Antecedentes

UN Women is the UN Entity for Gender Equality and the Empowerment of Women, dedicated to advancing gender equality and women’s human rights globally. Organizational Context 
UN Women Afghanistan delivers its programme through three thematic Pillars, to ensure greater cohesion between the program areas, namely:  (i) Elimination of Violence Against Women (EVAW) Pillar, (ii) Economic and Political Empowerment Pillar and (iii) Coordination and Advocacy Pillar. This consultancy falls within the EVAW Pillar.

The role of the EVAW Pillar is to support national counterparts, including the Ministry of Women’s Affairs (MoWA), key line ministries, parliamentary bodies, and civil society, with the implementation of the National Action Plan for the Women of Afghanistan (NAPWA) and the Afghanistan National Development Strategy (ANDS), specifically within the areas of legal protection, rule of law and women’s human rights. The Pillar builds on partnerships developed with MoWA, other line ministries, local government entities in the justice, interior, social protection and health sectors, NGOs and community-based groups to strengthen legal protection mechanisms that are socially and culturally sensitive to Afghanistan’s context. 

In this regard, UN Women is supporting variety of partners including the Ministry of Women’s Affairs and the civil society organizations with provision of financial and technical support to improve mechanisms which; could contribute to prevention and elimination of violence against women. These programs are targeting wide range of audience to engage in discussion, campaign and interventions promoting environment free from violence against women.

Deliverables and timeframes
Summary of key functions:
Under the direct supervision of the EVAW Pillar Manager, in coordination with other units, and the overall guidance of the ACO Senior Management as well as in consultation with key stakeholders including the Ministry of Women’s Affairs, UN Agencies, the Afghan civil society the International Consultant will work with the ACO team to provide technical assistance and expert support for the following areas: 

Scope of Work: Provide technical assistance to the EVAW team in development of mechanisms for addressing sexual harassment in the selected Ministries  

Develop mechanisms of handling sexual harassment cases in the selected institutions 

  • Develop training material/ manual for the implementation of the mechanism addressing sexual harassment in the selected institutions 
  • Train a group of trainers including the ACO staff on the training manual once developed
  • Develop materials to communicate how anyone experiencing sexual harassment can seek help

 Time estimate: 15 days   (including in-country visit) 

Deliverables: Sexual harassment training guide; Report on sexual harassment training and tools to communicate reporting; 

EVAW National Strategy and Action Plan  implementation

  • Provide technical support to the EVAW team in implementation of EVAW National strategy and Action plan
  • Support design and implementation of base line surveys reflected in the Action Plan 
  • Develop mechanisms of monitoring and reporting on the implementation of EVAW National Strategy and Action plan

 Time estimate: 10 days   (home based)
  Deliverable: Report on technical assistance provided on EVAW National action plan  
implementation 

Resource Mobilization

  • Assist the ACO in its resource mobilization efforts, including development of concept notes, RM materials, approaching potential donors including foundations and other, monitoring various calls for proposals by donors and UN and preparing submissions

Time estimate: 15 days through first 6 months of the assignment (home based and in country if needed)
Deliverable: at least 3 successful submissions 

Overall support 

  • In addition to the above mentioned deliverables, Consultant is expected to provide continuous technical support to ACO in the area of EVAWG through on-line and when needed followed by in-country missions. It may include in average up to 4 days/month of on-line support. The Consultant will work with ACO to develop a tentative work plan in this regard. 

Time estimates: 48 days (including possible in country)
Deliverables: a report and copy of the deliverables according to the agreements with the ACO  

Administrative arrangement:

  • The Consultant will be working home based with  travel to Kabul  
  • The consultancy shall commence as soon as possible for the period of 12 months. 
  • The contract payments will based on the submission of satisfactory deliverables to the ACO.

Key Deliverables:

  • A work plan for the assignment developed and endorsed by the ACO management. 
  • Anti - sexual harassment training guide; Report on anti-sexual harassment training and tools developed for implementation of the anti-sexual harassment regulation.
  • Proposals submissions for resource mobilization
  • Report of the overall support provided
  •  A final report on the completion of assignment

Habilidades y experiencia requeridas

Education:

  • Master’s Degree in social development, gender, or other related social science related fields.

Experience:
    

  • Minimum 7 years relevant professional experience in conducting community assessments, project formulation, and knowledge of gender, GBV and the impact of conflict on women.
  • Knowledge of EVAWG international framework and EVAW country level programming. Expertise in gender equality and women’s empowerment. Experience with VAW prevention work. Prior experience in gender analysis.
  • Experience with community mobilization approaches.
  • Experience in countries of a similar context as well as previous experience in a similar role with the government, civil society and/or UN; experience in Afghanistan will be an additional asset.
  • Strong experience and knowledge of human rights issues, the human rights based approach to programming.

 
Language requirement:
     

  • Professional fluency in English (written and oral) 
  • Knowledge of Dari and/or Pashto an asset.

Submission of Applications
Timeframes and Institutional Arrangements
The consultant will be engaged for a maximum of # working days.  He/she must submit the following documents/information to demonstrate the qualifications:-

  • Cover letter: (not more than 450 words) explaining their suitability for the work and a brief description of approach to work/methodology
  • Financial proposal: indicate fee per day as well as travel cost by most direct and economic route (return ticket)
  • Personal CV including past experience in similar projects and at least 3 references and signed P11 form.

Financial Proposal:
The contract is based on fees per day tied to achievement of satisfactory deliverables as per the scope of assignment and deliverables table.  Payments will be made upon receipt of deliverable reports, certified by supervisor and approved by the Country Representative.
