Antecedentes

UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, operational since January 1 2011, works towards accelerating the United Nations’ goals on gender equality and the empowerment of women.

UN Women supports innovative and catalytic programmes, advocacy, and technical assistance related to women’s human rights in countries throughout the world as part of the overall UN development cooperation system.

Under the guidance of the Women’s Political Empowerment team leader, the Project Assistant will provide support in  the implementation of UN Women’s component in  the joint programme between UN WOMEN, UNDP and UNFPA titled “Social, economic and legal empowerment of Egyptian women”. The programme addresses specific hurdles faced by women in order to encourage women’s equal participation in society based on citizenship rights. UN WOMEN component under the joint programme entails supporting nationally led Women’s Citizenship Initiative and the establishment of women and youth coalitions to ensure they have a common vision, and have the capacity to coordinate and collaborate on different issues, as well as to widen their constituencies.

Deberes y responsabilidades

Summary of Key Functions:

Ensures the implementation of programme strategies, adapts processes and procedures;

  • Supports the formulation of programme strategies and implementation of the Country Office Annual Work Plan;
  • Provides effective support to management of the CO programme;
  • Provides administrative support to the Programme Unit;
  • Support resource mobilization strategy;
  • Ensures facilitation of knowledge building and knowledge sharing in the CO.?

Ensures the implementation of programme strategies, adapts processes and procedures of the following results:

  • Implementation of the CO partnerships and resources mobilization strategies, drafting of reports.

Supports formulation of programme strategies and implementation of the Country Office Annual Work Plan focusing on achievement of the following results:

  • Presentation of background information for drafting project documents, work plans, budgets, proposals on implementation arrangements;
  • Track and reporting on mobilized resources.

Provides effective support to the management of the CO programme focusing on the achievement of the  following results:

  • Creation of a project in Atlas, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project;
  • Provision of guidance to the executing agencies on routine implementation of projects;
  • Presentation of information for audit of NEX projects, supports implementation of audit recommendations;
  • Keep track, initiate and oversee procurement needs and procurement;
  • Support annual budgets formulation;
  • Prepare and follow up on contract and agreements.

Provides administrative support to the Programme Unit  focusing on achievement of the following  results:

Review of programme narrative and financial Reports; preparation of non-PO vouchers;

  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas;
  • Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas;
  • Making budget check for requisitions, POs and vouchers;
  • Process payments for short-term consultants as well as facilitate travel and accommodation requirements of consultants and other personnel hired by UN Women;
  • Preparation of vouchers and requisitions for development projects
  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
  • Assist in organization of national and international workshops, seminars, visiting missions, field trips;

Supports resource mobilization focusing on achievement of the following results:

  • Track and reporting on mobilized resources. Review of contributions agreement, managing contributions in Atlas.

Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

  • Organization of trainings for the operations/ projects staff on programme;
  • Synthesis of lessons learnt and best practices in programme;
  • Sound contributions to knowledge networks and communities of practice.

Habilidades y experiencia requeridas

Education: 

  • University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement;

Experience: 

  • 3 years of relevant administrative or programme experience is required at the national or international level;
  • Previous experience with the UN would be an advantage;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages;
  • Experience in handling of web based management systems.

Language: 

  • Fluency in written and spoken English & Arabic is required.
