Antecedentes

Local Climate Adaptive Living Facility (LoCAL) is the UN Capital Development Fund’s global facility to promote climate change resilient communities and economies by increasing financing for and investment in Climate Change Adaptation (CCA) at the local level in Least Developed Countries (LDCs). The LoCAL programme applies the principles of fiscal decentralisation, local investments, and effective local public financial management to climate change. It is a mechanism that enables: the mainstreaming of CCA into local government’s planning and budgeting systems; increased awareness and response to climate change at the local level; and increased amount of finance available to local governments (LGs) for CCA.

LoCAL provides a transparent, efficient and effective mechanism – performance-based climate resilience grants (PBCRG) - for local governments to access funds for climate change adaptation through existing financial and public expenditure management systems, while reinforcing incentives for good performance, building capacity and supporting policy development for climate change adaptation at local level.

LoCAL’s methodology channels funds directly to the local level while providing incentives for local governments to mainstream climate-adaptive thinking into everyday planning and investment, thereby encouraging systematic analysis of changing weather patterns and their impacts on local economies. The LoCAL facility is therefore globally the first climate financing mechanism, which exclusively targets local institutions and their adaptation capacities. Over time, the aim is for local governments to build their revenue generation and management capacities so that they can match external funding with own resources as part of their resilience building plans.

LoCAL operates primarily in LDCs and will be introduced in 3-tiered intervention as follows:

Phase I: The first phase involves an initial scoping followed by a testing in a small number of LGs with a baseline defined by the scoping study. It introduces the PBCRG for 1 or 2 fiscal cycles; tests the relevance of the investment menu and fine tunes the methodology; and provides necessary information for the refinement of the baselines and the design of phase II together with concerned national authorities.

Phase II: Phase II entails a national pilot of LoCAL and is designed based on the lessons of the phase I. It scales up to around 5% to 10% of all LGs in a country. The purpose of this phase is to further demonstrate the effectiveness of LoCAL and establish conditions for a full national rollout.

Phase III: Under phase III, LoCAL PBCRG are gradually rolled out to all LGs based on the results and lessons of the earlier phases. The role of LoCAL project in this phase is threefold: provide quality assurance; support the PBCRG and the annual assessments; and provide independent and verifiable reports on the quality and impact of the resilient adaptive investments.

The LoCAL initiative is currently on-going in 11 countries (Bangladesh, Benin, Bhutan, Cambodia, Ghana, Lao PDR, Mali, Mozambique, Nepal, Niger and Tuvalu). Programmes are under preparation in Lesotho, Tanzania and Uganda, with more countries expected to join the initiative in 2016-2017.

Objectives of the Assignment

The overall objective of the assignment is to demonstrate the effectiveness of the LoCAL approach in addressing the impact of climate change on local communities.

As the programme spreads across regions and expands, it is important to collect and document experiences, lessons learned, good practices, outputs, outcomes and impact of the projects in the pilot countries and to communicate and disseminate the findings in high-quality accessible communication and knowledge materials suitable for as background information on the project as well as to raise awareness, build understanding of the approach and share experiences with existing and new participating countries, development partners and the international community at large. The deliverables of this consultancy will also be used to support of LoCAL national capacity in monitoring and evaluation of the portfolio and use the collected data to measure effectiveness and efficiency of local climate resilient investments.

Scope of Work

The Knowledge management and communication consultant will be primarily responsible to collect and document experiences, lessons learned, good practices, outputs, outcomes and impact of the projects in the pilot countries and to communicate and disseminate the findings in high-quality accessible communication and knowledge materials, including through high-quality print, web and audiovisual media.

The consultant will undertake the following tasks:

• Provide professional knowledge management and communication support for LoCAL , in line with UNCDF communication strategy using a broad range of media, including video, web pages, and social media;
• Review project documents and materials and findings of participatory evaluation, monitoring, assessment carried out by implementing partner(s) and/or UNCDF and other related documents;
• Design and develop the story line for country fact sheets and stories from the field and case studies as assigned;
• Develop contents for publication of country fact sheets and case studies in form of ready-for-printing materials, web-page, and short video segments suitable for download or for presentation in conference events;
• Produce content for LoCAL website, including news and updates, events, story writing, video segment preparation, etc;
• Develop databases of LoCAL programmes and investments including 1 on-line to be included on the LoCAL website;
• Collect materials and develop a database and library of programme outputs (ex. reports, assessments, photos, videos, press releases, press articles, communication products);
• Identify climate change adaptation websites (in addition to UNCDF in-house websites) on which LoCAL material could be placed, and determine the format requirements for material to be posted on these sites;
• Assist UNCDF to place materials on suitable UNCDF and non-UNCDF websites;
• Supports social media initiatives;
• Revise communication materials of LoCAL, in particular brochure, with insertion of the latest programme developments and knowledge;
• Prepare new publication materials in close consultation with LoCAL Secretariat for review;
• Carry out fieldwork, take high quality pictures suitable for web and print publishing, in-depth and video interviews with key stakeholders including local administrators at the village, district and provincial level, community leaders, citizens in the selected communities, representatives of key donors, and UNCDF officials;
• Develop video story lines, conduct video interviews and provide video interview segments with English sub-titles;
• Film the LoCAL events and undertake video interviews with key participants at the events for website.

The consultant is responsible for all aspects requiring a technical knowledge of web page design.

Final Output

The deliverables of the assignment will be high standard of knowledge and communication services and products including:

• Databases of LoCAL programmes and investments including an on line database to be included on the LoCAL website;
• Country fact sheets and stories from the field and case studies materials edited in format suitable for web-page publication and other dissemination means;
• High quality photos from the field that can be used for website and other communication products
• Video segments of length 1-3 minutes each covering LoCAL, country  programmes, and events including individual interviews, with sub-titles where needed and of suitable size to be made available by download from a website or for presentation at conference events;
• Up-to-date LoCAL brochure and new knowledge and communication materials, with latest developments and findings
• An updated and well maintained LoCAL website  (aligned with UNCDF website), illustrated, with pictures, videos, news, events and stories, with content which can feed into a e-newsletter;
• A database and library of programme outputs (ex. reports, assessments, photos, videos, press releases, press articles, communication products)
• A short factual report documenting the activities carried out by the consultants and any lessons learned which may be of use to UNCDF/ LoCAL in undertaking similar initiatives in the future.

All products and reports related to the assignment and mission will be provided to UNCDF and be subject to associated copyrights. The contractor will not use, without prior permission of UNCDF, any the materials or data produced during the assignment for any other purpose than furnishing UNCDF with a project delivery. Any use or reference to the information contained within the presented mission documents must be prior clarified and approved by UNCDF and clearly reference UNCDF as the source.

Duration of Assignment, Duty Station and Expected Places of Travel

Duration: Initial 40 days to cover for the period of 12 months with possibility of additional days depending on the requirement and fund availability.
Duty station:  Home-based, with travel to countries where LoCAL project is implemented in Africa. Please note that the assignment details and missions will be decided and agreed upon at a later stage based on the actual need.

Provision of Monitoring and Progress Control

The consultants will perform tasks in collaboration with UNCDF country teams, and report to the LoCAL Project Manager (Africa), based in the UNCDF Regional Office for West and Central Africa, Dakar and under guidance of Partnership and Communications Specialist (UNCDF/HQ)
Deliverables shall be submitted to the Project Manager. Payment will be made twice after each submission of specific products with satisfactory rating by the immediate supervisor.

Habilidades y experiencia requeridas

Education

• Bachelor degree or equivalent in International Development, Social Science, Environment, Communication, Journalism or other relevant fields. Master’s degree is preferred.

Experience

• At least 10 years of experience in knowledge management and communication, producing and editing development communications products using a variety of media;
• Experience in website management, and managing a website and databases including creating and uploading its content;
• Experience in writing and producing knowledge and communication products;
• Experience in production of photos, short video segments;
• Experience in quantitative and statistical research and database management is an asset;
• Demonstrated experience and understanding of development and climate change issues.

Languages

• Fluency in both English and French, in written and oral form, is required.

The formula for the rating of the Proposals will be as follows:

Total maximum obtainable score for Technical proposal = 100 points.

Financial Criteria weight: 30%
