Antecedentes

The g7+ is a voluntary group of fragile countries that was established in 2010 to give a voice to conflict-affected states on the international stage. The group, currently comprised of 20 countries, advocates for changes to the way international partners engage in conflict-affected environments, and also acts a platform for sharing and learning between countries. The group is the first of its kind, and has started to gain real traction internationally, including through frequent engagement with bilateral donors, the United Nations and the World Bank Group at the highest levels, and a growing programme of reform within g7+ countries.  The first major international agreement between the g7+ and international partners is the New Deal for Engagement in Fragile States, signed at the 4th High Level Forum on Aid Effectiveness at Busan in 2011. The ‘New Deal’ sets out wide ranging reforms to aid delivery in fragile contexts, including a new set of Peacebuilding and Statebuilding Goals. The g7+ international secretariat is based in Dili,Timor-Leste (East Timor). This role’s main aim is to provide support to the Secretariat. It is based in Dili and may involve frequent travel to international g7+ meetings.

Deberes y responsabilidades

1. Strengthening the g7+ Secretariat, including through:

  • Supporting the work planning, monitoring and reporting of the Secretariat.
  • Contribute to the capacity building of the Secretariat through mentoring and training activities of secretariat staff as requested.
  • Working closely with the team for all types of administrative, technical and logistical support to major national and international events.
  • Conducting all responsibilities with an appropriate level of support and regard for confidentiality.

2. Assisting the policy work of the g7+ including by:

  • Support the preparation of background documents, discussion papers, briefing notes, speaking points, letters, and powerpoint presentations for use during g7+ high level meetings and other events.
  • Contributing to  g7+ research activities, including through coordination and disimination of research, as required.
  • Supporting activities around the implementation of the New Deal and SDGs in member states, as requested by member states and the Secretariat.
  • Supporting peer-learning through the creation of lessons learnt documents, case studies and peer-learning tools, as required.
  • Providing policy advice to the g7+.


3. Language and translation support, including through:

  • Providing language quality assurance on correspondence and documents sent out by the Secretariat.
  • Regular support on email, teleconference/video conference communication in French including translation of emails and short documents from English into French and vice versa.
  • Working with the communications officer to ensure the French component of the g7+ website is kept fully up to date.
  • Providing translation and interpretation support in bilateral meetings with Francophone counterparts.
  • Contracting and managing of interpreter and translator services. Arranging for the translation of all key communications and documents into French/English as required.

4. Other:

  • The Policy Officer is expected to undertake such other duties within the scope of their contract as may be requested.

Habilidades y experiencia requeridas

I. Academic Qualifications:
Post graduate qualification in international relations, public administration, development studies, or other relevant area.
 
II. Years of experience:

  • At least five years of relevant professional experience
  • Experience of working or living in a developing country, preferably a g7+ member country
  • Demonstrated capacity in building and managing effective relationships, including the ability to navigate complex political environments
  • Experience in supporting and coaching others to deliver change
  • Strong strategic planning, analytical use of evidence for decision-making
  • Experience of working in government in a g7+ member country
  • Experience working or living in, and/or good knowledge of, at least one g7+ member country
  • Substantive knowledge in the areas of post-conflict statebuilding, governance and peacebuilding
  • Familiarity with the New Deal process
  • Familiarity with the post-2015 Development Agenda process
  • Familiarity with some or all of the following institutions: IFIs such as the World Bank, IMF, African Development Bank and Asian Development Bank and multilaterals such as, the United Nations, and The African Union.

III. Language skills:

  • English and French language skills, and the ability to write and communicate at a working level, is required
  • Knowledge of Portuguese would be an asset but is not essential
