Antecedentes

The UN Women Albania programme is framed under the GoA and UN Programme of Cooperation 2012-2016 and it supports government, civil society and gender equality advocates in cooperation with UN agencies and international development partners to achieve national and international commitments towards gender equality.

UN Women more specific areas of programme intervention focus on:

Created by UN Women, the United Nations entity for gender equality and the empowerment of women, the HeForShe solidarity movement for gender equality provides a systematic approach and targeted platform on which men and boys can engage and become change agents towards the achievement of gender equality. Achieving gender equality in our lifetimes requires an innovative, inclusive approach that both recognizes men and boys as partners for women’s rights, and acknowledges the ways in which they also benefit from this equality. HeForShe invites men and boys to build on the work of the women’s movement as equal partners, crafting and implementing a shared vision of gender equality that will benefit all of humanity. Since its launch on 20 September, 2014, at the United Nations by UN Secretary-General Ban Ki-moon and UN Women Global Goodwill Ambassador, Emma Watson, hundreds of thousands of men from around the world including Heads of State, CEOs, and global luminaries, from all walks of life have committed to gender equality. HeForShe has been the subject of more than 2 billion conversations on social media, with off-line activities reaching every corner of the globe. HeForShe moves beyond awareness to action, asking men to define what matters to them, and what they will do to make a difference. Hundreds of thousands of men have made this commitment, and are now taking their own steps to change the world, sharing their stories to inspire others to follow suit. Their individual actions will collectively create the sustainable social and systematic change we need to achieve equality.

UN Women Albania has developed a Communication Strategy to ensure higher visibility to its mandate, activities and results. Among the main recommendations made in the strategy was the need to ensure a systematic and strategic media coverage of UN Women Albania “HeForShe” Campaign. UN Women Albania will be launching the HeForShe in Stadiums project. In light of these needs, UN Women Albania is recruiting a professional photographer and video producer to take high quality pictures and clips in support to an initiative undertaken in cooperation with the Albanian Football Federation and the Albanian Vodafone Foundation, to raise awareness on the role of men and boys for gender equality. During the second phase of the National Championship the HeForShe Campaign will be presented in 10 Stadiums through the launch of a mobile application and the diffusion of messages during the matches.

Deberes y responsabilidades

Overall objective:

The overall objective of the photographer and video producer it to provide professional photo shooting services and video clip production for the implementation of the ‘HEFORSHE in Stadiums’ initiative.

Duties and Responsibilities:

Under the overall supervision of UN Women National Programme Officer and the direct supervision of UN Women CO in Albania EVAW Junior Specialist, the Photographer will cover the 10 events that will happen in the framework of the initiative and will deliver pictures and videos for every match in the framework of the initiative in different cities in Albania (Tirana, Shkodra, Korça, Durrës, Puka, Laç, Vlora and Kukës). More specifically, the photographer shall provide the following services/products:

  • At the request of the UN Women Country Office, capture in photos and video clips the campaign activities in the framework of “HeForShe in Stadiums”, ensuring that the photos and video clips collection provides a comprehensive visual report. Traveling will be required;

  • Photos and video clips collection of models of change or/and related representatives conveying important messages and engaging in the campaign.
    Photos and video clips should show engaged men and boys in simple, bold, optimistic images;

  • Ensure high quality of the photos and video clips materials suitable for publishing in the conventional media (TV & Papers);

  • Work in close co-operation with and report to the HeForShe Communication Adviser and related Program Officer;

  • Abide with the UN Women copyright rules and regulations. Refrain from providing any photo materials taking under the UN Women assignment to any media outlet, publishing agency, organization or personality.

Key deliverables and timeframe:

  • Detailed time-line of the consultancy implementation;

  • An optimized edit of 15-20 of the best photos from each assignment;
    In addition, the full take of all the original images should be delivered to the Country Office recorded on a CD following the assignment;

  • An edited video of 1 minutes, with the best captures and highlights for each activity. Additional raw material may also be delivered to UN Women.

  • 3-5 edited videos of Models of Change – Football players for the campaign (45 seconds each)

           Academic Qualifications

  • Secondary education combined with professional qualification on photography and digital imaging; University degree in visual art preferred.

    Work experience

  • At least 5years of experience in shooting/editing of photos and video clips on social contexts;

  • Experience of working with renowned development organizations;

  • Equipped with up-to-date hi-tech digital cameras and lenses.

    Language requirements

    Proficiency in written and spoken English and Albanian.

    Evaluation of applications

    Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and

  • Having received the highest score out of below defined technical and financial criteria.

Applications will be assessed according to the following technical criteria:

  • Relevant education/qualifications in the area of professional photography (weight 10, max. points 10);

  • At least 5 years of experience in shooting photos/videos on social contexts (weight 20, max. points 20);

  • Experience of working with renowned development organizations (weight 10, max. points 10);

  • Equipped with up-to-date hi-tech digital cameras and lenses (weight 10, max. points 10);

  • Excellent photographing and video shooting skills (weight 20, max. points 20).

    Only candidates obtaining a minimum of 70% (49 points) in the technical evaluation would be considered for financial evaluation.

    The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. The calculation formula applied is as follow:

    p = 30 (µ/z); where: p = points for the financial proposal being evaluated; µ = price of the lowest priced proposal; z = price of the proposal being evaluated.

  • Financial Proposal specifying a total lump sum amount in ALL Albanian Lek for the tasks specified in this announcement. The financial proposal shall include a breakdown of the lump sum amount into the number of anticipated working days, plus the travel costs to 1) Shkodra, 2) Korça, 3) Durës, 4) Puka, 5) Laç, 6) Vlora and 7) Kukes.

    Note: Failure to submit financial proposal will result in automatic disqualification.

  • Soft and hard copies and/or links of previous similar products (photos + video clips).

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee and any other relevant expenses related to the performance of services).

Payment will be made as per the payment schedule in the contract upon (i) satisfactory completion of tasks; (ii) provision of deliverables specified in the ToRs; (iii) submission of and approval of final report; and (iv) submission of the respective time-sheet and invoice.
