Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Policy Division develops and implements the UN Women program of work on analysis, research and knowledge management that provides the evidence base for the advice and guidance UN Women provides to the intergovernmental process, the UN system, and to UN Women staff working at the country and regional level on issues of gender equality and women’s empowerment. It identifies emerging issues and trends, and develops and proposes new strategies for achieving the agreed goals through innovative approaches and lessons learned about what works in practice. It also designs and oversees the training and capacity development programs of UN Women, working closely with the UN Women training facility in Santo Domingo.

The Policy Division staff is organized in Thematic Clusters, bringing together technical experts who undertake issues-based research; analyze data on country, regional or global trends, build a knowledge base on policy commitments and their implementation, propose evidence-based options for global policy, norms and standards and for UN Women global programme strategies, and contribute substantive inputs to policy advocacy and technical cooperation programmes.

Peace and Security is one of five thematic areas of UN Women’s strategic plan, and an area in which UN Women coordinates and leads the UN system. The Peace and Security section, located within the Policy Division, is responsible for knowledge functions, technical support, programme inception, interagency coordination, monitoring and accountability of the UN system to key frameworks and intergovernmental support on the full women, peace and security agenda.

Building on the outcomes of the 15 year review of Security Council resolution 1325 (2000), the section has launched a new pooled funding mechanism to accelerate the full implementation of women, peace and security – the Global Acceleration Instrument on Women’s Engagement in Peace, Security and Humanitarian Affairs. The GAI is a pooled funding mechanism managed by the UN’s multi-partner trust fund office. UN Women functions as the Secretariat for the new instrument. The section is also looking at new ways to support country office implementation including through the development and roll out of the new Flagship Programme on Women, Peace and Security. UN Women's Peace and Security Section is responsible for providing technical support to UN Women Country Offices in all areas of peace and security programming.

Under the supervision of the Deputy Chief, Peace and Security (P5), the Policy Specialist, Peace and Security will be responsible for supporting the establishment and full implementation of the Global Acceleration Instrument, supporting flagship programme development and country office technical support.

Deberes y responsabilidades

Provide technical support to the Secretariat of the Global Acceleration Instrument (GAI):

  • Establish administrative arrangements for GAI, including an operations manual;
  • Liaise with working level GAI Funding Board members;
  • Oversee knowledge management, communications, and advocacy functions of the GAI;
  • Support socialization of GAI with country offices including ongoing outreach to offices to share information on the GAI, the role of UN Women and the opportunities for strategic resource mobilization
  • Establish ongoing support to country offices where GAI funds are invested;
  • Provide technical support to the monitoring and oversight capacities for the GAI.

Provide technical support to Flagship Programme Initiative (FPI) design, development and implementation:

  • Contribute policy support to countries in localizing the Flagship Programme Initiative and theory of change;
  • Oversee the development of programme design templates;
  • Identify and develop key knowledge products needed for FPI development;
  • Create and implement a communication plan for the Flagship Programme Initiative;
  • Provide technical support to creation and smooth function of community of practice;
  • Liaise with regional advisers on elements to be included in the FPI.

Provide advisory, technical and programme support to country offices:

  • Provide technical advice and support to country offices in the area of peace and security programming, particularly in Rapid Response situations; and in resource mobilization;
  • Conduct trainings for country offices and partners on key aspects, as requested;
  • Provide capacity building within and beyond UN Women to build the body of expertise on women, peace and security.

Participate in partnership building and resource mobilization:

  • Develop partnerships with appropriate international civil society, governmental and intergovernmental institutions to advance common goals in this area;
  • Establish and nurture relationships with academia, research institutes, civil society and experts in women, peace and security to expand and share knowledge, exchange views on latest findings; incorporate cutting-edge thinking in UN work;
  • Assist with the development, review and evaluation of funding proposals and oversee the preparation of donor proposals and reports.

Participate in advocacy and communication efforts:

  • Represent UN Women in appropriate forums to further advocacy goals and strategic partnerships;
  • Provide technical support to the development of policy briefs, talking points, and other corporate products as needed.

Facilitate knowledge building and sharing:

  • Contribute to the development of knowledge management elements with regional advisers, within the GAI and the FPI, linking all initiatives through communities of practice and sharing of products;
  • Create and disseminate knowledge products to support the flagship programme and country office programming on women, peace and security.  This includes support to collating, analyzing and consolidating lessons learnt/best practice linked to in-country programming and contributing to the development of new UN Women knowledge products, research and policy.

Any other functions as requested by the Deputy Chief (P5) or Chief, Peace and Security section (D1).

Habilidades y experiencia requeridas

Education:

  • Advanced university degree (Master's level) in law, social sciences, political science/ international affairs (i.e. international development studies, gender/women’s studies) or a related technical field.

Experience:

  • Minimum of 5 years of experience in human rights; peacebuilding; women, peace and security; gender and development.  Programme and policy analysis, strategic planning and field experience in peacebuilding settings;
  • Working experience in the field;
  • Three years of progressively responsible professional project management, coordination, monitoring and evaluation;
  • Experience working with women’s organizations and governments;
  • Experience in knowledge management and generation including via communities of practice and publication track record.
  • Experience and knowledge of UN Women desirable;
  • Familiarity with UNDP Atlas system and Prince 2 is an asset.

Languages:

  • Fluency in English is required. Fluency in French or Spanish desirable.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
