Antecedentes

Rakhine State is one of the least developed parts of Myanmar suffering from several developmental challenges, communal conflict and frequent disasters.

In early 2015, Rakhine State Government (RSG) announced its intention to return/relocate IDPs using a phased approach, starting with an initial caseload of about 5000 households.  To date, IDPs have been returned to locations in Mrauk-U, Kyauktaw, Minbya and Rathedaung townships, and in Nget Chaung (Pauktaw Township).

The recent flood caused by the Cyclone Komen which made landfall in Bangladesh on 30 July has resulted in considerable damage to life, livelihoods and physical infrastructure in 12 states and regions in Myanmar including Rakhine. On 31 July 2015, the President declared Chin and Rakhine states, and Magway and Sagaing regions as natural disaster zones.

In order to respond to the needs of flood and conflict-affected communities, UNDP will be implementing a programme of early recovery support, targetting upto 71 villages, in Kyauktaw and Mrauk U townships. The construction or rehabilitation of small infrastructure will be an important component of this support. The actual construction activities will be undertaken by the communities, using block-grants managed by the CBO and cash-for-work schemes, with the technical supervision of UNDP or a contractual partner (INGO or NGO).

Against this background, UNDP wishes to contract the services of a Civil Engineer to provide technical oversight and monitoring services, on behalf of UNDP, for all infrastructure works to be undertaken in target locations.

Summary of Key Functions:

  •  Reviews and assesses technical design documents for construction interventions, providing substantive technical inputs and quality assurance;

Reviews and assesses technical design documents for construction interventions, providing substantive technical inputs and quality assurance:

  • Develop and finalize structural designs and specifications and prepare cost estimation for the construction and renovation of infrastructure under UNDP direct implementation modality;
  • Review of technical documentation prepared by implementing partners (e.g. Bill of Quantities (BoQ) with estimation of costs, technical description, design and specific drawings); provide feedback; recommend/endorse;
  • Analyze, advise and recommend on risks associated with natural disasters including wind, earthquake, fire and floods to be reflected in the designs and specifications;
  • Participate in an ad-hoc infrastructure design review committee,  to be established at state level (Sittwe), comprising of representatives from UNDP, an Engineer from the Government Construction Department and a representative from a UN agency or I/NGO, which will be responsible for the final review and endorsement of units to be constructed/rehabilitated.

Monitors and supervises construction works:

  • Develop and implement quality control programs and monitor construction quality across construction sites based on national and international standards;
  • Monitor construction sites to ensure that the use of procedures, human resources for cash-for-work, and materials/equipment are in line with the agreed quantity and quality as per the design and cost estimation;
  • Ensure the construction works are moving as per the agreed time-line;
  • Investigate damage, accidents, or delays at construction sites, to ensure that proper procedures are being carried out;
  • Investigate if any problems encountered at the construction sites, discuss with the communities, implementing partner and UNDP, suggest solutions and materialize the agreed course of actions;
  • On behalf of UNDP, provide necessary feedbacks and instructions to communities and implementing partner(s) on the entire construction works (quality, use of human resources and material and equipment);
  • Interact with community and educate them on construction quality standards measures and practices.

Provides general office support:

  • Review reports from implementing partner(s) and provide feedbacks on the report and provide recommendations to UNDP for approving milestone payments;
  • Document lessons learned and provide feedback for any improvements needed;
  • Provide fortnightly monitoring reports and a Final Report to the UNDP Area Office in Sittwe;
  • Participate in a fortnightly meeting with the UNDP Area Office in Sittwe.

Habilidades y experiencia requeridas

Education:  

  • B.E (Civil) or A.G.T.I (Civil).

Experience:

  • A Minimum of 4 years professional experience with B.E (Civil) level qualifications and five years professional experience with A.G.TI (Civil) level qualifications of experience in construction, construction management, or construction administration to interpret contract documents, specifications, and blueprints as well as supervise and monitor infrastructure construction;
  • Specify quality assurance of  community infrastructure construction activities;
  • Knowledge of safe construction practices;
  • Prior work experience with UN, INGOs or NGOs in construction projects.

Language:

  • Written and oral fluency in Myanmar and English.
