Antecedentes

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Women’s leadership and participation is one of UN Women’s primary areas of work as mandated in its inception, recognizing the integral role of women in strong and stable democratic processes. In order to promote the leadership and participation of women in decision-making processes, UN Women works to promote gender equality in parliaments, electoral bodies, political parties, media, and other institutions.

UN Women has a proven track-record in supporting women’s political participation through its projects across various regions, under the guidance of UN Women’s founding resolution (GA resolution 64/289) and its Strategic Plan. UN Women is increasingly being called upon by UN partners, civil society partners, donors and governments to provide specific and often short-term gender expertise for capacity building and policy support on women’s political rights, participation and leadership.

To achieve its objectives, and ensure a high quality rapid response capacity on women’s political rights, participation, leadership and influence, UN Women supports the adoption and implementation of constitutional reforms and other measures in laws and policies, (including temporary special measures), gender-responsive electoral processes, and institutional change to enhance women’s engagement on leadership positions.

The Autonomous Region of Bougainville Government (ARBG), through the Department of Community Development, has requested assistance from UN Women for the strengthening of the Office of Gender Equality within DfCD. With funding through the Secretary General’s Peace Building Fund – Gender Initiative 2, UN Women is able to provide this assistance and is now recruiting a suitable qualified Consultant to facilitate this activity.

Deberes y responsabilidades

Under direct supervision of the UN Women, Peace and Security Adviser in Bougainville and the National Programme Specialist in Port Moresby, the Consultant will be responsible for providing expert technical assistance contributing towards the various elements under:

  • Outcome 2: Women’s political participation is improved through the development of gender responsive policies, legal frameworks, processes and institutional mechanisms;
  • Output 2.1. Establishment and increased capacity of the Office of Gender Equality (OGE), including strengthened staff capacity for strategic planning; gender equality policy mainstreaming in ABG; introduction of gender budgets; and monitoring and evaluation of policy implementation.

Key tasks

Develop an Action Plan for the ARBG DfCD Office of Gender Equality and relevant DfCD officers in collaboration with DfCD. The Action Plan should include but not be excusive to:

  • Gender equality and women’s empowerment mainstreaming in ARBG policy planning, strategy and delivery;
  • Gender Equality Social Inclusion Policy requirements for ARBG Departments.
  • Capacity development for relevant personnel;
  • Gender responsive budgeting in ARBG budgets and district level budgets;
  • Monitoring and Evaluation of gender related policies and ARBG programs and their delivery;
  • Coordination of gender and WEE in ARBG offices.

Delivery of high quality, comprehensive capacity training/development for relevant DfCD and other relevant ARBG staff and stakeholders as identified through the Action Plan with on-going, scheduled mentoring and one on one training with the Gender Officer under the Office of Gender Equality AND through at least three scheduled training workshops during the consultancy period. Capacity development will include personnel being involved in developing the deliverables as detailed below.

Key deliverables:

  • A comprehensive Managerial structure of the Office of Gender Equality (OGE) including an outline of key personnel positions with clear Terms of Reference;
  • An Action Plan for the Office of Gender Equality (OGE) with key target priorities earmarked for immediate implementation;
  • A comprehensive DfCD Monitoring and Evaluation Framework of priority gender equality related and Women Peace and Security related policies and action plans - Draft report ready for feedback from UN Women;
  • A comprehensive DfCD Monitoring and Evaluation Framework of priority gender equality related and Women Peace and Security related policies and action plans – Final report incorporating all feedback from UN Women;
  • At least one existing ARBG budget that has been updated to be gender inclusive - Draft budget ready for feedback from UN Women;
  • 6t least one existing ARBG budget that has been updated to be gender inclusive -Final budget incorporating all feedback from UN Women;
  • Draft Gender Mainstreaming Strategy and Action Plan for ARBG Departments- Draft ready for feedback from UN Women;
  • Draft Gender Mainstreaming Strategy and Action Plan for ARBG Departments- Final incorporating all feedback from the Gender Equality Social Inclusion Policy Advocates;
  • Report on all training conducted throughout the consultancy – Draft ready for feedback from UN Women;
  • Report on all training and activities conducted throughout the consultancy – Final incorporating feedback from UN Women.

Habilidades y experiencia requeridas

Education:

  • Minimum: Masters level degree in Political Science, Development Studies, Gender Studies, or relevant field and/or equivalent practical experience.

Experience:

  • At least 7 years of working experience in political participation, including proven experience integrating gender equality into policies and programmes and work in Women in Leadership;
  • Experience working with multi-stakeholder organizations is essential: governments, CSOs, and the UN/ multilateral/bilateral institutions;
  • Experience working in Bougainville and/or PNG is an asset.
  • Experience working in developing and/or post-conflict environments is an asset.

Language:

  • Fluency in oral and written English is required.
