Antecedentes

Ministry of Population and Environment (MoPE) is implementing the Nepal Climate Change Support Programme (NCCSP) in collaboration with Ministry of Federal Affairs and Local Development (MoFALD) with the financial assistance of DFID, EU, Cyprus and technical assistance of UNDP.  The programme has a goal to contribute in ensuring that the poorest and most vulnerable communities in Nepal are able to adapt to the negative effects of climate change.  The programme is underway in 14 districts of mid and far-western region.

The Programme consists of 3 key outputs (i) implementing 100 Local Adaptation Plan of Actions (LAPAs) in 90 VDCs and 7 municipalities in 14 districts  (ii) putting in place local and sub-national mechanisms to implement and promote scalable adaptation actions and people’s resilience; and (iii) establishing/further developing institutional and funding mechanisms for climate change adaptation actions.

Deberes y responsabilidades

The primary responsibility of incumbents will be in taking lead and facilitate in planning and implementation of NCCSP alongside other energy and environment activities in the selected VDCs of the assigned district.

 The key roles and duties of the incumbents will be as follows:

  • Be responsible to head the DEECC Section under the DDC as well as manage both climate change adaptation and renewable energy activities in the district by assuring all roles and responsibilities ascribed under the DEECC Operational Guidelines and with the technical guidance from Regional CC Coordinator or from Programme Central Office;
  • Play catalytic role to establish as well as strengthen District Energy, Environment & Climate Change Coordination Committee (DEECCCC) as the Member Secretary;
  • Facilitate and provide technical advices to programme VDCs to establish Village Energy, Environment & Climate Change Coordination Committees (VEECCCCs);
  • Take lead in ensuring effective implementation of NCCSP activities/Local Adaptation Plans for Action (LAPAs) in the assigned district by integrating them into DDC planning framework;
  • Ensure compliance of respective policies, rules, regulations and practices with regards to procurement of goods and services (e.g.; call for proposal, signing of contract, contract management, grant agreements etc.) at the local levels from service providers, district line agencies, NGOs, Private Sector and CBOs;
  • Provide assistance to National Programme Director (NPD), National Programme Manager (NPM) and Deputy Programme Manager (DPM) in planning and budgeting of annual, quarterly and trimestral activities of NCCSP of respective districts;
  • Assist NPD, NPM, DPM, central level project related officials and stakeholders in ensuring timely monitoring of the field activities and reporting from their respective group of districts as well as undertake regular field visits to track progress of implementation at the field level;
  • Assist in integrating the provisions of climate change policy and strategies in other development activities including climate change adaptation and mitigation activities at the assigned district planning mechanism;
  • Prepare district level programmatic and financial reports (with the assistance of DAFA) of LAPA implementation in the district on monthly, quarterly, trimester-wise, and annual basis as well on demand by NPD/NPM/DPM as required by the government, UNDP and donors;
  • Assist in promoting available climate change adaptation solutions within the region and beyond;
  • Undertake supervisory roles/provide guidance to staff (District CC Officer, DAFA and TO recruited by AEPC) within the Section.
  • Assist the Regional Climate Change Coordinators for undertaking close observation, review and assessment of NCCSP implementation information;
  • Undertake any other responsibilities relevant towards implementation of NCCSP;

Habilidades y experiencia requeridas

Education:

  • Completion of Bachelor’s degree in environment, climate change, agriculture, forestry, management, social sciences or any other relevant field.

 Experience:                

  • 5 years of relevant work experience in project implementation in a governmental or multilateral organization.
  • Experience of working in a multi-cultural setting.
  • Experience in networking and relationship building.
  • Knowledge and experience of RBM methodologies and tools (project and programme management, design, monitoring and evaluation) and report writing.
  • Experience in usage of computers and office software packages (MS Word, Excel, etc.)

 Language Requirements:

  • Fluency in written and spoken English and Nepali languages.
