UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Under the framework of the Institutional Capacity Development for Implementation of the Kuwait National Development Plan (ICDI/KNDP) project, UNDP and GSSCPD attempt to improve human capacity and organizational effectiveness of the GSSCPD for development planning. The aim is to support GSSCPD attain the ability to deliver effectively according to its mandates.

GSSCPD is responsible for elaborating, coordinating and overseeing the Kuwait National Development Plan (KNDP) which addresses the challenges of economic development, human and social development, the efficiency of the state institutions and administration and combating corruption, in accordance with H.H. the Amir’s State Vision “Kuwait 2035”.

State development projects are coordinated by the Consultants’ Department (CD) under Consultants Selection Committee (CSC). Guided by the Government’s Strategic and Operational Plans and Annual Budgets, government entities submit their annual development project and corresponding budgets to the CD. The CD reviews these requests and the related budgets in light of plans, priorities and capital (including maintenance contract) budgets of the government, ensuring that the plans respond to the government’s plans and priorities, and are within allocated budgets.?The CD specializes in verifying the terms of reference pertaining to study, design and supervision of national construction, rehabilitation, maintenance, feasibility projects for ministries, government and independent agencies

Within this context, GSSCPD is seeking to recruit a Technical Specialist in Economic and Administrative Projects to provide technical support and strengthen the Consultants’ Department (CD) capacities in order to perform its mandates.

KNDP Objectives:

  • Improve the legislations, tools, methodologies and systems related to planning and monitoring; develop selection criteria for development projects.

The assignment will also contribute to the following ICDI/KNDP project outputs:

Output 1.1: Improved human capacity and organizational effectiveness of the GSSCPD for development planning;

Purpose and Objective:

The main purpose of the assignment is to provide advice on how to support the Consultants’ Department at GSSCPD in reviewing and drafting tenders related to economic and administrative projects. The specific objectives are:

  • Review the Tendering requests for all economics and administrative projects;
  • Draft and amend the RFPs, TORs and tendering requests.

Deberes y responsabilidades

The main responsibilities and tasks of the specialist are as follows:

  • Study and review current? tenders and Terms of Reference (ToR) pertaining to national economic and administrative projects for ministries, government and independent agencies according to international standards and best practices;
  • Ensure that project requests are realistic, feasible and in line with the KNDP;
  • Develop standardized tender forms and ToR templates for all new economic and administrative project proposals and consultations;
  • Evaluate the feasibility of proposed economic and administrative projects;
  • Review requests made by beneficiaries among the government agencies to alter or adjust the requirements and/or components of projects, and request for proposals (RFP), technical (TP) and financial (FP) proposals.
  • Develop clear guidelines and manuals on how to prepare Terms of Reference and formulate tenders for economics and administrative projects;
  • Develop assessment report on the technical and human capacity needs for the staff at CD , with recommendations to address them.

Training and Knowledge transfer

  • Build the staff capacity and organize on-the-job training sessions in methodologies on how to formulate tenders and terms of reference for economics and administrative projects
  • Conduct training workshop sessions as required;
  • Present monthly reports to the SG and GSSCPD Project Manager highlighting key deliverables, detailed summary of the capacity building activities (number of staff trained) and recommendations for the way forward.

Indicative approaches:

A key approach in this assignment is to develop national capacities through facilitating learning from other countries experiences, training and knowledge and skills transfer to the staff of the Consultant’s Department and other methods that the specialist would determine to ensure his/her skills and experience is transferred to the department. The specialist would thus be required to submit a capacity development/expertise and knowledge transfer plan based on an understanding of the needs of the Department.

The specialist is expected to include a gender approach in all the work requirements and ensure gender sensitivity of all the deliverables which would be based on a gender analysis to ensure that the needs and specific considerations related to men and women is taken into account.

Outputs:

  • A Work Plan at the outset of the assignment including- 2 weeks;
  • A training plan for the CD staff- End of Month 3;
  • Guidelines manual on how to prepare tenders related to economic and administrative projects- Ongoing (To be Specified after starting the assignment);
  • Monthly and quarterly progress reports as per standard templates- Ongoing.

Roles and Coordination Requirements

The Specialist will work under the direct management of the Head of the Consultants’ Department at GSSCPD.The latter will be responsible to provide the existing information about economic and administrative projects and will be responsible for approving the specialist’s deliverables.

The Specialist will also report to the Project Manager of the ICDI/KNDP project based with the Technical Cooperation and Development Support Department at the GSSCPD by submitting regular reports on progress and impact of the assignment.

Habilidades y experiencia requeridas

Education

  • Minimum Master’s degree from a recognized university in Business Management, MBA or any related field;

Experience

  • More than 15 years of proven experience in similar field;
  • Proven experience in Kuwait is an advantage;
  • Familiarity with administrative procedures of Government Sector is an added advantage;
  • Excellent document drafting and RFP formation skills.

Language Requirements

  • Fluency in English and Arabic (both in writing and oral) is a must.

  • This position will be on governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development;
