Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. The UN Women Multi-Country Office (UNW MCO) in India also covers Bhutan, Maldives and Sri Lanka.

Budgets are critical policy documents of Governments. They reflect the government’s commitments and priorities. Budget analysis helps assess the ‘gaps’ in implementing those commitments and suggest corrective actions to redress the same. In the recent years Gender Responsive Budgeting (GRB) has emerged as a powerful strategy to ensure inclusion of the interests of the socially disadvantaged groups (specifically women and girls) in the planning and budgeting processes.

Gender Responsive Budget Initiatives (GRBI) help assess the gender responsiveness of programmes and ensure that the ‘goal’ of gender equity is achieved through the instrument of budgets. It refers to the process of conceiving, planning, approving, executing, monitoring, analysing and auditing budgets in a gender-sensitive way. The culmination of this process is a gender sensitive budget.

Across countries, GRB has gained widespread recognition in addressing the gaps between men and women and the intersections of marginalities by advocating for inclusive welfare and empowerment and ensuring, inter-alia, better access to socio-economic and development needs. The first documented gender budget initiatives started in 1984 in Australia. From just one country in the early 1980s, GRB is now endorsed by more than 90 countries across the globe, ranging from the poorest to the richest, as a powerful instrument in the ongoing struggle to make budgets and policies more gender responsive

The Government of India (GoI) is committed to Gender Responsive Budget Initiatives (GRBI) since 2004. The Ministry of Women and Child Development (MWCD) adopted the mission statement of ‘Budgeting for Gender Equity’ in 2004-05 for universalizing Gender Budgeting both in the Centre and the States. MWCD is the nodal agency for GRB in the Government of India and UN Women continues to provide technical support for the same.

Around 57 union ministries/departments within GoI have set up GBCs till date. A Gender Budget Statement has been produced since 2005-06 which captures the quantum of allocations for women across sectors by select union line ministries. Further, 18 State Governments have engaged in GRB thus far.

The purpose of this internship is to provide support to the activities for the implementation of programmes within the Gender Responsive Budgeting (GRB) UN Women, New Delhi, India. The intern will receive overall supervision from the Programme Specialist – Gender Responsive Budgeting (GRB) Unit.

Deberes y responsabilidades

Provide efficient research and documentation functions:

  • Undertake desk research on relevant topics on gender budgeting across India and Asia and the Pacific countries;
  • Help prepare reading material for the Asia Pacific Regional Consultation to be held in November 2015;
  • Undertake background research pertaining to various sessions on the Asia Pacific Regional Consultation agenda;
  • Help review and provide feedback on presentations to be made by participants at the consultation;
  • Assist in editing and proof reading  the proceedings report of the consultation;
  • Undertake  background research on pilot trainings for GRB in select sectors of Government of India, to be held in December 2015;
  • Assist in editing research reports on application of GRB in select schemes of Department of Agriculture Extension, Ministry of Agriculture and Ministry of Urban Development.

Provide support to training/consultations organised by the GRB Team:

  • Provide assistance to the GRB team in organising trainings/consultations and compiling relevant information, among other tasks.

Habilidades y experiencia requeridas

Education:

  • Enrolled in a Masters programme in gender and development, social development, public administration or related field,

Experience:

  • Demonstrated experience, part or full-time, paid or volunteer in development, research, advocacy, and policy development.

Language:

  • Fluency in English, excellent writing skills;
  • Knowledge of language of the duty station would be considered an advantage.

Conditions:

  • Interns are not financially remunerated by UN WOMEN;
  • The costs associated with the latter must be borne by the nominating institution, related institution which may provide the required financial assistance to its students; or by the student, who will have to obtain financing for subsistence and make his/her own arrangements for travel to and accommodation at the duty station (i.e. New Delhi, India).
  • Proof of medical and life/accident insurance valid for the location in which the internship will be carried out (i.e. New Delhi, India);
  • Only short-listed candidates will be contacted and called for a motivational interview that will take place on an ongoing basis;
  • The purpose of the Internship Programme is not to lead to further employment with UN WOMEN but to complement an intern’s studies; therefore, there should be no expectation of employment at the end of an internship.
