Antecedentes

UNCDF works with local and central government institutions to improve the capacity of local governance institutions in planning, public expenditure management, procurement and delivery management and other areas related to the application of development capital and other resources.

UNCDF is supporting an expanding portfolio of programmes in all regions that provide capital resources to local governance processes to enable them to meet the challenges of poverty reduction, the Millennium Development Goals and climate change. These programmes promote local level public financial management and decentralized governance responses to these challenges.

 In Asia – Pacific and Africa, the Local Climate Adaptive Living Facility (LoCAL) aims to promote climate change resilient communities and economies by increasing financing for and investment in climate change adaptation at the local level in least developed countries.
LoCAL focuses on the delivery of three outputs that will directly contribute to increasing local governments’ access to climate finance and building resilience to climate change:

  • Output 1 – Climate change adaptation is mainstreamed into local government’s planning and budgeting systems;
  • Output 2 – Increased awareness and support for the role of local government in climate change adaptation;
  • Output 3 – Increased amount of finance available to local governments and local economy for climate change adaptation and resilience.

The LoCAL approach entails into capacity building of local governments and operates through Performance Based Climate Resilience Grants (PBCRG).

LoCAL works in three phases.

Phase I “Testing” Following scoping, the first phase entails testing in a small number (2-4) of local governments. Phase I is financed directly with the LoCAL global project seed capital and has an estimated budget of USD 150,000 per year. It can include co-financing from government or other partners. Phase I introduces the Performance-Based Climate Resilient Grant (PBCRG) over one or two fiscal cycles; it tests the minimum conditions and performance measures of the PBCRG and the relevance of the menu of investments (eligible adaptation measures). It provides the necessary experience and lessons for the refinement of the approach and the design of phase II in conjunction with the appropriate national authorities and partners. Countries under phase I include Bangladesh, Ghana, Mali, Mozambique, Niger, and Nepal.

Phase II “Learning”: Phase II takes place in around 5-10 local governments (of the appropriate tier) in a country. Phase II is financed by UNCDF together with financing partners and has a estimated budget of USD 3-5 million. Funding can come directly through the LoCAL project or through parallel financing if government or other development partners make resources available to the LoCAL methodology. The purpose of this phase is to demonstrate the effectiveness of LoCAL and create the conditions for a full national rollout of the approach. Countries under phase II include Benin, Bhutan, Cambodia and Lao PDR.

Phase III “Scaling-up”: Phase III consists of a full national rollout of the PBCRG in the country based on the results and lessons of the previous phases. It is gradually extended to all local governments (of the appropriate tier). Phase III is expected to be financed by central government through a re-adjustment of the architecture of existing resources to enable financing of local adaptation, as well as through financing from international organizations, financing institutions and funds such as the Green Climate Fund. Countries preparing for phase III II include Benin, Bhutan, Cambodia and Nepal.

A number of LoCAL countries are positioning themselves with LoCAL towards the Green Climate Fund and the call for proposals for “enhanced direct access”.

  • In Cambodia, LoCAL was initiated in 2012, thanks to a grant from the Cambodia Climate Change Alliance and is now working with 61 communes within 8 districts, with support from the Swedish International Development Agency. The government of Cambodia has nominated the Secretariat of the National Committee for Democratic Development as its first national implementing entity to access Green Climate Fund resources to scale up LoCAL in the country;
  • In Benin, in line with the modalities of the Fund for the Development of Communes, LoCAL is being expanded to six communes in the northern region of the country, with co-financing from the National Environment and Climate Fund, the first national implementing entity nominated by the government of Benin to be accredited to the Green Climate Fund;
  • In Mali, the PBCRG mechanism was successfully developed and tested in 2015 in two communes and the government of Mali has nominated the National Agency for Local Authorities’ Investments as its first national implementing entity to be accredited to the Green Climate Fund.
  • In Tanzania, LoCAL is being developed in the context of a joint programme with the International Institute for Environment and Development (IIED) which aims to establish a mechanism through PO-RALG and to support its accreditation to the Green Climate Fund.

The Green Climate Fund (GCF) was established with the purpose of making a significant and ambitious contribution to global efforts towards attaining the goals set by the international community to combat climate change. In the context of sustainable development, the Fund will promote a paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change.

In that framework, the objective of Enhancing Direct Access (EDA) is to enhance country ownership of projects and programmes by devolving decision making at country level, thereby allowing greater involvement and input from impacted stakeholders. EDA is designed to provide an opportunity for accredited entities and countries to move beyond the financing of individual, bankable projects towards a more comprehensive, stakeholder driven programmatic approach, which is based on transparent criteria that are aligned with the Fund’s investment criteria and results management framework.

At its tenth meeting, the Board agreed to initially allocate USD 200 million for at least 10 pilots, including at least four pilots to be implemented in small island developing States, the least developed countries and African states.

The objective of the pilot phase for Enhancing Direct Access is to allow for an effective operationalization of modalities with the potential to enhance access by sub-national, national and regional public and private entities to the Fund. This will include devolved decision-making to such entities, once accredited, and stronger local multi-stakeholder engagement.

Objective of the Assignment:

The objective of this consultancy is to support 3 African countries (Benin, Mali and Tanzania) to prepare concept notes for submission to the Green Climate Fund call for proposals for Enhancing Direct Access.

Deberes y responsabilidades

Working under the overall guidance of the LoCAL Programme Manager (Africa), in close collaboration with the governments of Benin, Mali, and Tanzania, UNCDF in country colleagues and IIED, the expert will be responsible for contributing to the following tasks:

  • Reviewing the LoCAL documents (global programme document, country strategic frameworks, MoU and assessment reports) and Local Finance Initiative documents (in the case of Tanzania);
  • Reviewing the concept note from LoCAL Cambodia for submission to the call for proposals from the Green Climate Fund for Enhancing Direct Access when ready;
  • Getting fully acquainted with the modalities of the call for proposals from the Green Climate Fund for Enhancing Direct Access;
  • Drafting of a fully-fledged concept note for LoCAL Benin, building on earlier discussions held at the country level, including two set of review and comments for submission to the call for proposals from the Green Climate Fund for Enhancing Direct Access;
  • Drafting of a fully-fledged concept note for LoCAL Mali in consultation with IIED, building on earlier discussions held at the country level, including two set of review and comments for submission to the call for proposals from the Green Climate Fund for Enhancing Direct Access;
  • Drafting of a fully-fledged concept note for LoCAL Tanzania in consultation with IIED, building on earlier discussions held at the country level, including two set of review and comments, for submission to the call for proposals from the Green Climate Fund for Enhancing Direct Access;
  • Carrying out other relevant consultations, based on prior agreements and guidance from UNCDF.

In performing the tasks, the incumbent will, inter alia, undertake, organize and facilitate consultations and promoting participation and country ownership at all steps of the process.

  • Carrying out other relevant consultations, based on prior agreements and guidance from UNCDF.

In performing the tasks, the incumbent will, inter alia, undertake, organize and facilitate consultations and promoting participation and country ownership at all steps of the process.  

Final Deliverables:

  • A short inception report (max 5 pages) to be produced after the desk review and the inception phase;
  • Three fully-fledged concept notes for Benin, Mali and Tanzania (respectively by end of August 2016, mid October 2016 and end of November 2016) for submission to the call for proposals from the Green Climate Fund for Enhancing Direct Access;
  • A set of technical annexes if/as needed.

Monitoring and Progress Control:

A schedule of days worked, outputs produced and costs incurred will be monitored by LoCAL Secretariat by the LoCAL Programme Manager (Africa). There will be a briefing and debriefing and regular discussions between the Consultant(s) and UNCDF LoCAL Programme Manager (Africa) and Programme Manager (global).  

Payments will be done upon completion of the assignment. Payments will be authorized by the LoCAL Programme Manager (Africa).

Professional Experience:

  • Proven track record in identifying and formulating programmes and in developing programme proposals for resource mobilization in the subject matter for well-recognized international development organizations or international financing institutions with successful outcomes (minimum 2 examples required);
  • At least 10 years of international professional experience in the fields of climate change adaptation with a specific emphasis on local climate governance, adaptation and development planning, climate finance, and/or climate change mainstreaming;
  • Experience in capacity development and institutional strengthening on climate change adaptation, ideally in the context of decentralization processes;
  • Prior experience with performance-based grants and similar tools like budget support, ideally for climate change adaptation;
  • Work experience in Africa ideally in LoCAL target countries.

Languages:

  • Fluency in French and English is required.

Evaluation Process:

Evaluation of the proposal will be the combined scoring method. The award of the contract will be made to the individual consultants whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

The formula for the rating of the Proposals will be as follows:

Rating the Technical Proposal (TP): 70%

TP Rating = (Total Score Obtained by the Offer / Max. Obtainable Score for TP) x 100

Rating the Financial Proposal (FP):  30%
FP Rating = (Lowest Priced Offer / Price of the Offer Being Reviewed) x 100

Total Combined Score:
(TP Rating) x (Weight of TP, e.g. 70%)   +    (FP Rating) x (Weight of FP, e.g., 30%) /

Only candidates obtaining a minimum score of 70 points under technical evaluation will be requested to provide financial proposals and be considered for the financial evaluation.

Stages of Evaluation:

Step I. Screeening:

Applications will be screened and only candidates meeting the following minimum criteria will progress to the pool for shortlisting:

  • Education: Postgraduate degree in Environmental Science or Management, Climate Change International Development, or other related fields;
  • Experience: At least 10 years of international professional experience in the fields of climate change adaptation with a specific emphasis on local climate governance, adaptation and development planning, climate finance, and/or climate change mainstreaming;
  • Samples of original works by the candidate;
  • Language: Complete fluency in French and English;
  • Submission of CV or UNDP Personal History form (P 11).

Step II. Shortlisting by Desk Review:

UNCDF will conduct a desk review to produce a shortlist of candidates by evaluating:

  • Competences and qualifications based on the CV or UNDP Personal History form (P 11) submitted by each candidate; and
  • Submitted samples of work.

Candidates will be assessed and scored against the following evaluation criteria. Max 100 points.

  • Postgraduate degree in Environmental Science or Management, Climate Change International Development, or other related fields - 10;
  • Strong analytical and writing skills. Strong communication and interpersonal skills and experience in holding consultations.Sensitivity to diverse opinions and difficulties arising from differing social and cultural perceptions- 15;
  • At least 10 years of international professional experience in the fields of climate change adaptation with a specific emphasis on local climate governance, adaptation and development planning, climate finance, and/or climate change mainstreaming- 20;
  • Experience in capacity development and institutional strengthening on climate change adaptation, ideally in the context of decentralization processes - 5;
  • Prior experience with performance-based grants and similar tools like budget support, ideally for climate change adaptation - 10;
  • Minimum 2 examples required for developing programme proposals for resource mobilization in the subject matter for well-recognized international development organizations or international financing institutions with successful outcomes - 30;
  • Work experience in Africa ideally in LoCAL target countries - 10.
