Antecedentes

In accordance with the Country Programme Document (2017-2021), UNDP Thailand will be supporting the Royal Thai Government to achieve the national sustainability agenda in the areas of sustainable production and consumption, and natural resources and management under UNDP’s Inclusive Green Growth and Sustainable Development (IGSD) Portfolio. UNDP’s activities will focus on assisting the RTG to design and implement policy frameworks a) with incentive (such as tax exemptions and reductions, as well as subsidies) and disincentive structures for private sector investments in SCP, and b) that promote water conservation and renewable energy use. To a) promote increased opportunities for employment and livelihoods by altering the structure of production and b) diversify outputs and increasing value added, UNDP will promote and facilitate private sector and small scale producers engagement and social enterprise in sustainable value chains, through Thailand’s Innovation Facility for Development and set up advocacy and awareness campaigns that create awareness in citizens, especially in the affluent urban professionals, to demand sustainable production options and choose environmentally-friendly products.

In terms of government priorities, Thailand is transitioning from the 11th National Economic and Social Development Plan (2012-2016) which sets a vision in moving Thailand towards a low carbon and climate resilient society to the 12th Plan (2017-2021) which aims to promote economic and social growth that is environmentally-friendly. UNDP Thailand will assist the RTG to develop natural resources co-management models, particularly in the areas of habitat conservation and sustainable land management. Private sector and community engagement will be sought to scale-up successful biodiversity-based SME (in the areas of tourism and forest products) and efforts will continue to fully integrate biodiversity conservation in existing or upcoming NESDP green growth policies. The programme will also support the prototypes of climate-responsive and risk-informed urban planning, water resources and coastal resources management which emphasize the participation of communities and civil society organisations in planning, implementation, and monitoring.

The IGSD programme intends to support Thailand to achieve the 2030 Agenda for Sustainable Development in all areas with the emphasis on:

  • Goal 7 Renewable Energy
  • Goal 8: Good Jobs and Economic Growth
  • Goal 10: Reduce Inequalities
  • Goal 11: Sustainable Cities and Communities

  • Goal 14: Life Below water
  • Goal 15: Life On Land

There are currently 18 projects under implementation in the IGSD Portfolio and 3 proposals in the pipeline, most of them are funded by the Global Environment Facilities (GEF).

Deberes y responsabilidades

Objective:

The objective of the assignment is for a communications and partnerships specialist to be responsible for developing communications and partnerships strategies for UNDP’s IGSD programme, to design promotional materials for advocating and awareness raising purposes and to create branding to build sustainable partnerships.

 Scope of Work:

The individual contractor will report to and work closely with UNDP Thailand, IGSD Programme Analyst to complete the follow tasks:

  • Develop 2017 Communications and Partnerships Plan and 2017-2021 Communications and Partnerships Strategies for UNDP’s IGSD programme in line with the Country Programme Document (CPD);
  • Design promotional materials in Thai and English for advocating and awareness raising purposes;
  • Create branding for IGSD Programme and UNDP Thailand to build sustainable partnerships;
  • Provide advice in relation communications and partnerships for UNDP Thailand.

Expected Outputs and Deliverables:

The expected outputs of this assignment are

  • IGSD Programme brochures Thai content (at least 10 projects);
  • Final design (content/format) of UNDP’s SDGs 2017 Calendar  (Thai/English);
  • 2017 Communications and Partnerships Plan;
  • Final version of 2017-2021 Communications and Partnerships Strategies;
  • Design of IGSD’s and UNDP Thailand’s branding;
  • Final version of the IGSD publication highlighting the unit work on biodiversity, climate; change, sustainable forest management and small grants.

Monthly Deliverables:

Month 1: 15 September 2016

Upon submission of:

  • First draft of 2017 Communications and Partnerships Plan;
  • First draft of IGSD Programme brochures Thai content (at least 10 projects) ;
  • Design content and format of UNDP’s SDGs 2017 Calendar (Thai/English).

Month 2: 15 October 2016

Upon submission of:

  • Final version of IGSD Programme brochures Thai content (at least 10 projects);
  • Final version of UNDP’s SDGs 2017 Calendar  (Thai/English);
  • Draft content of the IGSD publication highlighting the unit work on biodiversity, climate change, sustainable forest management and small grants.

Month 3: 15 November 2016

Upon submission of :

  • Final version of 2017 Communications and Partnerships Plan ;
  • Design of IGSD’s and UNDP Thailand’s branding;
  • First draft 2017-2021 Communications and Partnerships Strategies.

Month 4: 15 December 2016

 Upon submission of:

  • Final version of 2017-2021 Communications and Partnerships Strategies;
  • Final version of the IGSD publication highlighting the unit work on biodiversity, climate change, sustainable forest management and small grants.

Institutional Arrangement:

The consultant will report to the IGSD Programme Analyst, IGSD Unit, UNDP Thailand throughout the consultancy.

Duration of the Work: Up to 15 working days per month for 4 months during the period from 16 August to 15 December 2016, but not exceeding 60 days.

Duty Station: Bangkok, Thailand

Travel: Travels to related project sites within the country are required.  The travel will be up to 3 days for each trip. Travels will be authorized by IGSD Unit of UNDP CO as and when required.  DSA and other travel costs advanced by IC holder will be reimbursed as per UNDP/IC rules.

Habilidades y experiencia requeridas

Education:

  • Master’s degree in Mass Communications, Liberal Arts or in relevant field such as environment and natural resources management, development studies, social sciences.

Experience:

  • At least 3 years of experience in the field of communications and journalism;
  • Good understanding of environmental conservation, climate change and sustainable development in Thailand;
  • Experienced in designing communications strategies with national or international development agencies;
  • Experienced in working with the UN or other international development organisations will be an asset;
  • Excellent writing skills (Thai and English);
  • Good presentation and facilitation skills.

Language Skills:

  • Excellent oral and written communication skills in Thai and English language.

Price Proposal and Schedule of Payments:

Consultant must send a financial proposal based on daily fee.

Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Individual consultants will be evaluated based on Cumulative Analysis.

Evaluation Method and Criteria:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1 : Education – max 10 points;
  • Criteria 2 : Special skills, Language, presentation and facilitation.- max 10 Points;
  • Criteria 3 : Relevance of experience in area of specialization (e.g. environmental conservation, climate change etc.)– max 15 points;
  • Criteria 4 : Relevance of experience in key areas (e.g. communications and journalism, designing communications strategies) – max 15 points;
  • Criteria 5 : Assessment of a sample of communications work – max 20 points.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Letter of Confirmation of Interest and Availability using the template provided by UNDP.
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Technical proposal, including a) a brief description of why the individual considers him/herself as the most suitable for the assignment; and b) a sample of communications work.
  • Financial Proposal, as per template provided in Annex II. Note: National consultants must quote prices in Thai Baht.
