Antecedentes

As part of UNDP’s efforts to enhance strategic positioning and partnership profile globally, including in countries of Europe and the CIS, UNDP seeks to catalyze action that will help governments take advantage of multilateral funding for development and lead to new and innovative partnerships, including with International Financial Institutions (IFIs).

Recognizing that traditional sources of development finance are increasingly limited, while the universal and comprehensive nature of SDGs calls for greater financing flows and national ownership, collaboration with International Financial Institutions (IFIs) is becoming more important to leverage greater development returns at a time of historic opportunities and significant risks.

UNDP recognizes the European Investment Bank (EIB) as a valuable partner that provides finance and expertise for sound and sustainable investment projects that contribute to growth and employment. In particular, EIB’s four focus areas: innovation and skills, access to finance, climate action, and strategic infrastructure, are all areas where UNDP and EIB have significant synergies. So far, UNDP and EIB have built a strong partnership in Armenia and collaborated in Cyprus on wastewater treatment. New opportunities are emerging in the areas of energy efficiency, water and sanitation, and early recovery.

The Partnership Consultant, based in Brussels, will report to Team Leader, New Partnerships and Emerging Donors, UNDP Istanbul Regional Hub and to Partnership Advisor, UNDP Brussels.

Overall objective of the assignment

Building upon the mapping study of partnership opportunities with international development banks for UNDP in Europe and CIS, and in support of the broader UNDP IFI strategy, the overall objective of this assignment is to build strong working-level relationship with the European Investment Bank and develop a pipeline of potential joint initiatives.

Location

Brussels, Belgium (with travel to Luxembourg and in the region).

Deberes y responsabilidades

The consultant will:

Perform in-depth analysis, including desk research and interviews with key contacts, of the existing agreements and joint initiatives between UNDP and EIB. Approx. 3 case studies from Europe and CIS and another region (e.g. Africa) will be identified by UNDP upon the start of the assignment;
Identify key EIB-UNDP bottlenecks, processes, and opportunities;
Prepare practical guidelines (operational and programming manual) for UNDP on how to work with EIB;
Manage day-to-day relationship with EIB through liaising with EIB offices in Brussels and in Luxembourg;
Liaise with the UNDP Brussels office, Bureau of External Relations and Advocacy HQ and relevant Regional Bureaus in order to ensure the necessary linkages within UNDP and with EIB. This will also include monitoring of developments in UNDP’s partnership with the European Commission;
Assist Country Offices in developing 3-4 proposals for UNDP in the Europe and CIS region and, based on demand, one proposal from another region where UNDP operates to be implemented in collaboration with EIB.

Deliverables:
Deliverable 1 (completion estimated by: 25 February 2016)

Analytical report on existing agreements and joint EIB-UNDP based on case studies provided by UNDP (approx. 15-20 pages);
EIB partnership profile (updated on a monthly basis and/or according to new developments in the relationship) with list of key EIB contacts in Luxembourg and Brussels;
Action plan on EIB engagement in support of the broader UNDP IFI strategy, with key deadlines related to bank’s operational calendar;

Deliverable 2 (completion estimated by: 25 April 2016):

Operational and programming manual on how to work with EIB (approx. 20-30 pages).

Deliverable 3 (completion estimated by: 5 July 2016):

Four bankable project proposals for consideration by UNDP and EIB.

Payments will be made in three installments based on the following tentative schedule:

Installment 1 - 25% upon confirmation by Certifying Officer of satisfactory delivery of Deliverable 1, date: estimated 25 February 2016;
Installment 2 – 35% upon confirmation by Certifying Officer of satisfactory delivery of Deliverable 2, date: estimated 25 April 2016;
Installment 3 – 40% upon confirmation by Certifying Officer of satisfactory delivery of Deliverable 3, date: estimated 5 July 2016.

Habilidades y experiencia requeridas

Education:

Master’s degree in Finance, Economic, Business Administration, International Relations, and other fields related to the scope of the assignment.

Experience:

At least 6 years of working experience in programming, project management, technical assistance, or policy advice in international financial institutions or United Nations (preferably in EIB or UNDP);
Proven track record of developing partnerships with international financial institutions or partnerships with the private sector on international development issues;
Proven relevant experience in developing partnerships in Europe and the CIS countries as covered by UNDP Istanbul Regional Hub.

Language:

Excellent written and spoken English;
Knowledge of French or one of the region’s languages is an advantage.

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal;
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
Responsive/compliant/acceptable; and
Having received the highest score out of a pre-determined set of weighted technical and financial criteria (P11 desk reviews and interviews) specific to the solicitation.

Only those candidates who obtained at least 70% of points in each step of the process technical (P11 desk reviews and interviews) will be considered for financial proposal evaluation.

Technical Criteria - 70% of total evaluation – max. 35 points:

Academic qualifications – max. points - 5;
At least 6 years of working experience in programming, project management, technical assistance, or policy advice in international financial institutions or United Nations (experience in EIB or UNDP will be an asset) – max. points – 10;
Proven track record of developing partnerships with international financial institutions or the private sector – max. points – 10;
Proven relevant experience in developing partnerships in Europe and the CIS countries as covered by UNDP Istanbul Regional Hub – max. points – 5;
Interviews (experience ) – max. points – 2.5;
Interviews (language proficiency) – max. points – 2.5.

Financial Criteria - 30% of total evaluation – max. 15 points.

Responsibility for expenses associated with the assignment:

The consultant will be responsible for expenses associated with undertaking this assignment, including, but not limited to printing, stationery, telephone and/or electronic communications. The consultant will be provided office space in the UNDP office in Brussels, however he/she is expected to bring own computer for work purposes;
The financial proposal should be all-inclusive taking into account all expenses to be incurred by the consultant/contractor during the contract period (e.g., fee, travel, health insurance, vaccination and any other relevant expenses related to the performance of services);
Travel costs: The consultant is expected to undertake six 2-day missions to Luxembourg, which must be included in the financial proposal. This assignment also entails possible missions to the UNDP Country Offices of up to 5 days each. The costs of missions to UNDP Country Offices will be covered separately by UNDP. Please note that all travels/missions must be pre-approved by the Certifying officer before traveling;
No settling in or repatriation costs will be provided by UNDP to the consultant.
