO and UN Women HQ, UN Women MCO and other UN agencies in India on intergovernment processes and coordination mandate. This involves responding to high level requests and regular communications from other UN agencies, HQ and regional office. The role will be performed in close coordination with programme units to collect relevant information as required on programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices;
  • Develop quarterly progress reports on UN Women´s program experiences in support of the CSAG coordination role.

Ensures effective coordination through greater coherence and accountability of UN Systems work in the region:

  • Take part in country level Common Country Assessment/ United Nations Development Action Framework (CCA/UNDAF) processes and similar exercises related to the Resident Coordinator (RC) system ensuring that gender concerns are clearly reflected and mainstreamed in the process;
  • Prepares substantive inputs to CCA/ UNDAF and other documents thoroughly analyzing and researching the political, social and economic situation in the region;
  • Support the United Nations Country Team (UNCT) Performance scorecard implementation process;
  • Participate in UNDAF thematic clusters/gender working group;
  • Focal point for communications between UN Women MCO and UN Women HQ, UN Women MCO and other UN agencies in India on intergovernment processes and coordination mandate. This involves responding to high level requests and regular communications from other UN agencies, HQ and regional office. The role will be performed in close coordination with programme units to collect relevant information as required on programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices;
  • Develop quarterly progress reports on UN Women´s program experiences in support of the inter-agency coordination role.

Ensures provision of top quality advisory services and  facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for the operations/ projects staff on programme issues.

Any other duties assigned by the Representative and/or Deputy Representative.

Habilidades y experiencia requeridas

Education:

  • Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:

  • 2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects;
  • Experience in strategic planning and programme and project formulation using RBM tools;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language:

  • Fluency in English and working knowledge of the national language of the duty station.
